Towards a new full-sky list of radial velocity standard stars
The calibration of the Radial Velocity Spectrometer (RVS) onboard the ESA
Gaia satellite (to be launched in 2012) requires a list of standard stars with
a radial velocity (RV) known with an accuracy of at least 300 m/s. The IAU
Commission 30 lists of RV standard stars are too bright and not dense enough.
We describe the selection criteria due to the RVS constraints for building an
adequate full-sky list of at least 1000 RV standards from catalogues already
published in the literature. A preliminary list of 1420 candidate standard
stars is built and its properties are shown. An important re-observation
programme has been set up in order to ensure within it the selection of objects
with a good stability until the end of the Gaia mission (around 2018). The
present list of candidate standards is available at CDS and usable for many

Modification of Structure and Tribological Properties of the Surface Layer of Metal-Ceramic Composite under Electron Irradiation in the Plasmas of Inert Gases
Metal-ceramic composites are the main materials for high-load parts in tribomechanical systems. Modern approaches to extend the operation life of tribomechanical systems are based on increasing the strength and tribological properties of the surface layer having 100 to 200 microns in depth. The essential improvement of the properties occurs when high dispersed structure is formed in the surface layer using high-energy processing. As a result of the dispersed structure formation the more uniform distribution of elastic stresses takes place under mechanical or thermal action, the energy of stress concentrators emergence significantly increases and the probability of internal defects formation reduces. The promising method to form the dispersed structure in the surface layer is pulse electron irradiation in the plasmas of inert gases combining electron irradiation and ion bombardment in one process. The present work reports upon the effect of pulse electron irradiation in plasmas of different inert gases with different atomic mass and ionization energy on the structure and tribological properties of the surface layer of TiC/(Ni-Cr) metal-ceramic composite with the volume ratio of the component being 50:50. It is experimentally shown that high-dispersed heterophase structure with a fraction of nanosized particles is formed during the irradiation. Electron microscopy study reveals that refining of the initial coarse TiC particles occurs via their dissolution in the molten metal binder followed by the precipitation of secondary fine particles in the interparticle layers of the binder. The depth of modified layer and the fraction of nanosized particles increase when the atomic number of the plasma gas increases and ionization energy decreases. The wear resistance of metal-ceramic composite improves in accordance to the formation of nanocrystalline structure in the surface layer
The catalog of radial velocity standard stars for the Gaia RVS: status and progress of the observations
A new full-sky catalog of Radial Velocity standard stars is being built for
the determination of the Radial Velocity Zero Point of the RVS on board of
Gaia. After a careful selection of 1420 candidates matching well defined
criteria, we are now observing all of them to verify that they are stable
enough over several years to be qualified as reference stars. We present the
status of this long-term observing programme on three spectrographs : SOPHIE,
NARVAL and CORALIE, complemented by the ELODIE and HARPS archives. Because each
instrument has its own zero-point, we observe intensively IAU RV standards and
asteroids to homogenize the radial velocity measurements. We can already
estimate that ~8% of the candidates have to be rejected because of variations

Optical Properties of Radio-selected Narrow Line Seyfert 1 Galaxies
We present results from the analysis of the optical spectra of 47
radio-selected narrow-line Seyfert 1 galaxies (NLS1s). These objects are a
subset of the First Bright Quasar Survey (FBQS) and were initially detected at
20 cm (flux density limit ~1 mJy) in the VLA FIRST Survey. We run Spearman rank
correlation tests on several sets of parameters and conclude that, except for
their radio properties, radio-selected NLS1 galaxies do not exhibit significant
differences from traditional NLS1 galaxies. Our results are also in agreement
with previous studies suggesting that NLS1 galaxies have small black hole
masses that are accreting very close to the Eddington rate. We have found 16
new radio-loud NLS1 galaxies, which increases the number of known radio-loud

Swope Supernova Survey 2017a (SSS17a), the Optical Counterpart to a Gravitational Wave Source
On 2017 August 17, the Laser Interferometer Gravitational-wave Observatory
(LIGO) and the Virgo interferometer detected gravitational waves emanating from
a binary neutron star merger, GW170817. Nearly simultaneously, the Fermi and
INTEGRAL telescopes detected a gamma-ray transient, GRB 170817A. 10.9 hours
after the gravitational wave trigger, we discovered a transient and fading
optical source, Swope Supernova Survey 2017a (SSS17a), coincident with
GW170817. SSS17a is located in NGC 4993, an S0 galaxy at a distance of 40
megaparsecs. The precise location of GW170817 provides an opportunity to probe
the nature of these cataclysmic events by combining electromagnetic and

The Old Host-Galaxy Environment of SSS17a, the First Electromagnetic Counterpart to a Gravitational Wave Source
We present an analysis of the host-galaxy environment of Swope Supernova
Survey 2017a (SSS17a), the discovery of an electromagnetic counterpart to a
gravitational wave source, GW170817. SSS17a occurred 1.9 kpc (in projection;
10.2") from the nucleus of NGC 4993, an S0 galaxy at a distance of 40 Mpc. We
present a Hubble Space Telescope (HST) pre-trigger image of NGC 4993, Magellan
optical spectroscopy of the nucleus of NGC 4993 and the location of SSS17a, and
broad-band UV through IR photometry of NGC 4993. The spectrum and broad-band
spectral-energy distribution indicate that NGC 4993 has a stellar mass of log
(M/M_solar) = 10.49^{+0.08}_{-0.20} and star formation rate of 0.003
M_solar/yr, and the progenitor system of SSS17a likely had an age of >2.8 Gyr.
There is no counterpart at the position of SSS17a in the HST pre-trigger image,
indicating that the progenitor system had an absolute magnitude M_V > -5.8 mag.
We detect dust lanes extending out to almost the position of SSS17a and >100
likely globular clusters associated with NGC 4993. The offset of SSS17a is
similar to many short gamma-ray burst offsets, and its progenitor system was
likely bound to NGC 4993. The environment of SSS17a is consistent with an old
progenitor system such as a binary neutron star system.Comment: ApJL in pres
The Jet of 3C 17 and the Use of Jet Curvature as a Diagnostic of the X-ray Emission Process
We report on the X-ray emission from the radio jet of 3C 17 from Chandra
observations and compare the X-ray emission with radio maps from the VLA
archive and with the optical-IR archival images from the Hubble Space
Telescope. X-ray detections of two knots in the 3C 17 jet are found and both of
these features have optical counterparts. We derive the spectral energy
distribution for the knots in the jet and give source parameters required for
the various X-ray emission models, finding that both IC/CMB and synchrotron are
viable to explain the high energy emission. A curious optical feature (with no
radio or X-ray counterparts) possibly associated with the 3C 17 jet is
described. We also discuss the use of curved jets for the problem of
