    Trade, law and order, and political liberties: theory and application to English medieval boroughs

    Earleir version issued as discussion paperWe develop a framework that puts the administration at the core of the relationship between trade and political liberties. A ruler chooses the size of an administration that (i) collects taxes and (ii) provides law and order for a representative merchant to use. To be exploited, large gains from trade require a relatively large administration. However, keeping a large administration in check is difficult. When the resulting inefficiencies are significant, the ruler grants control of the administration to the better-informed merchant, even though this facilitates tax evasion. We analyze the case of post-Norman Conquest England (1066-1307) by using evidence on taxation, commerce, and political liberties across boroughs. We use boroughs’ ownership as a proxy for the cost of controlling the administration, and find that rulers with a high cost are more willing to grant boroughs the control of their administration. Also, provided it belongs to a high-cost ruler, a borough’s propensity to receive a grant increases with its commercial importance. Finally, we find that boroughs are willing to pay higher taxes in exchange for liberties

    We build a model to investigate the interaction between trade, the supply of law and order, and the nature of governing political institutions. To supply law and order necessary for a representative merchant to create wealth, a ruler (i) appoints officials capable of coercion and (ii) introduces a system of taxation. When potential gains from trade are important, the demand for law and order is high but appointing numerous officials capable of coercion may pave the way to arbitrary and distortive expropriation. Delegating the task of appointing offi- cials to the better-informed merchant lowers the cost of sustaining good market institutions, but exacerbates the latter's temptation to escape taxation. When gains from trade are instead low delegation never occurs. Our theory provides a rationale for the case of post-Norman Conquest England (1066-1307) where, in parallel with the rise of trade, kings increasingly give in to the citizens' desire of self-governance by granting Charters of Liberties

    Edge Computing with Early Exiting for Adaptive Inference in Mobile Autonomous Systems

    Early Exiting (EE) is an emerging computing paradigm where Deep Neural Networks (DNNs) are equipped with earlier classifiers, enabling trading-off accuracy with in- ference latency. EE can be effectively combined with edge computing, a paradigm that allows mobile nodes to offload complex tasks, such as the execution of DNNs, to servers at the edge of the network, thus reducing computing times and energy consumption at the mobile devices. The integration of such technologies is particularly attractive for the support of applications for connected and automated driving. In this paper, we consider a system that jointly leverages the benefits of EE and edge computing, and we model their complex interactions by means of a Markov Decision Process (MDP). We then formulate an optimization problem to select the inference strategy that maximizes the average task accuracy. Importantly, such an optimization problem has low complexity, as the optimal policy can be derived by mapping the MDP into a linear program. Our numerical results focus on a use case centered on automated vehicles connected with an edge server under varying channel and network conditions, and show that our solution achieves up to 11% higher accuracy compared to the optimal policy with no EE

    Microbial community and antimicrobial resistance in fecal samples from wild and domestic ruminants in Maiella National Park, Italy

    This study aimed to provide new insights about antimicrobial resistance genes abundance and microbial communities of wild and domestic ruminants in wildlife-livestock interface. In total, 88 fecal samples were recovered from Apennine chamois, red deer, goat, cattle and sheep, and were collected in pools. The populations under study were selected based on ecological data useful to define sympatric and non-sympatric populations. Samples were screened for commonly used in farms under study or critically important antimicrobial resistance genes (aadA2, TetA, TetB, TetK, TetM, mcr-1). The microbial community composition was found to be different based on the species and land use of animals under study. Indeed, it was mostly characterized by phyla Firmicutes in bovine, Bacteroidota in chamois and Proteobacteria in red deer. Additionally, positive correlations between antibiotic resistance genes and microbial taxa (e.g., Tet genes correlated with Firmicutes and Patescibacteria) were described. Of the antimicrobials investigated, the abundance of mcr-1 gene suggests the importance of monitoring the wildlife in order to detect the emerging resistance genes contamination in environment. This study provides new data that highlight the importance of multidisciplinary and uncultured study in order to describe the spreading of antimicrobial resistance and related contamination in the environment

    The NA62 experiment will begin taking data in 2015. Its primary purpose is a 10% measurement of the branching ratio of the ultrarare kaon decay K+π+ννˉK^+ \to \pi^+ \nu \bar{ \nu }, using the decay in flight of kaons in an unseparated beam with momentum 75 GeV/c.The detector and analysis technique are described here.Comment: 8 pages for proceedings of 50 Years of CP

    Isthmocele and Infertility

    Isthmocele is a gynecological condition characterized by a disruption in the uterine scar, often associated with prior cesarean sections. This anatomical anomaly can be attributed to inadequate or insufficient healing of the uterine wall following a cesarean incision. It appears that isthmocele may impact a woman's quality of life as well as her reproductive capacity. The incidence of isthmocele can range from 20% to 70% in women who have undergone a cesarean section. This review aims to sum up the current knowledge about the effect of isthmocele on fertility and the possible therapeutic strategies to achieve pregnancy. However, currently, there is not sufficiently robust evidence to indicate the need for surgical correction in all asymptomatic patients seeking fertility. In cases where surgical correction of isthmocele is deemed necessary, it is advisable to evaluate residual myometrial thickness (RMT). For patients with RMT >2.5-3 mm, hysteroscopy appears to be the technique of choice. In cases where the residual tissue is lower, recourse to laparotomic, laparoscopic, or vaginal approaches is warranted

    NA62 and NA48/2 results on search for Heavy Neutral Leptons

    In this paper we present new results on upper limits for the search of Heavy Neutral Leptons (HNL) with data collected by NA48/2 (2003-2004), NA62-RK (2007) and NA62 (2015) CERN experiments. The data collected with different trigger configuration allow to search for both long and short living heavy neutrinos in the mass range below the kaon mass. In addition the status of the search for K+ → π+vv with the NA62 detector will be briefly presented.</jats:p

    Physics beyond the standard model with kaons at NA62

    The NA62 experiment at CERN Super Proton Synchrotron was designed to measure BR(K+ \u2192 \u3c0+\u3bdv\u304) with an in-fight technique, never used before for this measurement. This decay is characterised by a very precise prediction in the Standard Model. Its branching ratio, which is expected to be less than 10-10, is one of the best candidates to indicate indirect effects of new physics beyond SM at the highest mass scales. NA62 result on K+ \u2192 \u3c0+\u3bdv\u304 from the full 2016 data set is described. Also a search for an invisible dark photon A\u2032 has been performed, exploiting the efficient photon-veto capability and high resolution tracking of the NA62. The signal stems from the chain K+ \u2192 \u3c0+\u3c00 followed by \u3c00 \u2192 A\u2032\u3b3. No significant statistical excess has been identified. Upper limits on the dark photon coupling to the ordinary photon as a function of the dark photon mass have been set, improving on the previous limits over the mass range 60 - 110 MeV/c2
