Technology roadmapping in security and defence foresight
Purpose:
This paper aims to provide an analysis of Spanish Defence National Foresight Exercise.
Design/methodology/approach:
The analysis is based on a content analysis of public domain Spanish Defence National Foresight Exercise, and a study directed to analyse the impact on defence technological and industrial base.
Findings:
Foresight studies on the defence and security environment uses hybrid methodologies, but rarely involve all the stakeholders, and specially the citizens. The authors place a particular emphasis on the impact of these defence and security foresight studies, and following policies to increase the competitiveness and advanced technologies in the future. The analysis of the Spanish contractors allows an evaluation of the roadmaps as a policy instrument for the industrial defence industry. The main challenges for the next exercises in the European countries are to increase the interest in the firms' intelligence systems, and the participation and representation of citizens as a way to guarantee their rights. Therefore, a technology roadmap must be complemented with other more participative foresight methods.

Fuzzy Inference System for VOLT/VAR control in distribution substations in isolated power systems
This paper presents a fuzzy inference system for voltage/reactive power
control in distribution substations. The purpose is go forward to automation
distribution and its implementation in isolated power systems where control
capabilities are limited and it is common using the same applications as in
continental power systems. This means that lot of functionalities do not apply
and computational burden generates high response times. A fuzzy controller,
with logic guidelines embedded based upon heuristic rules resulting from
operators at dispatch control center past experience, has been designed.
Working as an on-line tool, it has been tested under real conditions and it has
managed the operation during a whole day in a distribution substation. Within
the limits of control capabilities of the system, the controller maintained
successfully an acceptable voltage profile, power factor values over 0,98 and
it has ostensibly improved the performance given by an optimal power flow based
automation system

A Fock space representation of the monopole part of the Coulomb potential is
presented. Quantum effects show through a small orbital term in . Once
it is averaged out, the classical electrostatic energy emerges as an
essentially exact expression, which makes it possible to eliminate the
Nolen-Schiffer anomaly, and to estimate neutron skins and the evolution of
radii along yrast states of mirror nuclei. The energy differences of the latter
are quantitatively reproduced by the monopole term and a schematic multipole

L1CAM binds ErbB receptors through Ig-like domains coupling cell adhesion and neuregulin signalling.
During nervous system development different cell-to-cell communication mechanisms operate in parallel guiding migrating neurons and growing axons to generate complex arrays of neural circuits. How such a system works in coordination is not well understood. Cross-regulatory interactions between different signalling pathways and redundancy between them can increase precision and fidelity of guidance systems. Immunoglobulin superfamily proteins of the NCAM and L1 families couple specific substrate recognition and cell adhesion with the activation of receptor tyrosine kinases. Thus it has been shown that L1CAM-mediated cell adhesion promotes the activation of the EGFR (erbB1) from Drosophila to humans. Here we explore the specificity of the molecular interaction between L1CAM and the erbB receptor family. We show that L1CAM binds physically erbB receptors in both heterologous systems and the mammalian developing brain. Different Ig-like domains located in the extracellular part of L1CAM can support this interaction. Interestingly, binding of L1CAM to erbB enhances its response to neuregulins. During development this may synergize with the activation of erbB receptors through L1CAM homophilic interactions, conferring diffusible neuregulins specificity for cells or axons that interact with the substrate through L1CAM
Device for data-acquisition from transient signals: kinetic considerations
This paper reports on the evaluation and testing of a home-made device. Data-acquisition, treatment of transient signals and the hardware and software involved are discussed. Some practical aspects are developed in order to power the autonomy of procedures using the device. Kinetic and multi-signal calculations are considered in order to cover the actual tendencies in continuous-flow analysis. Somepractical advantages versus the use of classical chart recorders or commercial computerized-instrument devices are pointed out

Ultracompact three-dimensional tubular conductivity microsensors for ionic and biosensing applications
We present ultracompact three-dimensional tubular structures integrating Au-based electrodes as impedimetric microsensors for the in-flow determination of mono- and divalent ionic species and HeLa cells. The microsensors show an improved performance of 2 orders of magnitude (limit of detection = 0.1 nM for KCl) compared to conventional planar conductivity detection systems integrated in microfluidic platforms and the capability to detect single HeLa cells in flowing phosphate buffered saline. These highly integrated conductivity tubular sensors thus open new possibilities for lab-in-a-tube devices for bioapplications such as biosensing and bioelectronics
Machine Learning in Fetal Cardiology: What to Expect
In fetal cardiology, imaging (especially echocardiography) has demonstrated to help in the diagnosis and monitoring of fetuses with a compromised cardiovascular system potentially associated with several fetal conditions. Different ultrasound approaches are currently used to evaluate fetal cardiac structure and function, including conventional 2-D imaging and M-mode and tissue Doppler imaging among others. However, assessment of the fetal heart is still challenging mainly due to involuntary movements of the fetus, the small size of the heart, and the lack of expertise in fetal echocardiography of some sonographers. Therefore, the use of new technologies to improve the primary acquired images, to help extract measurements, or to aid in the diagnosis of cardiac abnormalities is of great importance for optimal assessment of the fetal heart. Machine leaning (ML) is a computer science discipline focused on teaching a computer to perform tasks with specific goals without explicitly programming the rules on how to perform this task. In this review we provide a brief overview on the potential of ML techniques to improve the evaluation of fetal cardiac function by optimizing image acquisition and quantification/segmentation, as well as aid in improving the prenatal diagnoses of fetal cardiac remodeling and abnormalities
Neuroprotective efficacy of nimesulide against hippocampal neuronal damage following transient forebrain ischemia
Cyclooxygenase-2 is involved in the inflammatory component of the ischemic cascade, playing an important role in the delayed progression of the brain damage. The present study evaluated the pharmacological effects of the selective cyclooxygenase-2 inhibitor nimesulide on delayed neuronal death of hippocampal CA1 neurons following transient global cerebral ischemia in gerbils. Administration of therapeutically relevant doses of nimesulide (3, 6 and 12 mg/kg; i.p.) 30 min before ischemia and at 6, 12, 24, 48 and 72 h after ischemia significantly (P<0.01) reduced hippocampal neuronal damage. Treatment with a single dose of nimesulide given 30 min before ischemia also resulted in a significant increase in the number of healthy neurons in the hippocampal CA1 sector 7 days after ischemia. Of interest is the finding that nimesulide rescued CA1 pyramidal neurons from ischemic death even when treatment was delayed until 24 h after ischemia (34+/-9% protection). Neuroprotective effect of nimesulide is still evident 30 days after the ischemic episode, providing the first experimental evidence that cyclooxygenase-2 inhibitors confer a long-lasting neuroprotection. Oral administration of nimesulide was also able to significantly reduce brain damage, suggesting that protective effects are independent of the route of administration. The present study confirms the ability of cyclooxygenase-2 inhibitors to reduce brain damage induced by cerebral ischemia and indicates that nimesulide can provide protection when administered for up to 24 h post-ischemia
