    "El miércoles 9 de mayo la secretaria general de Medellín, Verónica de Vivero, afirmó que los $ 2467 millones que costará el derribamiento del edificio Bernavento los pagará ""quien haya sido el responsable de los daños"" y eso tendrá que determinarlo un juez. El pronunciamiento se dio 3 días después de que los 48 copropietarios del edificio que presenta fallas estructurales se manifestaran por medio de una petición en internet, que ya suma cerca de 6000 firmas, para que no sean ellos quienes asuman el costo del procedimiento.     El 28 de junio se cumplirá un año desde que el Tribunal Administrativo de Antioquia emitió una sentencia contundente y con tiempos detallados sobre la situación de riesgo en La Picacha. Pero el panorama de la quebrada sigue siendo el mismo, aún no se han reubicado todas las familias ni se ha modificado el canal, y mientras tanto continúan las lluvias.     Gestion des ressources humaines d'un service d'urgence en période épidémique

    In France, the problem of overcrowding in Emergency Departments (ED) is particularly relevant today because of increasing admissions and budget restrictions in health establishments. Formally, overcrowding can be defined as a situation where the demand surpasses the service capacity. Studies that have dealt with ED overcrowding have mostly dealt with issues of patient flow management and resource management.Our work focuses on resource management and more particularly on the impact that human resources have on ED overcrowding. In the first part of the study, we formulate the capacity allocation problem in a generic form. As such, we examine the capacity management problem and derive interesting properties for a general demand distribution and a normal demand distribution. Then, we examine the cyclic shift scheduling problem as it exists in ED. This research allows us to examine different cyclic scheduling strategies and answer the question of whether lack of flexibility in the schedules has an impact on the waiting time of patients. We propose an original stochastic linear formulation for the problem that accounts for the non-stationary work demand. After that we evaluate two scheduling mechanisms to reduce overcrowding in EDs: on-call duties and overtime hours. We study the conditions under which these mechanisms can be beneficial. The on-call duties problem is modeled as a two-stage stochastic optimization problem and the overtime management problem as a Markov decision problem.Cette thèse s'inscrit dans le cadre du projet ANR HOST (Hôpital : Optimisation, Simulation et évitement des Tensions) qui vise à étudier et résoudre le problème de tension aux urgences hospitalières. Le projet cherche premièrement à définir rigoureusement la notion de tension et puis d'utiliser des outils mathématiques pour proposer des solutions qui prennent en compte la complexité du système de santé. Malgré la récurrence des phénomènes de tension, ils sont limités dans le temps et sollicitent par conséquent des solutions à court terme. La difficulté de trouver des solutions efficaces est principalement due à l'incertitude et au dynamisme caractéristique du service des urgences. D'une année à une autre, l'intensité de l'épidémie, et donc le nombre de patients se présentant aux urgences peut varier drastiquement. De plus, pour un même nombre de patients, il est difficile d'estimer correctement la charge de travail qu'il représente. L'objectif de cette thèse est donc de proposer des solutions stratégiques, tactiques et opérationnelles de gestion des ressources en prenant en compte les aléas caractéristiques des urgences. D'un point de vue stratégique nous étudions la distribution optimale de la capacité de travail sur une période épidémique. Ensuite, nous traitons le problème de confection des postes de travail journalier en fonction de la dynamique de la demande. Nous étudions également la possibilité d'affecter des postes d'astreinte aux médecins pendant les périodes épidémiques. Finalement, nous traitons le problème d'affectation des heures supplémentaires aux ressources dans un contexte plus opérationnel

    Climatic Drivers of Potential Hazards in Mediterranean Coasts

    This paper studies climatic drivers (air and water temperature, precipitation rates, river discharge, sea level and storm patterns) in four Mediterranean regions: the Catalan-Valencia Coast (Spain), the Oran (Algeria) and Gabe`s (Tunisia) Gulfs and the western Nile Delta (Egypt). The paper also considers the potential hazards that these drivers can induce. It first analyses climatic trends in the drivers, taking into account the available time series of recorded and simulated meteo-oceanographic data from different sources. Next, it presents the general framework to assess biogeophysical hazards (flooding, erosion, droughts and water quality), followed by a simple and yet robust evaluation of those hazards for the four studied coastal sites. Assuming climate change projections under different scenarios and considering the observed trends in drivers, the resulting erosion rates due to sea-level rise and wave storm effects have been estimated. The Nile and Ebro Deltas, together with the Oran Gulf, are more vulnerable than the Gulfs of Valencia and Gabe`s. Regarding water quality in terms of (a) precipitation and dissolved oxygen in the water column and (b) sea surface temperature, the results show that the most vulnerable zones for the projected conditions (a) are the Gulfs of Oran, Valencia and Gabe`s, while the Nile Delta is the region where the decrease in water quality will be less pronounced. For the projected conditions (b), the most vulnerable zone is the Ebro Delta, while the impact in the other three cases will be smaller and of comparable magnitude. Finally, the overall future impact of these hazards (associated to climatic change) in the four sites is discussed in comparative terms, deriving some conclusions

    Multifunctional sol-gel derived thin film based on nanocrystaline hydroxyapatite powders

    The aim of this work was to prepare bioactive hydroxyapatite coatings by sol-gel method and to study the effect of thermal treatment temperature upon the bioactivity and corrosion protection of these coatings on Ti6Al4V alloy. The application of (DTA/TGA) and (XRD) has provided valuable information about the phase transformation, mass loss, identification of the phases developed, crystallite size and degree of crystallinity. (SEM/EDX) has been applied to study the surface morphology of coated samples before and after immersion in simulated body fluid (SBF) to detect the biomimetic precipitation of the bonelike apatite. The obtained results show that all the prepared samples are ceramic nanocrystalline with crystal structure and composition like hydroxyapatite, with little deviations from that present in the human bone. The bioactivity of the studied samples is found to be closely related to the thermal treatments applied. That is, the bioactivity decreases as the temperature of the thermal treatment increase. Coatings from such prepared hydroxyapatite sol have been accomplished by dip-coating technique on non-toxic Ti6Al4V alloy for biomedical applications. The corrosion behaviour of the resulting hydroxyapatite coatings in a (SBF) has been studied by electrochemical impedance spectroscopy (EIS). The hydroxyapatite coated Ti6Al4V alloy displayed excellent bioactivity when soaked in the (SBF) and acceptable corrosion protection behaviour.This work has been supported by the National Program for Materials, Spanish Ministry of Science and Innovation (Project MAT2006-04486).     Preparation of sol-gel hybrid materials from gamma-methacryloxypropyltrimethoxysilane and tetramethyl orthosilicate: study of the hydrolysis and condensation reactions

    Organic-inorganic hybrid materials suitable for the development of sol&-gel coatings for metallic surfaces were prepared by hydrolysis and condensation of gamma-methacryloxypropyltrimethoxysilane (MAPTMS) and tetramethyl orthosilicate (TMOS). The hydrolysis of MAPTMS/TMOS was carried out in an ethanol/water solution. The prehydrolysis stage of MAPTMS/TMOS system was monitored by Fourier transform infrared spectroscopy (FTIR) and liquid-state 29Si and 13C nuclear magnetic resonance (29Si and 13C NMR). FTIR analysis indicated that the hydrolysis of MAPTMS/TMOS was accomplished as far as the (SiOMe) band corresponding to unhydrolyzed silane disappeared. The concentration of the alkoxy groups and the extent of self-condensation of mono-, di-, and trisubstituted siloxanes (T species) in the sol were estimated by using liquid-state 29Si NMR spectroscopy. The hydrolysis of the prepared sol was also evaluated by liquid-state 13C NMR spectroscopy.     En este trabajo fin de máster, se ha reflejado el proceso de una auditoría sobre los estados financieros de la empresa Alimentos S.L. comenzando con una introducción, seguido de una breve explicación sobre la normativa en la que se apoya un auditor en el momento de realizar la auditoria, se ha reflejado posteriormente la fase de planificación de la auditoría destacando la importancia de esta, en la fase de ejecución se ha realizado un análisis extenso sobre las pruebas de las distintas áreas de trabajo que las componen el activo, pasivo, patrimonio neto e ingresos y gastos. Por último, se canaliza el trabajo en la emisión de un informe con opinión favorable debido a que la empresa ha decidido aceptar los ajustes propuestos y, por lo tanto, los estados financieros de Alimentos S.L. expresan la imagen fiel de la empresa.<br /

    Biocompatibility and corrosion protection behaviour of hydroxyapatite sol-gel-derived coatings on Ti6Al4V alloy

    -2,5-diphenyl tetrazolium bromide (MTT) and Alamar blue cell viability assays were used to study the biocompatibility. Finally, the corrosion behaviour of HAp-coatings/Ti6Al4V system was researched by means of Electrochemical Impedance Spectroscopy (EIS). The obtained results showed that the prepared powders were nanocrystalline HAp with little deviations from that present in the human bone.
