Community development, higher education institutions and the Big Society: opportunities or opportunism?

In his Prison Notebooks, written between 1929-35, Gramsci claimed that 'all men are intellectuals: but not all men have in society the function of intellectuals.' He used this term 'organic intellectuals' to illustrate that those working at grassroots level who have significant knowledge(s) about the way communities of all types work, are as important to the development of society as academic intellectuals. This article explores the current idea of a 'Big Society' as a hegemonic idea. This exploration is undertaken in relation to the current economic, social and political situation and with reference to the practice of community development, lifelong learning and the role of the Higher Education Institutions (HEIs) in supporting this field of activity. In this article we use the term 'community development' as Tett defines in Morgan-Klein and Osborne (2007:104). She claims it means to 'increase the capacity of particular communities through targeted resources for particular areas'. We specifically explore the following areas: <p> • challenging the hegemonic ideas and policies • practising within the restrictions of cuts and limited resources • setting up supportive networks which will sustain workers • making meaningful international links abroad and using international examples of good practice • turning the ideology of the Big Society into an opportunity</p> We will pose the critical questions that we think need to be addressed and which we hope will help us to find direction and an understanding of the way forward at a deeper level. We hope to create both useful and innovative knowledge which will be a valid contribution to the field of community development

Characterization of physio-chemical properties of polymeric and electrochemical materials for aerospace flight

Sealed nickel cadmium cells having undergone a large number of cycles were discharged using the Hg/HgO reference electrode. The negative electrode exhibited the second plateau. SEM of negative plates of such cells show clusters of large crystals of cadmium hydroxide. These large crystals on the negative plates disappear after continuous overcharging in flooded cells. Atomic Absorption Spectroscopy and standard wet chemical methods are being used to determine the cell materials viz: nickel, cadmium, cobalt, potassum and carbonate. The anodes and cathodes are analyzed after careful examination and the condition of the separator material is evaluated

Preventing Disparities: Bayesian and Frequentist Methods for Assessing Fairness in Machine-Learning Decision-Support Models

Machine-learning (ML) methods are finding increasing application to guide human decision-making in many fields. Such guidance can have important consequences, including treatments and outcomes in health care. Recently, growing attention has focused on the potential that machine-learning might automatically learn unjust or discriminatory, but unrecognized or undisclosed, patterns that are manifested in available observational data and the human processes that gave rise to them, and thereby inadvertently perpetuating and propagating injustices that are embodied in the historical data. We applied two frequentist methods that have long been utilized in the courts and elsewhere for the purpose of ascertaining fairness (Cochran-Mantel-Haenszel test and beta regression) and one Bayesian method (Bayesian Model Averaging). These methods revealed that our ML model for guiding physicians’ prescribing discharge beta-blocker medication for post-coronary artery bypass patients do not manifest significant untoward race-associated disparity. The methods also showed that our ML model for directing repeat performance of MRI imaging in children with medulloblastoma did manifest racial disparities that are likely associated with ethnic differences in informed consent and desire for information in the context of serious malignancies. The relevance of these methods to ascertaining and assuring fairness in other ML-based decision-support model-development and -curation contexts is discussed

The Impact of a Felon\u27s Overall Well-Being on Education, Employment, and Recidivism

This study examines the relationship between the self-reported mental well-being of a felon concerning their educational choices, employment opportunities, and recidivism. The study is a correlational quantitative study that used a multiple regression to analyze the data. Data were examined from visitors to the North Carolina Employment Security Commission. The data were collected from the convenience sample of 106 unemployed or underemployed felons seeking employment and/or training. The study found that there was no statistical significance between the self-reported mental well-being of a felon and their employment choices or recidivism. A significant regression equation was found with a statistically significant relationship between the self-reported mental well-being of a felon and their level of education. Suggestions for future research include participants’ seeking treatment at a mental health facility and investigating the impact of marital status

Enhanced hippocampal long-term potentiation and spatial learning in aged 11ß-hydroxysteroid dehydrogenase type 1 knock-out mice

Glucocorticoids are pivotal in the maintenance of memory and cognitive functions as well as other essential physiological processes including energy metabolism, stress responses, and cell proliferation. Normal aging in both rodents and humans is often characterized by elevated glucocorticoid levels that correlate with hippocampus-dependent memory impairments. 11ß-Hydroxysteroid dehydrogenase type 1 (11ß-HSD1) amplifies local intracellular ("intracrine") glucocorticoid action; in the brain it is highly expressed in the hippocampus. We investigated whether the impact of 11ß-HSD1 deficiency in knock-out mice (congenic on C57BL/6J strain) on cognitive function with aging reflects direct CNS or indirect effects of altered peripheral insulin-glucose metabolism. Spatial learning and memory was enhanced in 12 month "middle-aged" and 24 month "aged" 11ß-HSD1<sup>–/–</sup> mice compared with age-matched congenic controls. These effects were not caused by alterations in other cognitive (working memory in a spontaneous alternation task) or affective domains (anxiety-related behaviors), to changes in plasma corticosterone or glucose levels, or to altered age-related pathologies in 11ß-HSD1<sup>–/–</sup> mice. Young 11ß-HSD1<sup>–/–</sup> mice showed significantly increased newborn cell proliferation in the dentate gyrus, but this was not maintained into aging. Long-term potentiation was significantly enhanced in subfield CA1 of hippocampal slices from aged 11ß-HSD1<sup>–/–</sup> mice. These data suggest that 11ß-HSD1 deficiency enhances synaptic potentiation in the aged hippocampus and this may underlie the better maintenance of learning and memory with aging, which occurs in the absence of increased neurogenesis

Conservation Agriculture and Household Wellbeing: A Non-Causal Comparison among Smallholder Farmers in Mozambique

This research examines the relationship between household wellbeing and the use of conservation agriculture (CA) by smallholder farmers in Mozambique. Wellbeing indicators are regressed on household demographic attributes, farm management practices, and a variable indicating farmer adoption of CA. Findings suggest that households using CA have higher wellbeing index scores related to farm tool and implement ownership and housing material quality, but lower index scores related to livestock ownership. The findings present an encouraging, baseline picture of the association between the use of CA technologies by farmers in Mozambique and household wellbeing
