    Marine Spatial Planning – Prospects for the Arctic

    Marine Spatial Planning (MSP) is defined as an integrated and comprehensive approach to ocean governance. Planning has the potential to ensure ecosystem and biodiversity conservation and establish rational use of marine space, combining activities relating to extraction industries, maritime transport, fisheries and related services and infrastructure. This article looks at what part transnational and national marine spatial planning can play in the Arctic. There is no international convention on marine spatial planning, and there are no requirements under international law that marine plans, as such, should be prescribed by law. MSP-regulation in different jurisdictions is diversified. It is difficult to claim that the international rights and obligations of a state under UNCLOS, CBD or regional instruments such as OSPAR, need to be fulfilled through the instrument of marine spatial planning. The comprehensive EU approach to marine planning is thus of particular interest. The EU members Denmark, Finland and Sweden do not have coastlines bordering the Arctic. EU has no direct influence over the regulation of marine spatial planning in Arctic marine areas through its relationship to Greenland or Norway, states with a close connection to the EU. The status of marine spatial planning in the European Arctic is thus dependent on the policies of Norway, Greenland and Russia. It is an open question whether spatial planning will be used for preventive and precautionary purposes in the Arctic, before the area is overwhelmed by marine activities and spatial conflicts

    Localizing the Sustainable Development Goals for Marine and Coastal Management in Norway: A Venture Overdue

    Meeting global challenges requires regional and local alignment of institutional and business practices. The purpose of our work is to understand, using qualitative systems analysis, how the Sustainable Development Goals can be achieved through local, cross-sectoral solutions. In this chapter, we start by reviewing the status quo of marine and coastal management in Norway and contrast with the United Nations’ expectations for localization of the Sustainable Development Goals. One key finding is that despite vast knowledge on ocean and coastal use and management, Norway has very few examples of actual localization of the Sustainable Development Goals. We present a case study from Andøy Municipality where we use Social-Ecological Systems mapping to spawn awareness and spur local businesses to harness relevant sustainability targets at the local level.publishedVersio

    Legal pathways towards sustainable blue food systems in the aquaculture sector : Interdisciplinary workshop and roundtable discussion 10 January 2024

    The workshop, organized by Mathilde Morel on January 10th 2024, as a part of her PhD project and preparatory work for her PhD midway presentation, aimed to convene experts within the realm of blue food systems with the overarching objective of exploring viable pathways toward sustainability transitions. The reason for this inquiry stems from the escalating recognition that contemporary food systems are increasingly linked to adverse environmental and socioeconomic repercussions, contributing substantially to approximately 30% of global greenhouse gas emissions. This imperative for change is driven by numerous factors, including the climate crisis, rapid urbanization, evolving dietary preferences, and the expansion of the global population. Consequently, a foundational shift towards food systems characterised by diminished environmental impacts and carbon footprints becomes imperative. Furthermore, aligning with the Agenda 2030, there is an urgent call for expeditious adoption of a more resource-efficient bioeconomy within the world's food systems. Within this context, the integration of sustainable blue food systems, particularly in food producing sectors such as aquaculture, emerges as a critical facet of the solution. Despite the prevailing inclination towards augmenting sea-based food consumption through diverse blue growth strategies, it is crucial to ensure that unsustainable practices inherent in land-based food systems, are not replicated in marine environments. To actualize sustainable blue food systems in the aquaculture sector, the realization of resilient, equitable, and enduring solutions is paramount. The anticipated outcome of this investigative endeavour is rooted in the understanding that the application of legal and regulatory mechanisms can wield substantial influence in the transition process. Such mechanisms are integral to the formulation of comprehensive aquaculture management strategies that strike a judicious balance between safeguarding, rehabilitation, and utilization.
