У статті охарак- теризовано поняття та зміст компетенції владних суб’єктів землекористування, проведено розмежування повноважень цих суб’єктів, окреслено відмежування від компетенції та повноважень загальних суб’єктів землекористування – органів державної влади та органів місцевого самоврядування як представників земельних інтересів держави у певній адміністративно-територіальній одиниці чи, відповідно, територіальної громади.The article is devoted research of correlation of jurisdiction and plenary powers of different subjects of land-tenure, above all things imperious subjects. A concept and maintenance of jurisdiction of imperious subjects of land-tenure is described in the article, differentiating of plenary powers of these subjects is conducted, difference of jurisdiction and plenary powers of general subjects of land-tenure is conducted – public and organs of local self-government authorities as representatives of the landed interests of the state in certain administrative-territorial unit, how accordingly territorial communities.Статья посвящена исследованию соотношения компетенции и полномочий разных субъектов землепользования, в первую очередь субъектов власти. Interplay of bulk and interface effects in the electric-field driven transition in magnetite

Contact effects in devices incorporating strongly-correlated electronic materials are comparatively unexplored. We have investigated the electrically-driven phase transition in magnetite (100) thin films by four-terminal methods. In the lateral configuration, the channel length is less than 2 $\mu$m, and voltage-probe wires $\sim$100 nm in width are directly patterned within the channel. Multilead measurements quantitatively separate the contributions of each electrode interface and the magnetite channel. We demonstrate that on the onset of the transition contact resistances at both source and drain electrodes and the resistance of magnetite channel decrease abruptly. Temperature dependent electrical measurements below the Verwey temperature indicate thermally activated transport over the charge gap. The behavior of the magnetite system at a transition point is consistent with a theoretically predicted transition mechanism of charge gap closure by electric field.Comment: 6 pages, 5 figures, to appear in PR

Nanogaps with very large aspect ratios for electrical measurements

For nanoscale electrical characterization and device fabrication it is often desirable to fabricate planar metal electrodes separated by large aspect ratio gaps with interelectrode distances well below 100 nm. We demonstrate a self-aligned process to accomplish this goal using a thin Cr film as a sacrificial etch layer. The resulting gaps can be as small as 10 nm and have aspect ratios exceeding 1000, with excellent interelectrode isolation. Such Ti/Au electrodes are demonstrated on Si substrates and are used to examine a voltage-driven transition in magnetite nanostructures. This shows the utility of this fabrication approach even with relatively reactive substrates.Comment: 4 pages, 4 figure

The experience of organizing the activity of foreign countries police in the aspect of determining the guarantees of professional activity has been analyzed and summarized. It has been noted that the police is an important state institution that ensures public order and legitimacy, without which it is impossible to make any social changes, and performs other important tasks stipulated by the law. It has been determined that there is a need to improve the national system of guarantees of professional activity of police officers in today’s conditions of rapid development of integration processes in the world and significant convergence of countries in various spheres of social life, which will enable Internal Affairs Agencies of Ukraine to bring international and European standards closer. It has been stressed that the gradual transition of the activities of the National Police of Ukraine to the European standards requires the definition of the basic guarantees of professional activity of police officers in the context of reforming law enforcement agencies in accordance with the requirements of the present day in order to ensure the protection of human rights and freedoms, the fight against crime, maintenance of public safety and order.Проаналізовано та узагальнено досвід організації діяльності поліції зарубіжних країн в аспекті визначення гарантій професійної діяльності. Визначено, що в сучасних умовах швидкого розвитку інтеграційних процесів у світі та значного зближення країн у різних сферах суспільного життя виникає потреба в удосконаленні вітчизняної системи гарантій професійної діяльності поліцейських, що дасть змогу наблизити органи внутрішніх справ України до міжнародних та європейських стандартів
