    Evaluating the effectiveness of public health financing based on financial and non-financial indicators in terms of the knowledge economy

    In conditions of the knowledge economy human capital, human value are the main factors of economic growth and prosperity of the state. Qualitative characteristics of human capital are indicators of public health. Therefore, one of the most important tasks of the state is to assess the effectiveness of financing public health expenditures. The methodological base of the research was the methods of system and economic analysis, mathematical statistics and decision optimization, which resulted in the identification of factors influencing the resource supply, availability and quality of public health. The formation of a comprehensive indicator of the effectiveness of the public health system based on the system of financial and non-financial indicators will allow to form numerically an assessment of the effectiveness of investments in public health and draw conclusions about the resources' provision, level of development, accessibility and quality of public health. The obtained results can be used in making effective public financial decisions, which allow to achieve an increase of accessibility and quality of health care, focusing on the human capital in conditions of knowledge economy.peer-reviewe

    Customer satisfaction assessment in management quality system of industrial enterprises

    © Medwell Journals, 2016.The study observes the problems of customer satisfaction assessment of industrial companies. Researchers overview the existing approaches to the problem studied. The methods of customer satisfaction index calculation used by Russian instrument engineering enterprises are investigated and their shortcomings are identified. Researchers present the satisfaction assessment technique taking into account the type client cooperation with an industrial enterprise. The satisfaction index is calculated according to the following criteria: overall satisfaction, matching expectations, comparison with perfect company. The characteristics, on which the satisfaction analysis is based, reflect clients' requirements grouped in compliance with the type of cooperation with company. The key feature of the approach applied is the use of subjective estimates reflecting the clients' perception of the product quality and service. The results of customer satisfaction study are given in graph, the axes of which are the satisfaction indices of each characteristic and their priority. A system similar to traffic lights is introduced to visualize the level of customer satisfaction. This satisfaction assessment technique has been tested at a one of Russian instrument engineering enterprises of the Saratov Region. The analysis has revealed the main sources of clients' dissatisfaction of company under study and demonstrated that its business processes are to be investigated. The testing of this approach has shown practical significance of technique used and productivity of its application

For creation of own system of standardization in corporation it is necessary to analyse kinds of activity, to establish, what are expedient for regulating by means of standardization, and then to define head enterprise of industrial corporation which will perform organizational and methodical management of works on corporate standardization.     Report on Tests and Measurements of Hadronic Interaction Properties with Air Showers

    We present a summary of recent tests and measurements of hadronic interaction properties with air showers. This report has a special focus on muon density measurements. Several experiments reported deviations between simulated and recorded muon densities in extensive air showers, while others reported no discrepancies. We combine data from eight leading air shower experiments to cover shower energies from PeV to tens of EeV. Data are combined using the z-scale, a unified reference scale based on simulated air showers. Energy-scales of experiments are cross-calibrated. Above 10 PeV, we find a muon deficit in simulated air showers for each of the six considered hadronic interaction models. The deficit is increasing with shower energy. For the models EPOS-LHC and QGSJet-II.04, the slope is found significant at 8 sigma.Comment: Submitted to the Proceedings of UHECR201

    The current status of orbital experiments for UHECR studies

    Two types of orbital detectors of extreme energy cosmic rays are being developed nowadays: (i) TUS and KLYPVE with reflecting optical systems (mirrors) and (ii) JEM-EUSO with high-transmittance Fresnel lenses. They will cover much larger areas than existing ground-based arrays and almost uniformly monitor the celestial sphere. The TUS detector is the pioneering mission developed in SINP MSU in cooperation with several Russian and foreign institutions. It has relatively small field of view (+/-4.5 deg), which corresponds to a ground area of 6.4x10^3 sq.km. The telescope consists of a Fresnel-type mirror-concentrator (~2 sq.m) and a photo receiver (a matrix of 16x16 photomultiplier tubes). It is to be deployed on the Lomonosov satellite, and is currently at the final stage of preflight tests. Recently, SINP MSU began the KLYPVE project to be installed on board of the Russian segment of the ISS. The optical system of this detector contains a larger primary mirror (10 sq.m), which allows decreasing the energy threshold. The total effective field of view will be at least +/-14 degrees to exceed the annual exposure of the existing ground-based experiments. Several configurations of the detector are being currently considered. Finally, JEM-EUSO is a wide field of view (+/-30 deg) detector. The optics is composed of two curved double-sided Fresnel lenses with 2.65 m external diameter, a precision diffractive middle lens and a pupil. The ultraviolet photons are focused onto the focal surface, which consists of nearly 5000 multi-anode photomultipliers. It is developed by a large international collaboration. All three orbital detectors have multi-purpose character due to continuous monitoring of various atmospheric phenomena. The present status of development of the TUS and KLYPVE missions is reported, and a brief comparison of the projects with JEM-EUSO is given.Comment: 18 pages; based on the rapporteur talk given by M.I.     Reflection of Russian and Chinese University Students on Entrepreneurial Intention

    Entrepreneurship is nowadays an appealing topic for researchers to investigate. It is considered to be an agent for social and economic development. Most of the countries has included entrepreneurship as core subject in curricula of schools, colleges and universities. To involve youth in entrepreneurship and pr ovide them opportunity to use their knowledge, skills and abilities to solve real world p roblems is the need of current era. This paper explains Chinese and Russian universities students’ intention towards entrepr eneurship. Theory of Planned behavior (TPB) were used for theoretical frame work of the study. Along 118 XII Международная конференция «Российские регионы в фокусе перемен» with variables attitude towards entrepreneurship, subjective norm and perceived behavioral control from (TPB) entrepreneurial environment and education as contextual predictor were found significant in i mpact on students’ entrepreneurial intention. Findings suggest that more attention is needed from policy makers to involve youth in entrepreneurship
