Police Body Cameras: Implementation with Caution, Forethought, and Policy

    Get PDF
This article will provide a workable initial implementation policy that would maximize the benefits of increased police use of body cameras, while minimizing the negative impacts. Part I defines police body cameras and explores their current use in and impact on today\u27s law enforcement world. Parts II and III encompass some of the perceived benefits and anticipated challenges of increased body camera use. Part IV considers and recommends exactly where the responsibility of camera implementation should lie

What Risk Assessments of Genetically Modified Organisms Can Learn from Institutional Analyses of Public Health Risks

    Get PDF
The risks of genetically modified organisms (GMOs) are evaluated traditionally by combining hazard identification and exposure estimates to provide decision support for regulatory agencies. We question the utility of the classical risk paradigm and discuss its evolution in GMO risk assessment. First, we consider the problem of uncertainty, by comparing risk assessment for environmental toxins in the public health domain with genetically modified organisms in the environment; we use the specific comparison of an insecticide to a transgenic, insecticidal food crop. Next, we examine normal accident theory (NAT) as a heuristic to consider runaway effects of GMOs, such as negative community level consequences of gene flow from transgenic, insecticidal crops. These examples illustrate how risk assessments are made more complex and contentious by both their inherent uncertainty and the inevitability of failure beyond expectation in complex systems. We emphasize the value of conducting decision-support research, embracing uncertainty, increasing transparency, and building interdisciplinary institutions that can address the complex interactions between ecosystems and society. In particular, we argue against black boxing risk analysis, and for a program to educate policy makers about uncertainty and complexity, so that eventually, decision making is not the burden that falls upon scientists but is assumed by the public at large

Influence of gender and age on cognitive inhibition in late-onset depression: a case-control study

ObjectiveTo compare cognitive inhibition performance between people with early-onset (EOD) or late-onset depression (LOD) and controls, and between women and men with LOD.MethodsOn the basis of a case-control design, global executive performance (Frontal Assessment Battery); verbal (Hayling), attention (Stroop), and motor (Go/No-Go) components of cognitive inhibition; mental shifting (Trail Making Test parts A and B); and updating in working memory (Wechsler Adult Intelligence Scale) were assessed in 40 participants (10 depressed women with LOD (i.e., 60years old), 10 depressed women with EOD (i.e., <60years old), 10 healthy women and 10 depressed men with LOD (i.e., 60years old)). ResultsOlder depressed women, irrespective of age of depression onset, had greater cognitive inhibition impairments (attention and verbal component) compared with healthy women. LOD was significantly associated with the attention component of cognitive inhibition impairment, unlike EOD (p=0.026). No executive differences were found regarding age of first-onset depression in older depressed women, and between women and men with LOD. ConclusionCognitive inhibition impairment, and more specifically its attention component, was the main characteristic of depression in the studied sample of older adults, independently of gender and age of depression onset. It is essential to perform similar studies in both genders in view of future tailor-made therapeutic modalities. Copyright (c) 2013 John Wiley & Sons, Ltd

Estimate of the impact of background particles on the X-Ray Microcalorimeter Spectrometer on IXO

We present the results of a study on the impact of particles of galactic (GCR) and solar origin for the X-ray Microcalorimeter Spectrometer (XMS) aboard an astronomical satellite flying in an orbit at the second Lagrangian point (L2). The detailed configuration presented in this paper is the one adopted for the International X-Ray Observatory (IXO) study, however the derived estimates can be considered a conservative limit for ATHENA, that is the IXO redefined mission proposed to ESA. This work is aimed at the estimate of the residual background level expected on the focal plane detector during the mission lifetime, a crucial information in the development of any instrumental configuration that optimizes the XMS scientific performances. We used the Geant4 toolkit, a Monte Carlo based simulator, to investigate the rejection efficiency of the anticoincidence system and assess the residual background on the detector.Comment: 18 pages, 9 figure

Gambling and sexual behaviors in African-American adolescents

Objectives: Late adolescence represents a developmental risk period when many youth become involved in multiple forms of high-risk behaviors with adverse consequences. This study assessed the degree to which two such behaviors, adolescent sexual behaviors and gambling, were associated in a community-based sample with a large African-American presence. Study design: Data are derived from a cohort study. This study focuses on 427 African-American participants with complete information on gambling and sexual behaviors by age 18 (72% of original cohort). Gambling involvement and related problems were based on responses to the South Oaks Gambling Screen — Revised for Adolescents. Several questions assessed sexual behaviors, including age of initiation. Multivariable logistic regression models adjusted for demographics, intervention status, impulsivity, depressive and anxiety symptoms, and alcohol and illegal drug use. Results: Almost half of the sample (49%, n = 211) had gambled at least once before age 18. More gamblers than non-gamblers had initiated sexual intercourse by age 18 (aOR: 2.29 [1.16, 4.52]). Among those who had initiated sexual activity, more gamblers than non-gamblers with high impulsivity levels at age 13 (vs. low impulsivity levels) had become pregnant or had impregnated someone. Among those who had initiated sexual activity by age 18, more male gamblers had impregnated someone by age 18 as compared to female gamblers becoming pregnant. Conclusions: Gambling and sexual behaviors often co-occur among adolescents. Such findings prompt the need for the inclusion of gambling, an often overlooked risky behavior, in behavioral prevention/intervention programs targeting adolescents

Recent developments on micrometric fission chambers for high neutron fluxes

ISBN 9781424452071International audiencewith the development of innovative nuclear systems and new generation neutron sources, the nuclear instrumentation should be adapted. Since several years, we developed microscopic fission chambers to study the transmutation of minor actinides in high thermal-neutron fluxes. The recent developments done to fulfill the drastic conditions of irradiations are described in this paper together with the feedback from the measurements. Two installations were used: the HFR of the ILL for its highest thermal neutron flux of the world and the MEGAPIE target which was the first 1 MW liquid Pb-Bi spallation target in the world
