    Inequality and Well-Being

    This chapter investigates a neglected area in the study of human development relating differences in human development between social groups in a country. Failure to take account of such inter-group inequalities might lead one to exaggerate a country’s developmental achievements. Conversely, one would get a more accurate picture of a country’s achievements with respect to human development only after one had taken cognisance of the fact that the fruits of development were unequally distributed between its various communities. There is a further issue. Not only are developmental fruits unequally distributed between groups, but these fruits may be unequally distributed within the groups. This chapter uses the methodology of “equity adjusted achievement” to compute human development indices and “extended” human development indices for a number of social groups in India

    Who do ICDS and PDS Exclude and What Can be Done to Change This?

    This article looks at the specifics of who the Integrated Child Development Services (ICDS) and the Public Distribution System (PDS) exclude and what can be done to change this. It discusses three different types of exclusion: official exclusion, typically from committing too few resources; implementation flaws; and flawed policy. The article argues that persistence with a poverty cutoff simply perpetuates exclusion. However, the progressive impact of improved judiciability of exclusion due to implementation flaws while making a case for tightening the system cannot be overstated. The article suggests three ways forward: (1) make rights desirable to encourage people to make claims and make ICDS and PDS more universal; (2) ensure that potential innovations such as biometrics, coupons and cash transfers empower the poor, not just the bureaucrats; and (3) empower citizens to fix the ICDS and PDS which will in turn help fix the overall food system

    Low birth weight in offspring of women with depressive and anxiety symptoms during pregnancy: results from a population based study in Bangladesh

    <p>Abstract</p> <p>Background</p> <p>There is a high prevalence of antepartum depression and low birth weight (LBW) in Bangladesh. In high- and low-income countries, prior evidence linking maternal depressive and anxiety symptoms with infant LBW is conflicting. There is no research on the association between maternal mental disorders and LBW in Bangladesh. This study aims to investigate the independent effect of maternal antepartum depressive and anxiety symptoms on infant LBW among women in a rural district of Bangladesh.</p> <p>Methods</p> <p>A population-based sample of 720 pregnant women from two rural subdistricts was assessed for symptoms of antepartum depression, using the Edinburgh Postpartum Depression Scale (EPDS), and antepartum anxiety, using the State Trait Anxiety Inventory (STAI), and followed for 6-8 months postpartum. Infant birth weight of 583 (81%) singleton live babies born at term (≥37 weeks of pregnancy) was measured within 48 hours of delivery. Baseline data provided socioeconomic, anthropometric, reproductive, obstetric, and social support information. Trained female interviewers carried out structured interviews. Chi-square, Fisher's exact, and independent-sample <it>t </it>tests were done as descriptive statistics, and a multiple logistic regression model was used to identify predictors of LBW.</p> <p>Results</p> <p>After adjusting for potential confounders, depressive (OR = 2.24; 95% CI 1.37-3.68) and anxiety (OR = 2.08; 95% CI 1.30-3.25) symptoms were significantly associated with LBW (≤2.5 kg). Poverty, maternal malnutrition, and support during pregnancy were also associated with LBW.</p> <p>Conclusions</p> <p>This study provides evidence that maternal depressive and anxiety symptoms during pregnancy predict the LBW of newborns and replicates results found in other South Asian countries. Policies aimed at the detection and effective management of depressive and anxiety symptoms during pregnancy may reduce the burden on mothers and also act as an important measure in the prevention of LBW among offspring in Bangladesh.</p

    Empowerment through ICT education, access and use: A gender analysis of Muslim youth in India

    Information and communication technologies (ICTs) developing countries can bridge socio-economic divides and empower the marginalised, including women and minority groups. This paper considers four dimensions of empowerment-psychological, social, educational and economic-and assesses benefits to each following computer education and usage of computer and Internet technology. Data were collected from 155 young Muslim women and men studying in three computer training centres in Mumbai, and a gender-based comparison was conducted. Figures for computer ownership and home Internet connection were low for the entire sample, and the training centres and cybercafes were important points of access for females and males, respectively. In terms of perceived empowerment, young women reported higher gains than men from computer learning when combined with ICT use. Thus, despite the existence of a gender-based digital divide, when bridged, ICTs showed potential as an equalising force between the genders. In light of the above, policy measures to widen access and provide subsidised training are suggested. Copyright © 2010 John Wiley & Sons, Ltd.
