    Fire and rescue service community safety initiatives: measuring impact

    Purpose - The purpose of this paper is to discuss methods of capturing the impact of fire and rescue service (FRS) community safety work which directly aims to reduce the occurrence of specific incidents. Design/methodology/approach - The impact assessment method described focuses on addressing one of the major problems with regards to attributing outcomes to FRS community safety work; the influence of external factors. This paper looked to assess the incident trends within a case study UK FRS within the context of the following external data sets: first, incident trends within other UK FRSs; second, demographic trends; and third, incident data from other public services. Findings - There were instances, either across the whole region served by the case study FRS, or within specific districts, where evidence suggested a strong likelihood of the community safety work of the case study FRS contributing towards an observed reduction in incidents. These findings were established through filtering the impact of widespread external factors, which could impact upon incident figures. Research limitations/implications - The utility of this impact assessment relies upon FRS consistently recording the specific aims and focus of individual community safety activity, so that any positive outcomes can be attributed to a particular group of community safety initiatives. Originality/value - This paper discusses how an evaluation process, to deter mine the likelihood of community safety impacting upon incident numbers, can be practically applied to a FRS

Precision measurement techniques are developed to obtain a more realistic varactor equivalent circuit. The existing theory of a parametric amplifier is modified to include the equivalent circuit, and microwave properties, such as loss characteristics and circuit discontinuities are investigated

    The author has identified the following significant results. It was concluded that ERTS land use mapping, in spite of portraying megalopolis more accurately and dramatically than the best past efforts, is in danger of falling into the category of being too revolutionary for many planners and too conventional for many electronics engineers. Two alternative solutions are implied: one is to improve the ERTS product to the level where it will be completely accepted by planners, and the other is to increase support for the present somewhat primitive product through education, cost-sharing, and legislation

    Magnetic induction mapping of magnetite chains in magnetotactic bacteria at room temperature and close to the Verwey transition using electron holography

    Off-axis electron holography in the transmission electron microscope is used to record magnetic induction maps of closely spaced magnetite crystals in magnetotactic bacteria at room temperature and after cooling the sample using liquid nitrogen. The magnetic microstructure is related to the morphology and crystallography of the particles, and to interparticle interactions. At room temperature, the magnetic signal is dominated by interactions and shape anisotropy, with highly parallel and straight field lines following the axis of each chain of crystals closely. In contrast, at low temperature the magnetic induction undulates along the length of the chain. This behaviour may result from a competition between interparticle interactions and an easy axis of magnetisation that is no longer parallel to the chain axis. The quantitative nature of electron holography also allows the change in magnetisation in the crystals with temperature to be measured

    JHK Spectra of the z=2.39 Radio Galaxy 53W002

    We present low-resolution, near-IR JHK spectra of the weak z=2.39 radio galaxy 53W002, obtained with the OH-airglow Suppressor spectrograph (OHS) and Cooled Infrared Spectrograph and Camera for OHS (CISCO) on the Subaru Telescope. They cover rest-frame wavelengths of 3400-7200 A, and the emission lines of [O II]3727, Hb, [O III]4959, 5007, Ha, [N II]6548, 6583 and [S II]6716, 6731 were detected. Using the Ha/Hb line ratio, we find an extinction of E(B-V)=0.14. The emission-line ratios are reproduced by a cloud of electron density n_e=1x10^{3-4}(/cm3) with solar metallicity, ionized by an alpha=-0.7 power-law continuum with ionizing parameter U=1x10^-3. In addition to these emission lines, we make the first spectroscopic confirmation of the Balmer discontinuity in a high-z radio galaxy. Together with rest-frame UV photometry from the literature, we show that at least 1/3 of the present stellar mass was formed in the current starburst. The stellar mass was estimated to be (1-1.4)x10^11 M_sol by one-component model fitting, which is smaller than that of typical z~1 B2/6C radio galaxies. We suggest that 53W002 is currently assembling a large part of its stellar mass through merger events with the surrounding sub-galactic clumps, some of which can be identified with the Lya emitters detected in narrow-band imaging. After a few such events over the next few Gyr, 53W002 will evolve into a massive elliptical galaxy.Comment: 10 pages, including 11 figures. Accepted for publication in PASJ(2001). Revised 5/15/200
