Old Wine in New Bottles? An Overview of Two Centuries of Free Trade between the United States and Canada

On February 5, 2003 the Maine International Trade Center and University of Maine Canadian American Center co-sponsored a day-long forum on the challenges and opportunities of free trade between Canada and the United States. Keweenaw National Historical Park: Heritage Partnerships in an Industrial Landscape

This dissertation examines the genesis and development of Keweenaw National Historical Park in Michigan\u27s Upper Peninsula. After the decline of a once-thriving copper mining industry, local residents pursued the creation of a national park as a way to encourage economic development, revitalize their community, and preserve their historic resources. Although they were ultimately successful in creating a national park, the park that was established was not the park that they envisioned. Over the next twenty years, the National Park Service, the park\u27s federal Advisory Commission, and the communities on the Keweenaw Peninsula struggled to align unrealistic expectations with the actual capabilities and limitations of the park. The first chapter of this dissertation includes a short history of the decline of the copper industry in and around the village of Calumet, Michigan. This chapter also includes a discussion about the techniques and challenges of preserving and interpreting industrial heritage. Chapters 2 and 3 cover the events from the initial park proposal, to the expansion of the original idea, to the establishment of the park. Chapter 4 includes an examination of the enabling legislation and a discussion about the opportunities and challenges it provided. Chapters 5 through 8 cover the tenure of each of the four NPS superintendents as they navigated the complexities presented by a park model that was part partnership park and part traditional national park. Chapter 9 includes some key lessons, an assessment of the park\u27s success, and some considerations for the future. In particular, Chapter 9 argues for an increased focus on the partnership aspects of the park, a reduction in the perceived scope of responsibilities, and a renewed effort to rally the existing partners in pursuing additional philanthropic support for the overall park

The ambivalent shadow of the pre-Wilsonian rise of international law

The generation of American international lawyers who founded the American Society of International Law in 1906 and nurtured the soil for what has been retrospectively called a “moralistic legalistic approach to international relations” remains little studied. A survey of the rise of international legal literature in the U.S. from the mid-19th century to the eve of the Great War serves as a backdrop to the examination of the boosting effect on international law of the Spanish American War in 1898. An examination of the Insular Cases before the US Supreme Court is then accompanied by the analysis of a number of influential factors behind the pre-war rise of international law in the U.S. The work concludes with an examination of the rise of natural law doctrines in international law during the interwar period and the critiques addressed.by the realist founders of the field of “international relations” to the “moralistic legalistic approach to international relation

Preliminary analysis of LDEF instrument A0187-1: Chemistry of Micrometeoroids Experiment

The Chemistry of Micrometeoroids Experiment (CME) exposed approximately 0.8 sq. m of gold on the Long Duration Exposure Facility's (LDEF's) trailing edge (location A03) and approximately 1.1 sq. m of aluminum in the forward-facing A11 location. The most significant results to date relate to the discovery of unmelted pyroxene and olivine fragments associated with natural cosmic dust impacts. The latter are sufficiently large for detailed phase studies, and they serve to demonstrate that recovery of unmelted dust fragments is a realistic prospect for further dust experiments that will employ more advanced collector media. We also discovered that man-made debris impacts occur on the LDEF's trailing edge with substantially higher frequency than expected, suggesting that orbital debris in highly elliptical orbits may have been somewhat underestimated

Siderophile element fractionation in meteor crater impact glasses and metallic spherules

Meteor Crater, Arizona provides an opportunity to study, in detail, elemental fractionation processes occurring during impacts through the study of target rocks, meteorite projectile and several types of impact products. We have performed EMPA and INAA on target rocks, two types of impact glass and metallic spherules from Meteor Crater. Using literature data for the well studied Canyon Diablo iron we can show that different siderophite element fractionations affected the impact glasses than affected the metallic spherules. The impact glasses primarily lost Au, while the metallic spherules lost Fe relative to other siderophile elements
