Law Studies for the Circular Economy
The circular economy requests a feedback flow of “resource-production-reborn resource” for the economic activity, and it sparkplugs decrease, reuse and recycle. Our country should use experiences of the western country for reference, ensure development of circular economy by legislation, and accelerate the pullulating of circular economy and sustainable development of economy by perfecting the three-simultaneity system, budget and statistics system, financial subsidy system, government procurement system, taxation regulation system, producer responsibility system, and clean production system etc. Keywords: circular economy, the principle of 3R, clean production, circular-economy law Résumé L’économie cyclique demande une procédure rétroactive comprenant « ressources-produits-ressources renouvelées » pour organiser l’activité économique, préconise la réduction, le remploi et le recyclage. Mitochondria-Localized Glutamic Acid-Rich Protein (MGARP) Gene Transcription Is Regulated by Sp1
Background: Mitochondria-localized glutamic acid-rich protein (MGARP) is a novel mitochondrial transmembrane protein expressed mainly in steroidogenic tissues and in the visual system. Previous studies showed that MGARP functions in hormone biosynthesis and its expression is modulated by the HPG axis. Methodology/principal findings: By bioinformatics, we identified two characteristic GC-rich motifs that are located proximal to the transcription start site (TSS) of MGARP, and each contains two Specificity protein 1 (Sp1) binding elements. We then determined that the −3 kb proximal MGARP promoter is activated in a Sp1-dependent manner using reporter assays and knockdown of Sp1 led to decreased expression of endogenous MGARP messages. We also demonstrated that one of the two GC-rich motifs, GC-Box1, harbors prominent promoter activity mediated by Sp1, and that it requires both GC boxes for full transcriptional activation. These findings suggest a dominant role for these GC boxes and Sp1 in activating the MGARP promoter through a synergistic mechanism. Consistently, the results of an Electrophoretic Mobility Gel Shift Assay (EMSA) and Chromatin Immunoprecipitation (ChIP) confirmed that Sp1 specifically interacts with the GC-rich region. We further found that estrogen receptor α (ERα), a known Sp1 co-activator, could potentiate GC-boxes containing MGARP promoter activity and this effect is mediated by Sp1. Knockdown of Sp1 significantly diminished the MGARP promoter transactivation and the expression of endogenous MGARP mediated by both Sp1 and ERα. Conclusions/significance: The present study identified a proximal core sequence in the MGARP promoter that is composed of two enriched Sp1 binding motifs and established Sp1 as one major MGARP transactivator whose functions are synergistic with ERα, providing a novel understanding of the mechanisms of MGARP gene transcriptional regulation
Transcription Expression and Clinical Significance of Dishevelled-3 mRNA and δ-Catenin mRNA in Pleural Effusions from Patients with Lung Cancer
Objective. To evaluate diagnostic utility of Dishevelled-3 (DVL-3) mRNA and δ-catenin mRNA expression in pleural effusions of patients with lung cancer. Methods. DVL-3 mRNA and δ-catenin mRNA levels were assessed by performing RT-PCR on pleural effusion specimens from patients with lung cancer (n = 75) and with lung benign disease (n = 51). Results. The expressions of DVL-3 mRNA and δ-catenin mRNA were significantly higher in malignant than in benign lung disease (P < 0.01) and were obviously higher than cytology in adenocarcinoma (P < 0.01). In single use, DVL-3 mRNA had the highest specificity (94.1%) and PPV (95.7%), whereas δ-catenin mRNA had the highest sensitivity (92.0%) and NPV (88.5%). When combinations of markers were evaluated together, DVL-3 mRNA and δ-catenin mRNA gave a high-diagnostic performance: sensitivity of 100.0%, NPV of 100.0%, and accuracy of 96.0%, respectively. Conclusion. As molecular markers of detecting pleural micrometastasis, DVL-3 mRNA and δ-catenin mRNA are helpful to diagnose the cancer cells in pleural effusions of patients with lung cancer
ManagerTower: Aggregating the Insights of Uni-Modal Experts for Vision-Language Representation Learning
Two-Tower Vision-Language (VL) models have shown promising improvements on
various downstream VL tasks. Although the most advanced work improves
performance by building bridges between encoders, it suffers from ineffective
layer-by-layer utilization of uni-modal representations and cannot flexibly
exploit different levels of uni-modal semantic knowledge. In this work, we
propose ManagerTower, a novel VL model architecture that gathers and combines
the insights of pre-trained uni-modal experts at different levels. The managers
introduced in each cross-modal layer can adaptively aggregate uni-modal
semantic knowledge to facilitate more comprehensive cross-modal alignment and
fusion. ManagerTower outperforms previous strong baselines both with and
without Vision-Language Pre-training (VLP). With only 4M VLP data, ManagerTower
achieves superior performances on various downstream VL tasks, especially
79.15% accuracy on VQAv2 Test-Std, 86.56% IR@1 and 95.64% TR@1 on Flickr30K.
