    СОВЕТ ПО ФИНАНСОВОЙ СТАБИЛЬНОСТИ КАК ЧЕТВЕРТАЯ ОПОРА ГЛОБАЛЬНОЙ ФИНАНСОВОЙ СИСТЕМЫ

    The paper considers the circumstances and conditions for establishing the Financial Stability Board (FSB) as the successor of the Financial Stability Forum, the basic principles, the scope of the Board’s activities, particularly aligned with global financial institutions, and the prospects for the subsequent institutionalization of the FSB in accordance with resolution of the Group of Twenty (G-20) at the St. Petersburg Summit in 2013. The areas of interaction between the FSB and the International Monetary Fund, the World Bank, the Bank for International Settlements and international standard-setting organizations in the field of finance are analyzed.. The content and outlines of the regulatory reform to be implemented by the FSB are highlighted. The Board’s institutionalization prospects, possible consequences of this process and emerging pending problems concerning development of international financial relations between different groups of countries.are discussed in general terms. An attempt is made to create an integrated picture of reforming the system of international financial relations management implemented within the framework of combating the financial and economic crisis, development of theoretical and applied problems in the regulation of international financial markets, harmonization of financial policies and coordination of national and supranational financial and economic institutions. В статье рассмотрены обстоятельства и условия создания Совета по финансовой стабильности (СФС, англ.— Financial Stability Board) как преемника Форума финансовой стабильности; основные принципы, сферы и направления деятельности Совета, в том числе в увязке с глобальными финансовыми институтами, и перспективы последующей институционализации СФС в  соответствии с  решениями Группы двадцати (G20) на Санкт-Петербургском саммите в 2013 г. Проанализированы области взаимодействия СФС с Международным валютным фондом, Всемирным банком, Банком международных расчетов и международными организациями, устанавливающими стандарты в области финансов. Раскрыто содержание и очерчены контуры регулятивной реформы, на реализацию которой направлена деятельность СФС. В основных чертах описаны перспективы институционализации СФС, возможные последствия этого процесса и возникающие нерешенные проблемы развития международных финансовых отношений между различными группами стран. Предпринята попытка создания целостной картины реформирования системы регулирования международных финансовых отношений, осуществляемого в рамках борьбы с финансово-экономическим кризисом, разработки теоретических и прикладных проблем регулирования международных финансовых рынков, согласования финансовых политик и координации деятельности национальных и наднациональных финансово-экономических институтов.

    Investment development of Russian regions backed up by natural monopolies

    The article considers the issues of the relationship between business investment activities and the economic and social development of the regions. Based on the statistical data analysis it is shown that the decrease in investment activities negatively affects all key indicators of regional development after a short period of time. The article shows that a peculiarity defining Russian economy is that its significant part is actually controlled by natural monopolies. At the same time, they are strongly sensitive to all the problems of socioeconomic development of the country's territories and, therefore, are parties concerned in ensuring sustainable and qualitative growth of regional economies. Today many of the natural monopolies implement large-scale investment programs with allocated substantial resources. The analysis of these investment programs showed that they all contain components that contribute to the development of the region where the manufacturing facilities or transportation capacities of these companies are located. It is concluded that a systemic state investment policy aimed at stimulating real investments, rather than "portfolio" ones, is required to address the problem of sustainable economic growth.peer-reviewe

    ENSURING ECONOMIC SECURITY OF RUSSIA IN THE CONTEXT OF AFRICAN DEVELOPMENT TRENDS: PROBLEMS AND PROSPECTS

    Abstract Purpose: A new scientific problem is posed and substantiated: the need to take into account the African economic development trends in the system of ensuring the economic security of Russia. In this context, in order to assess the security of the national economy and the competitive position of Russia, the results of scientific studies of the main development trends and threats in Africa, the position of various countries on the African continent are analyzed. Methodology: The authors are based on the analysis of current scientific literature, government official documents, and statistical reports. The main methods of research are analytical review, comparison, systematic approach, cultural and civilizational approach. Result: The article substantiates the position that taking into account the development trends of the African continent is an important component in the system of assessing the national economic security of Russia in the current period and in the future, ensuring competitiveness and strengthening the economic sovereignty of Russia, analyzing the potential of interaction with African countries in the management practice. Applications: This research can be used for the universities, teachers and education students. Novelty/Originality: The authors formulate the main directions of the activation of scientific research and concentration of practical efforts to improve the national economic security of Russia in the context of the development trend of the African continent

    Construction of n-Lie algebras and n-ary Hom-Nambu-Lie algebras

    We present a procedure to construct (n+1)-Hom-Nambu-Lie algebras from n-Hom-Nambu-Lie algebras equipped with a generalized trace function. It turns out that the implications of the compatibility conditions, that are necessary for this construction, can be understood in terms of the kernel of the trace function and the range of the twisting maps. Furthermore, we investigate the possibility of defining (n+k)-Lie algebras from n-Lie algebras and a k-form satisfying certain conditions

    Spin Effects and Transport in Quantum Dots with overlapping Resonances

    The role of spin is investigated in the transport through a quantum dot with two overlapping resonances (one having a width larger than the level separation and the other very narrow, cf. Silvestrov and Imry, Phys. Rev. Lett. {\bf 85}, 2565 (2000)). For a series of consecutive charging resonances, one electron from the leads populates one and the same broad level in the dot. Moreover, there is the tendency to occupy the same level also by the second electron within the same resonance. This second electron is taken from the narrow levels in the dot. The narrow levels are populated (and broad level is depopulated) via sharp rearrangements of the electronic configuration in the Coulomb blockade valleys. Possible experimental manifestations of this scenario are considered.     Unconventional decay law for excited states in closed many-body systems

    We study the time evolution of an initially excited many-body state in a finite system of interacting Fermi-particles in the situation when the interaction gives rise to the ``chaotic'' structure of compound states. This situation is generic for highly excited many-particle states in quantum systems, such as heavy nuclei, complex atoms, quantum dots, spin systems, and quantum computers. For a strong interaction the leading term for the return probability W(t)W(t) has the form W(t)exp(ΔE2t2)W(t)\simeq \exp (-\Delta_E^2t^2) with ΔE2\Delta_E^2 as the variance of the strength function. The conventional exponential linear dependence W(t)=Cexp(Γt)W(t)=C\exp (-\Gamma t) formally arises for a very large time. However, the prefactor CC turns out to be exponentially large, thus resulting in a strong difference from the conventional estimate for W(t)W(t).Comment: RevTex, 4 pages including 1 eps-figur

    Towards an Explanation of the Mesoscopic Double-Slit Experiment: a new model for charging of a Quantum Dot

    For a quantum dot (QD) in the intermediate regime between integrable and fully chaotic, the widths of single-particle levels naturally differ by orders of magnitude. In particular, the width of one strongly coupled level may be larger than the spacing between other, very narrow, levels. In this case many consecutive Coulomb blockade peaks are due to occupation of the same broad level. Between the peaks the electron jumps from this level to one of the narrow levels and the transmission through the dot at the next resonance essentially repeats that at the previous one. This offers a natural explanation to the recently observed behavior of the transmission phase in an interferometer with a QD.Comment: 4 pages, 2 figures, Journal versio

    Generalization of n-ary Nambu algebras and beyond

    The aim of this paper is to introduce nn-ary Hom-algebra structures generalizing the nn-ary algebras of Lie type enclosing nn-ary Nambu algebras, nn-ary Nambu-Lie algebras, nn-ary Lie algebras, and nn-ary algebras of associative type enclosing nn-ary totally associative and nn-ary partially associative algebras. Also, we provide a way to construct examples starting from an nn-ary algebra and an nn-ary algebras endomorphism. Several examples could be derived using this process

    Ternary q-Virasoro-Witt Hom-Nambu-Lie algebras

    In this paper we construct ternary qq-Virasoro-Witt algebras which qq-deform the ternary Virasoro-Witt algebras constructed by Curtright, Fairlie and Zachos using su(1,1)su(1,1) enveloping algebra techniques. The ternary Virasoro-Witt algebras constructed by Curtright, Fairlie and Zachos depend on a parameter and are not Nambu-Lie algebras for all but finitely many values of this parameter. For the parameter values for which the ternary Virasoro-Witt algebras are Nambu-Lie, the corresponding ternary qq-Virasoro-Witt algebras constructed in this article are also Hom-Nambu-Lie because they are obtained from the ternary Nambu-Lie algebras using the composition method. For other parameter values this composition method does not yield Hom-Nambu Lie algebra structure for qq-Virasoro-Witt algebras. We show however, using a different construction, that the ternary Virasoro-Witt algebras of Curtright, Fairlie and Zachos, as well as the general ternary qq-Virasoro-Witt algebras we construct, carry a structure of ternary Hom-Nambu-Lie algebra for all values of the involved parameters
