    The Buenos Aires water concession

    The signing of a concession contract for the Buenos Aires water and sanitation system in December 1992, attracted worldwide attention, and caused considerable controversy in Argentina. It was one of the world's largest concessions, but the case was also interesting for other reasons. The concession was implemented rapidly, in contrast with slow implementation of privatization in Santiago, for example. And reform generated major improvements in the sector, including wider coverage, better service, more efficient company operations, and reduced waste. Moreover, the winning bid brought an immediate 26.9 percent reduction in water system tariffs. Consumers benefited from the system's expansion and from the immediate drop in real prices, which was only partly reversed by subsequent changes in tariffs, and access charges. And these improvements would probably not have occurred under public administration of the system. Still, the authors show information asymmetries, perverse incentives, and weak regulatory institutions could threaten the concession's sustainability. Opportunities for the company to act opportunistically - and the regulator, arbitrarily - exist, because of politicized regulation, a poor information base, serious flaws in the concession contract, a lumpy and ad hoc tariff system, and a general lack of transparency in the regulatory process. Because of these circumstances, public confidence in the process has eroded.     Preferred levels for background ducking to produce esthetically pleasing audio for TV with clear speech

    In audio production, background ducking facilitates speech intelligibility while allowing the background to fulfill its purpose, e.g., to create ambience, set the mood, or convey semantic cues. Technical details for recommended ducking practices are not currently documented in the literature. Hence, we first analyzed common practices found in TV documentaries. Second, a listening test investigated the preferences of 22 normal-hearing participants on the Loud- ness Difference (LD) between commentary and background during ducking. Highly personal preferences were observed, highlighting the importance of object-based personalization. Sta- tistically significant difference was found between non-expert and expert listeners. On average, non-experts preferred LDs that were 4 LU higher than the ones preferred by experts. A sta- tistically significant difference was also found between Commentary over Music (CoM) and Commentary over Ambience (CoA). Based on the test results, we recommend at least 10 LU difference for CoM and at least 15 LU for CoA. Moreover, a computational method based on the Binaural Distortion-Weighted Glimpse Proportion (BiDWGP) was found to match the median preferred LD for each item with good accuracy (mean absolute error = 1.97 LU ± 2.50)

    Therapists-in-Training Who Experience a Client Suicide: Implications for Supervision

    Client suicide is often an extraordinarily painful process for clinicians, especially those still in training. Given their training status, supervisees may look to their graduate programs and supervisors for guidance and support when such an event occurs. This study qualitatively examined the experiences of 13 prelicensure doctoral supervisees regarding their client\u27s suicide. Findings suggest that these supervisees received minimal graduate training about suicide and that support from others, including supervisors, helped them cope with their client\u27s death. Supervisors are advised to normalize and process supervisees\u27 experiences of client suicide. Implications for training and practice are discussed

    Many Indonesian people built a traditional house based on beliefs of their ancestors for generations, without knowing the scientific reason. Meanwhile, indirectly, ancestors already thinking about housing that adapts the environmental conditions such as in Nias Island. Nias is an island that has two different forms of traditional houses which are affected by the differences geographic, highland and lowland. Geographic factors and beliefs not only affect the shape of the house but also the structure of the house. Located on the earthquake fault lines, Nias traditional houses was designed to withstand earthquakes that often befall. A study using description and analysis methods about design and structure which used in traditional houses in Nias Island, would develop a good sense of the idea to apply these materials on modern building to preserve the culture of Indonesia

    The Experiences and Perceptions of Practicing Special Education Teachers During the COVID-19 Pandemic

    This study examined special education teachers’ perceptions and experiences as they transitioned to distance learning during the COVID-19 pandemic. Although there has been much research on preparing teachers to be effective in online environments, there is limited research on the teaching and learning dynamics when teachers are thrust into distance learning without training and preparation (Kormos, 2018; Moore-Adams et al. 2016; Unruh et al. 2016; Vasquez & Serianni, 2012). As described by Steele (1973), environments are affected by six functions: security and shelter, social contact, symbolic identification, task instrumentality, pleasure, and growth. In a classroom setting, these functions work together to promote a learning environment conducive to transformative experiences. Participants in the study, five special education teachers, wrote three to five journal entries over a six-week period, with a focus on sharing their experiences. These journals were collected and analyzed via a phenomenological method. Textural and structural themes were uncovered, and as was the essence of the teachers’ experiences. Findings demonstrated specific factors that promoted resiliency in teaching during a pandemic – special education teachers sought connections and relationships, they established routines, and looked to administration, peers and families for guidance and support

    The transmission of nosocomial pathogens in an intensive care unit: a space–time clustering and structural equation modelling approach

    We investigated the incidence of cases of nosocomial pathogens and risk factors in an intensive treatment unit ward to determine if the number of cases is dependent on location of patients and the colonization/infection history of the ward. A clustering approach method was developed to investigate the patterns of spread of cases through time for five microorganisms [methicillin-resistant Staphylococcus aureus (MRSA), Acinetobacter spp., Klebsiella spp., Candida spp., and Pseudomonas aeruginosa] using hospital microbiological monitoring data and ward records of patient-bed use. Cases of colonization/infection by MRSA, Candida and Pseudomonas were clustered in beds and through time while cases of Klebsiella and Acinetobacter were not. We used structural equation modelling to analyse interacting risk factors and the potential pathways of transmission in the ward. Prior nurse contact with colonized/infected patients, mediated by the number of patient-bed movements, were important predictors for all cases, except for those of Pseudomonas. General health and invasive surgery were significant predictors of cases of Candida and Klebsiella. We suggest that isolation and bed movement as a strategy to manage MRSA infections is likely to impact upon the incidence of cases of other opportunist pathogen

    Protein kinase C-dependent signaling controls the midgut epithelial barrier to malaria parasite infection in anopheline mosquitoes.

    Anopheline mosquitoes are the primary vectors of parasites in the genus Plasmodium, the causative agents of malaria. Malaria parasites undergo a series of complex transformations upon ingestion by the mosquito host. During this process, the physical barrier of the midgut epithelium, along with innate immune defenses, functionally restrict parasite development. Although these defenses have been studied for some time, the regulatory factors that control them are poorly understood. The protein kinase C (PKC) gene family consists of serine/threonine kinases that serve as central signaling molecules and regulators of a broad spectrum of cellular processes including epithelial barrier function and immunity. Indeed, PKCs are highly conserved, ranging from 7 isoforms in Drosophila to 16 isoforms in mammals, yet none have been identified in mosquitoes. Despite conservation of the PKC gene family and their potential as targets for transmission-blocking strategies for malaria, no direct connections between PKCs, the mosquito immune response or epithelial barrier integrity are known. Here, we identify and characterize six PKC gene family members--PKCδ, PKCε, PKCζ, PKD, PKN, and an indeterminate conventional PKC--in Anopheles gambiae and Anopheles stephensi. Sequence and phylogenetic analyses of the anopheline PKCs support most subfamily assignments. All six PKCs are expressed in the midgut epithelia of A. gambiae and A. stephensi post-blood feeding, indicating availability for signaling in a tissue that is critical for malaria parasite development. Although inhibition of PKC enzymatic activity decreased NF-κB-regulated anti-microbial peptide expression in mosquito cells in vitro, PKC inhibition had no effect on expression of a panel of immune genes in the midgut epithelium in vivo. PKC inhibition did, however, significantly increase midgut barrier integrity and decrease development of P. falciparum oocysts in A. stephensi, suggesting that PKC-dependent signaling is a negative regulator of epithelial barrier function and a potential new target for transmission-blocking strategies

    We apply the algebraic Bethe ansatz technique to the nuclear pairing problem with orbit dependent coupling constants and degenerate single particle energy levels. We find the exact energies and eigenstates. We show that for a given shell, there are degeneracies between the states corresponding to less and more than half full shell.
