    Early Childhood Education (ECD) Program is one of the educational service programs to educate the people and make them healthy physically and mentally. This is in accordance with the mandate of the 1945 Constitution which states that all citizens of the Republic of Indonesia have the rights to gain educational opportunities and accesses that are equal, full of quality, relevant, and competitive according to their interests, talents, and abilities regardless of social statuses, ethnicities, and genders in all corners of the country. Based on that, the problems to be studied were how the implementation of the ECD Program Policy at Central Sulawesi Department of Education and Culture and what factors influencing the implementation of that policy in the region of Central Sulawesi Province. The purposes of this study were to determine and analyze the process and the factors influencing the process. The uses of this study were both academical (theoretical) and practical uses.The research method used was qualitative. Data collection techniques were observation, interview, and literature research. The results showed that the implementation of the ECD Program Policy at Central Sulawesi Department of Education and Culture and some of ECD institutions was influenced by four aspects, namely communication, resources, disposition, and bureaucratic structure. The implementation of the ECD Program at Central Sulawesi Department of Education and Culture involving ECD institutions in the region of Central Sulawesi Province had not been running maximally. The communication aspect: Coordination among the implementors of the ECD Program had not been running properly and optimally, resulting in miscommunications that caused the implementation not running optimally as expected. The resources aspect was also less effective, either in terms of human resources, facilities, infrastructures, or financial resources (budget)

    The Paradox of the Fight Against Child Labor in Cote D’Ivoire: the Phenomenon of “Microbes”

    Despite the Ivorian government's efforts to combat trafficking, exploitation and child labor, another kind of child labor is expanding in Ivorian capital. These are groups of young and very young delinquent children who have been terrorists in the popular quarts of Abidjan since the day after the post-election crisis of April 2011. With knives and sometimes guns, they attack anyone. Protected by former rebels according to some sources or by the strongmen of the road stations, they engage as much in the traffic of drugs as in the racket of the drivers of collective taxis (Gbaka). The reaction of the authorities is slow to bear fruit and the inhabitants of the neighborhoods are organizing to do justice themselves. Keywords: Paradox, fight, child labor, Cote d’Ivoire, microbes.     The Impact of Innovations in the Fight Against Trafficking, Exploitation and Child Labor in Cote D'Ivoire

    For the last 20 years, in Cote d'Ivoire, the fight against child labor has become a public and political objective that mobilizes a diversity of actors, and which also gives rise to many controversies. The objective of this study is to demonstrate the impact of innovations in the fight against child labor in Côte d'Ivoire. Thus, on the basis of Child labor in Cote d’Ivoire from the 2008 Survey of Household Living Standard and the 2012-2014 National Action Plan dedicated to combating trafficking, exploitation and child labor, this study highlighted innovations at the institutional, regulatory and legislative levels and finally, the balance sheet of the actions led by the new committee set up. The results of our study showed a marked improvement in the fight in the cocoa industry. However, the impact of the new mechanisms on child labor in its entirety has not been established.     The Role of Self-Reinforcing Mechanisms in Organizational Adaptation: Evidence from German Utilities

    This dissertation enhances existing understanding of the role of self-reinforcing mechanisms as driving forces of organizational path dependence and thus limiting factors for organizational adaptation. In this way, the dissertation sheds light on the underlying dynamics of scale, complementary, learning, coordination, and expectation effects that keep organizations on a once entered development path. To investigate the specific development of six German utility companies between the liberalization of the German energy market in 1999, and 2015, this dissertation applies a multiple-case study approach to empirically uncover the self-reinforcing mechanisms’ modes of action in replicating existing activity patterns and thus shaping firms’ development paths. Thereby, this dissertation contributes to the understanding of self-reinforcing mechanisms in three respects. First, it advances understanding of the underlying dynamics of self-reinforcing mechanisms by adding new dimensions to conceptions of learning, coordination, and expectation effects and providing in-depth explanations for their stabilizing effects. Second, this dissertation enhances a differentiated view on self-reinforcing mechanisms while offering empirical evidence that these effects not only have a limiting influence but might also facilitate organizational adaptation in certain contextual settings. Third, this dissertation contributes to an understanding of the role of managerial agency while empirically substantiating that agency matters, even in a state of path dependence. Accordingly, this dissertation proposes a reconceptualization of the classic theory of organizational path dependence in a less deterministic manner, placing greater emphasis on the role and influence of corporate actors in breaking existing paths. Indeed, this dissertation strongly suggests that the driving forces of path dependence should be understood as temporal influencing factors on firms’ strategic initiatives that appear to have either a widening or a limiting effect on the scope of alternatives, and which can consciously be overcome. Besides its contributions to theory, this dissertation provides concrete practical guidance for managers to increase their awareness and to counteract those stabilizing influencing factors in the context of strategic decision making

    Genre et Addiction au Smartphone chez les Adolescents en Côte d’Ivoire

    L'objet de la prĂ©sente Ă©tude est d'analyser la frĂ©quence d'utilisation et la prĂ©valence de l'addiction au smartphone en les associant au genre chez les adolescents en CĂ´te d'Ivoire. L'Ă©tude a Ă©tĂ© rĂ©alisĂ©e auprès de 373 adolescents (garçons et filles) âgĂ©s de 12 Ă  19 ans, frĂ©quentant le collège privĂ© Merajea de Yopougon. Au moyen d'un questionnaire adaptĂ© Ă  la version abrĂ©gĂ©e de l'Ă©chelle SAS (SAS-SV), ils ont Ă©tĂ© interrogĂ©s suite Ă  une sĂ©lection par convenance et une participation volontaire. La version 20 du logiciel SPSS a Ă©tĂ© utilisĂ©e comme outil de traitement des donnĂ©es recueillies, prĂ©sentĂ©es Ă  travers des tableaux statistiques. Les rĂ©sultats traitent initialement de l'identification des Ă©lèves possĂ©dant un smartphone en fonction du niveau d’étude et du sexe, puis examinent la frĂ©quence d'utilisation du smartphone selon le sexe, et enfin Ă©valuent le degrĂ© d'addiction en fonction du genre. En prenant en considĂ©ration ces rĂ©sultats, il apparaĂ®t que le genre se rĂ©vèle ĂŞtre un indicateur significatif dans le contexte de l'addiction au smartphone.   The purpose of this study is to analyze the frequency of smartphone use and the prevalence of smartphone addiction, associating them with gender among adolescents in CĂ´te d'Ivoire. The study was conducted with 373 adolescents (both boys and girls) aged 12 to 19, attending the private Merajea College. Using a questionnaire adapted to the shortened version of the SAS scale (SAS-SV), the participants were surveyed following a convenience sampling and voluntary participation. SPSS software (20 Version) was employed as a tool for processing the collected data, presented through statistical tables. The results initially focus on identifying students with smartphones based on the level of study and gender, then examine the frequency of smartphone use by gender, and finally assess the degree of addiction based on gender. Considering these findings, it becomes evident that gender proves to be a significant indicator in the context of smartphone addiction

A l’aide d’un questionnaire adaptĂ© Ă  la version courte de l’échelle SAS (SAS-SV), cet Ă©chantillon de 373 enquĂŞtĂ©s ont Ă©tĂ© interrogĂ©s après une sĂ©lection par convenance et une participation volontaire. Le logiciel SPSS a servi d’outil de traitement de donnĂ©es recueillies. Les rĂ©sultats portent d’abord sur l’identitĂ© des Ă©lèves disposant d’un smartphone selon le niveau et le sexe, ensuite la quantitĂ© du temps d’utilisation du smartphone selon le sexe et enfin, le degrĂ© d’addiction selon le genre. En tenant compte de ces rĂ©sultats, le genre se rĂ©vèle comme un indicateur très important dans l’addiction au smartphone.   The objective of this study is to study the frequency of use and the prevalence of smartphone addiction by associating it with gender in the Ivorian environment. Using a questionnaire adapted to the short version of the SAS (SAS-SV), this sample of 373 respondents were interviewed after selection by convenience and voluntary participation. SPSS software was used as a data processing tool. The results focus first on the identity  of pupils with a smartphone according to level and gender, then the amount of time spent using the smartphone according to gender en finally, the degree of addiction according to gender. Talking these results into account, gender turns out to be a very important indicator in smartphone addiction
