Precision measurement of the n=2 triplet P J=1-to-J=0 fine structure of atomic helium using frequency-offset separated oscillatory fields
Increasing accuracy of the theory and experiment of the P fine
structure of helium has allowed for increasingly-precise tests of quantum
electrodynamics (QED), determinations of the fine-structure constant ,
and limitations on possible beyond-the-Standard-Model physics. Here we present
a 2~part-per-billion (ppb) measurement of the -to- interval.
The measurement is performed using frequency-offset
separated-oscillatory-fields. Our result of ~Hz
represents a landmark for helium fine-structure measurements, and, for the
first time, will allow for a 1-ppb determination of the fine-structure constant

Urban Park Development and Pediatric Obesity Rates: A Quasi-Experiment Using Electronic Health Record Data
INTRODUCTION:
Childhood obesity affects ~20% of children in the United States. Environmental influences, such as parks, are linked with increased physical activity (PA).
OBJECTIVE:
To examine whether changes in Body Mass Index (BMI) z-score were associated with construction of a new park.
METHODS:
A quasi-experimental design was used to determine whether living in proximity of a park was associated with a reduction in BMI z-score. Children were selected from health clinics within an 11 mile radius of the park. A repeated-measure ANOVA was employed for analysis of the relationship between exposure (new park) and BMI z-score.
RESULTS:
Participants were 1443 (median age 10.3 range (2-17.9 years), BMI: z-score 0.84 ± 1.09) African American (77.4%) adolescents. Change in BMI z-score was not statistically different for children living at different distances from the park after controlling for age, gender, race, ethnicity, or payer type (p = 0.4482). We did observe a small 0.03 increase in BMI z-score from pre- to post-park (p = 0.0007). There was a significant positive association between child's baseline age and BMI z-score (p < 0.001).
CONCLUSIONS:
This study found proximity to a park was not associated with reductions in BMI z-score. Additional efforts to understand the complex relationship between park proximity, access, and PA are warranted
Prospects for progress on health inequalities in England in the post-primary care trust era : professional views on challenges, risks and opportunities
Background - Addressing health inequalities remains a prominent policy objective of the current UK government, but current NHS reforms involve a significant shift in roles and responsibilities. Clinicians are now placed at the heart of healthcare commissioning through which significant inequalities in access, uptake and impact of healthcare services must be addressed. Questions arise as to whether these new arrangements will help or hinder progress on health inequalities. This paper explores the perspectives of experienced healthcare professionals working within the commissioning arena; many of whom are likely to remain key actors in this unfolding scenario.
Methods - Semi-structured interviews were conducted with 42 professionals involved with health and social care commissioning at national and local levels. These included representatives from the Department of Health, Primary Care Trusts, Strategic Health Authorities, Local Authorities, and third sector organisations.
Results - In general, respondents lamented the lack of progress on health inequalities during the PCT commissioning era, where strong policy had not resulted in measurable improvements. However, there was concern that GP-led commissioning will fare little better, particularly in a time of reduced spending. Specific concerns centred on: reduced commitment to a health inequalities agenda; inadequate skills and loss of expertise; and weakened partnership working and engagement. There were more mixed opinions as to whether GP commissioners would be better able than their predecessors to challenge large provider trusts and shift spend towards prevention and early intervention, and whether GPs’ clinical experience would support commissioning action on inequalities. Though largely pessimistic, respondents highlighted some opportunities, including the potential for greater accountability of healthcare commissioners to the public and more influential needs assessments via emergent Health & Wellbeing Boards.
Conclusions - There is doubt about the ability of GP commissioners to take clearer action on health inequalities than PCTs have historically achieved. Key actors expect the contribution from commissioning to address health inequalities to become even more piecemeal in the new arrangements, as it will be dependent upon the interest and agency of particular individuals within the new commissioning groups to engage and influence a wider range of stakeholders.</p
Identifying duplicate content using statistically improbable phrases
Motivation: Document similarity metrics such as PubMed's ‘Find related articles’ feature, which have been primarily used to identify studies with similar topics, can now also be used to detect duplicated or potentially plagiarized papers within literature reference databases. However, the CPU-intensive nature of document comparison has limited MEDLINE text similarity studies to the comparison of abstracts, which constitute only a small fraction of a publication's total text. Extending searches to include text archived by online search engines would drastically increase comparison ability. For large-scale studies, submitting short phrases encased in direct quotes to search engines for exact matches would be optimal for both individual queries and programmatic interfaces. We have derived a method of analyzing statistically improbable phrases (SIPs) for assistance in identifying duplicate content
Traces of past activity in the Galactic Centre
The Milky Way centre hosts a supermassive Black Hole (BH) with a mass of
~4*10^6 M_Sun. Sgr A*, its electromagnetic counterpart, currently appears as an
extremely weak source with a luminosity L~10^-9 L_Edd. The lowest known
Eddington ratio BH. However, it was not always so; traces of "glorious" active
periods can be found in the surrounding medium. We review here our current view
of the X-ray emission from the Galactic Center (GC) and its environment, and
the expected signatures (e.g. X-ray reflection) of a past flare. We discuss the
history of Sgr A*'s past activity and its impact on the surrounding medium. The
structure of the Central Molecular Zone (CMZ) has not changed significantly
since the last active phase of Sgr A*. This relic torus provides us with the
