    Towards a theory of conceptual design for software

    Concepts are the building blocks of software systems. They are not just subjective mental constructs, but are objective features of a system's design: increments of functionality that were consciously introduced by a designer to serve particular purposes. This essay argues for viewing the design of software in terms of concepts, with their invention (or adoption) and refinement as the central activity of software design. A family of products can be characterized by arranging concepts in a dependence graph from which coherent concept subsets can be extracted. Just as bugs can be found in the code of a function prior to testing by reviewing the programmer's argument for its correctness, so flaws can be found in a software design by reviewing an argument by the designer. This argument consists of providing, for each concept, a single compelling purpose, and demonstrating how the concept fulfills the purpose with an archetypal scenario called an 'operational principle'. Some simple conditions (primarily in the relationship between concepts and their purposes) can then be applied to reveal flaws in the conceptual design.SUTD-MIT International Design Centre (IDC

    End of organised atheism. The genealogy of the law on freedom of conscience and its conceptual effects in Russia

    In the current climate of the perceived alliance between the Russian Orthodox Church and the state, atheist activists in Moscow share a sense of juridical marginality that they seek to mitigate through claims to equal rights between believers and atheists under the Russian law on freedom of conscience. In their demands for their constitutional rights, including the right to political critique, atheist activists come across as figures of dissent at risk of the state's persecution. Their experiences constitute a remarkable (and unexamined in anthropology) reversal of political and ideological primacy of state-sponsored atheism during the Soviet days. To illuminate the legal context of the atheists’ current predicament, the article traces an alternative genealogy of the Russian law on freedom of conscience from the inception of the Soviet state through the law's post-Soviet reforms. The article shows that the legal reforms have paved the way for practical changes to the privileged legal status of organized atheism and brought about implicit conceptual effects that sideline the Soviet meaning of freedom of conscience as freedom from religion and obscure historical references to conscience as an atheist tenet of Soviet ethics

    Bovine Tuberculosis Policy in England: Would a Virtuous Government Cull Mr Badger?

    Bovine tuberculosis (bovine TB) is the most important animal health and welfare policy issue in Britain. Badgers are a wildlife reservoir of disease, although the eight-year Independent Scientific Group (ISG) Randomised Badger Culling Trial concluded with a recommendation against culling. The report advised government that bovine TB could be controlled, and ultimately eradicated, by cattle-based measures alone. Despite the ISG recommendation against culling, the farming and veterinary industries continued to lobby government for a badger cull. The 2005–2010 Labour government followed the ISG advice and decided against a cull. The 2010–2015 Coalition and the 2015-present Conservative governments have followed a badger culling policy. This paper investigates whether a virtuous government would cull badgers. It provides an overview of virtue theory in the context of government animal health and welfare policy. Bovine TB and badger control policy options are then analysed in the context of the virtues of justice, wisdom, integrity, loyalty, curiosity, trust, empathy, compassion and aesthetics. Justice is the first virtue of government, and badger culling is seriously problematic from a virtue perspective given that five badgers are culled per cow that avoids slaughter as a result. Analysis based on other virtues strongly suggests that government should not cull badgers. The paper concludes that a virtuous government would not cull badgers as part of policy to control bovine TB in cattle

    Scoping workshop 3 on next generation of mixed fisheries advice (WKMIXFISH3)

    WKMIXFISH are a series of workshops bringing together scientists, advice recipients, and stakeholders to identify future research and advisory priorities for mixed fisheries science. The third scoping workshop on the next generation of mixed fisheries advice (WKMIXFISH3) met to review changes to mixed fisheries considerations and progress on method development since the last workshop in March 2023. The workshop focused on three areas of development. First, it reviewed changes and clarifications to mixed fisheries considerations that were incorporated to improve communication around the purpose of and assumptions in the advice. Second, it reviewed the substantial methodological development that has been undertaken by WGMIXFISH-METHODS and EU and UK research projects. The focus of this work was to address an EU/UK joint request to ICES on mixed fisheries science. Third, it discussed the outcome of a workshop on fleet and métier definitions (WKMIXFLEET) that took place the preceding two days. Methodological developments included evaluation of uncertainty in mixed fisheries models, analyses of sensitivity to model assumptions, including fleet and métier structure, and creating new ways to explore mixed fisheries data. It was noted that these, in combination with new tools, guidance, and visualizations, helped to provide greater understanding of the models and advice. While these endeavours are ongoing, there was general support for continued development; in particular, the deployment of a mixed fisheries online app to provide end-users and stakeholders with the ability to interact with the multifaceted outputs from mixed fisheries models. Support for, and engagement with, developments on using the Regional Database Estimation System (RDBES) data to make improvements to fleet and métier definitions was also highlighted. Next steps identified were for WGMIXFISH-ADVICE and WGMIXFISH-METHODS to use the valuable feedback obtained to continue to develop the tools, and implement and receive feedback on them as part of an iterative process. It was noted that further research and dedicated time for scientists was necessary to support the ongoing improvements to mixed fisheries advice and data products, and that this should be a priority.info:eu-repo/semantics/publishedVersio
