    Purpose: The article presents an economic and legal analysis of the terms of contracts for international delivery of goods involving Russian suppliers. Design/Methodology/Approach: The authors analysed the international norms of regulating relations for the goods’ delivery involving the foreign element. Terms of the goods delivery are investigated according to the national legislation of the Russian Federation. Findings: As a result, it is necessary to use an economic and legal approach when developing contract terms for the goods’ delivery to take into account norms of international law, the national legislation of the supplier country and in accordance with the calculations of the contract price and payment terms. Practical Implications: The proposed method is in accordance with the international legal framework and it can be adopted by the Russian Federation easily. Originality/Value: There is no such an approach eligible to modernize the existing system in the country.peer-reviewe

    The article’s purpose is to study the formation and the development of the legal regulation of foreign investment in the Russian Federation. During the research, the authors analyzed the legal mechanisms for creating an enabling environment for attracting foreign investments in Russia. The authors concluded that it is necessary to systematize Russian legislation in the field of foreign investments and to bring Russian legislation into line with the norms of international law. They also came to the conclusion that it is necessary to develop legal regulation of foreign investments within the framework of the integration space of the Eurasian Economic Union.peer-reviewe

    Concepts and сriteria for the classification of small and medium-sized business in Russia

    Purpose: The purpose of the article is to study the concepts and criteria for classifying businesses to the category of Small and Medium-sized business according to the legislation of the Russian Federation. In the course of the study, the authors analyzed the criteria by which the subjects are identified as Small and Medium-sized enterprises and, accordingly, are entitled to receive state support. Design/Methodology/Approach: The authors' analysis is based on the literature review and statistical data analysis regarding the concept of entrepreurship and its legal background. Findings: The authors presented analytical data on business entities, citizens engaged in entrepreneurial activity, state support of entrepreneurial activity and introduced a conceptual classification benchmark. Practical implications: Authors' findings could be applied in improving the legal and economic entrepreneurial frameworks of Russia. Originality/Value: The contribution of the article is the authors' approach in classifying SMEs (Small and Medium-sized entities) and their state support as well as recommendations regarding the entrepreneurial activity and its development.peer-reviewe

Throughout the process of research, the authors analyzed the directions of agricultural sector development, mechanisms of quality and safety support, as well as customer rights protection. As a result the authors have agreed on, the need to integrate cluster models in the agricultural sector, notably in the bee-keeping, seed production (including financing of this activity), as well as legislative stimulus to shift towards «green» biotechnology in the domestic agriculture.     COMPLEX PROGRAMS FOR MODELING HIGHWAY: PARK, PROFILE AND COMPOSITION

    The main part of developing computer-aided design of roads are simulation systems to see the road in action. Modeling of the functioning of the road in such a simulation system - this test road design in the computer. This article describes three modules: PARK, PROFILE, COMPOSITION and comprising a set of process simulation programs functioning road. A significant increase in the accuracy of simulation results provides software parks established normative reference database of technical and economic parameters of vehicles belonging to the stream. Completeness framework allows continuous adjustment and constant up-dating of the parameters types of cars in different scales calculation excludes construction and operating costs in justifying economic calculations optimality design solutions and increases the reliability of evaluating the effectiveness of capital investments in the construction and reconstruction of roads. Optimization of the design solutions in general, as a single continuous sequence of combinations of elements contributes to road profile program that analyzes the geometric elements of the plan, longitudinal section, compressing the geometry information of the way for the subsequent modeling of the functioning of the road. Program PROFILE (and built on its basis BASIS program, PROFILE) is a nexus between the projecting programs and programs that simulate traffic. Transport and road performance computer modeled for a particular stream of automobile. Woody vegetation of this forest consists of conifers (70%) and broadleaf trees (30%). Many of the latter produce edible fruits and berries.     A New Integer Linear Programming Formulation to the Inverse QSAR/QSPR for Acyclic Chemical Compounds Using Skeleton Trees

Recently a novel method has been proposed for inverse QSAR/QSPR using both artificial neural networks (ANN) and mixed integer linear programming (MILP), where inverse QSAR/QSPR is a major approach for drug design. This method consists of two phases: In the first phase, a feature function f is defined so that each chemical compound G is converted into a vector f(G) of several descriptors of G, and a prediction function ψ is constructed with an ANN so that ψ(f(G)) takes a value nearly equal to a given chemical property π for many chemical compounds G in a data set. In the second phase, given a target value y∗ of the chemical property π , a chemical structure G∗ is inferred in the following way. An MILP M is formulated so that M admits a feasible solution (x∗, y∗) if and only if there exist vectors x∗, y∗ and a chemical compound G∗ such that ψ(x∗)=y∗ and f(G∗)=x∗. The method has been implemented for inferring acyclic chemical compounds. In this paper, we propose a new MILP for inferring acyclic chemical compounds by introducing a novel concept, skeleton tree, and conducted computational experiments. The results suggest that the proposed method outperforms the existing method when the diameter of graphs is up to around 6 to 8. For an instance for inferring acyclic chemical compounds with 38 non-hydrogen atoms from C, O and S and diameter 6, our method was 5×104 times faster

    Notes on wormhole existence in scalar-tensor and F(R) gravity

    Some recent papers have claimed the existence of static, spherically symmetric wormhole solutions to gravitational field equations in the absence of ghost (or phantom) degrees of freedom. We show that in some such cases the solutions in question are actually not of wormhole nature while in cases where a wormhole is obtained, the effective gravitational constant G_eff is negative in some region of space, i.e., the graviton becomes a ghost. In particular, it is confirmed that there are no vacuum wormhole solutions of the Brans-Dicke theory with zero potential and the coupling constant \omega > -3/2, except for the case \omega = 0; in the latter case, G_eff < 0 in the region beyond the throat. The same is true for wormhole solutions of F(R) gravity: special wormhole solutions are only possible if F(R) contains an extremum at which G_eff changes its sign.Comment: 7 two-column pages, no figures, to appear in Grav.
