    In the last ten years, financial planning has grown from a business practiced by a small number of persons into a large and sophisticated industry. This expansion has come as a result of recent changes and developments in the financial services industry, including increases in the availablility of financial products and services. The substantial increase in the number of individuals engaged in financial planning has not been accompanied by the creation of a corresponding system of financial planner regulation. This situation has led the federal government, certain state governments, and several securities and financial planner associations to consider regulating the financial planning industry. In this comment the author presents an overview of the financial planning industry and examines the federal and state regulatory structures within which financial planners currently are regulated. The author then addresses whether new or additional financial planner regulation is necessary and surveys new proposals and legislative initiatives that have been advanced to regulate financial planners. The author concludes with recommendations for an effective approach to financial planner regulation

    Star Formation and AGN in the Core of the Shapley Supercluster: A VLA Survey of A3556, A3558, SC1327-312, SC1329-313, and A3562

    The core of the Shapley supercluster (A3556, A3558, SC1327-312, SC1329-313, and A3562) is an ideal region in which to study the effects of cluster mergers on the activity of individual galaxies. This paper presents the most comprehensive radio continuum investigation of the region, relying on a 63-pointing mosaic obtained with the Very Large Array yielding an areal coverage of nearly 7 square degrees. The mosaic provides a typical sensitivity of about 80 uJy at a resolution of 16", enabling detection of galaxies with star formation rates as low as 1 solar mass per year. The radio data are complemented by optical imaging in B and R, producing a catalog of 210 radio-detected galaxies with m_R <= 17.36 (M_R <= -19). At least 104 of these radio-detected galaxies are members of the supercluster on the basis of public velocity measurements. Across the entire core of the supercluster, there appears to be a significant deficit of radio galaxies at intermediate optical magnitudes (M_R between -21 and -22). This deficit is offset somewhat by an increase in the frequency with which brighter galaxies (M_R less than -22) host radio sources. More dramatic is the highly significant increase in the probability for fainter galaxies (M_R between -20 and -21) in the vicinity of A3562 and SC1329-313 to be associated with radio emission. The radio and optical data for these sources strongly suggest that these active galaxies are powered by star formation.     Approaching invasive species in Madagascar

    While a number of plants, animals, and insects in Madagascar have been called 'invasive', the topic of invasive species has until recently received less attention here than in other island contexts. Some species, often alien to Madagascar and introduced by humans, have expanded their range rapidly and have had both negative and positive effects on landscapes, on native biodiversity, and on livelihoods. Examples include the prickly pear (raketa), the silver wattle (mimosa), and, recently, the Asian common toad (radaka boka). Building on a conceptual approach to 'invasive species', this paper emphasizes the importance of inclusive and deliberative site- and population - specific management of invasive species. It analyses three separate concepts commonly used in definitions of invasion: the origin, behaviour, and effects of particular species. It places these concepts in their broader social and ecological context, with particular attention to local perspectives on invasive species. We illustrate these concepts with Malagasy examples and data. The examples demonstrate that while invasions can have dramatic consequences, there can be multiple, often competing, interests as well as site - specific biophysical, environmental, and cultural considerations that need to be taken into account when designing policy and management interventions. We conclude with a number of lessons learned. RESUME FRANCAIS Contrairement à la plupart des autres îles, et en dépit du qualificatif 'invasif' rattaché depuis longtemps à certaines espèces qui s'y sont naturalisées, les réflexions autour de l'approche des espèces invasives à Madagascar demeurent récentes. L'opuntia (Opuntia spp.) figure certes parmi les plus anciens exemples d'espèces traités dans la littérature sur les invasions biologiques. Mais ce n'est vraiment qu'avec le retentissement médiatique autour de la détection en 2011 de la présence du crapaud masqué (Duttaphrynus melanostictus) et la recherche d'une parade appropriée que s'est affirmée la nécessité de traiter cette question des espèces invasives en tant que telle. Une posture nativiste et uniforme qui ignorerait la spécificité des contextes biophysiques et socio - économiques locaux, mais aussi la pluralité des formes d'invasion biologique et des défi- nitions qui s'y rattachent, ne saurait être privilégiée. L'article montre qu'il s'agit de situer les réflexions dans un contexte insulaire socio - économique dans lequel les espèces allogènes tiennent depuis longtemps une large place. Il défend en outre la nécessité d'envisager les espèces invasives non pas selon une forme de perception unique et autoritariste, mais selon une diversité de points de vue, conforme aux conflits d'intérêts qui se manifestent parfois, et mettant plutôt en avant le caractère exogène des espèces invasives, leurs effets (négatifs, mais aussi positifs) sur le milieu, ou leur mode de fonctionnement (disper- sion, dominance) dans des contextes spécifiques et locaux. Il convient en particulier d'observer qu'aux coûts générés par les invasions biologiques peuvent s'ajouter des bénéfices économiques, et que les impacts écologiques néfastes peuvent se combiner avec des incidences heureuses, y compris auprès d'espèces indigènes en situation critique. En outre, le point de vue des populations humaines, leur connaissance d'espèces invasives quotidiennement rencontrées, leur réticence à scin- der le vivant en espèces indigènes et allogène, mais aussi leur vision pragmatique, ne sauraient être mésestimés, et moins encore oubliés. Enfin, l'article invite à prendre du recul face aux effets rhétoriques liés aux discours conventionnels sur les inva- sions biologiques, à éviter les amalgames et les généralisations excessives, à tenir compte des contraintes environnementales mais aussi des aspirations socio - économiques des populations locales, et à prendre en compte la diversité des spécificités locales, qu'elles soient biophysiques ou sociales. En conclusion, il est sans doute heureux que Madagascar n'ait rejoint que très récemment la mouvance internationale des réflexions sur les espèces invasives : cela lui permet en effet d'être en mesure de disposer d'une position équilibrée, déjouant certains discours catastrophistes, et préférant une approche résolument contextualisée, à l'échelle nationale comme aux échelles régionales

    Twenty Years of Timing SS433

    We present observations of the optical ``moving lines'' in spectra of the Galactic relativistic jet source SS433 spread over a twenty year baseline from 1979 to 1999. The red/blue-shifts of the lines reveal the apparent precession of the jet axis in SS433, and we present a new determination of the precession parameters based on these data. We investigate the amplitude and nature of time- and phase-dependent deviations from the kinematic model for the jet precession, including an upper limit on any precessional period derivative of P˙<5×105\dot P < 5 \times 10^{-5}.     OAO-3 end of mission tests report

    Twelve engineering type tests were performed on several subsystems and experiment(s) of the OAO 3 spacecraft near its end of mission. The systems tested include: Princeton experiment package (PEP), fine error system guidance, inertial reference unit, star trackers, heat pipes, thermal control coatings, command and data handling, solar array; batteries, and onboard processor/power boost regulator. Generally, the systems performed well for the 8 1/2 years life of OAO 3, although some degradation was noted in the sensitivity of PEP and in the absorptivity of the skin coatings. Battery life was prolonged during the life of the mission in large part by carefully monitoring the charge-discharge cycle with careful attention not to overcharge

    Discovery of a large-scale filament connected to the massive galaxy cluster MACSJ0717.5+3745 at z=0.55

    We report the detection of a 4/h70 Mpc long large-scale filament leading into the massive galaxy cluster MACS J0717.5+3745. The extent of this object well beyond the cluster's nominal virial radius (~2.3 Mpc) rules out prior interaction between its constituent galaxies and the cluster and makes it a prime candidate for a genuine filament as opposed to a merger remnant or a double cluster. The structure was discovered as a pronounced overdensity of galaxies selected to have V-R colors close to the cluster red sequence. Extensive spectroscopic follow-up of over 300 of these galaxies in a region covering the filament and the cluster confirms that the entire structure is located at the cluster redshift of z=0.545. Featuring galaxy surface densities of typically 15/Mpc^2 down to luminosities of 0.10 L(*,V), the most diffuse parts of the filament are comparable in density to the clumps of red galaxies found around A851 in the only similar study carried out to date (Kodama et al.). Our direct detection of an extended large-scale filament funneling matter onto a massive, distant cluster provides a superb target for in-depth studies of the evolution of galaxies in environments of greatly varying density, and supports the predictions from theoretical models and numerical simulations of structure formation in a hierarchical picture.Comment: ApJL, in pres

    The Impact of the Introduction of Total Mesorectal Excision on Local Recurrence Rate and Survival in Rectal Cancer: Long-Term Results

    Purpose: To investigate the influence of the introduction of total mesorectal excision (TME) on local recurrence rate and survival in patients with rectal cancer. Methods: A total of 171 consecutive patients underwent anterior or abdominoperineal resection for primary rectal cancer. When the TME technique was introduced, the clinical setting, including the surgeons, remained the same. Group 1 (1993-95, n=53) underwent conventional surgery and group 2 (1995-2001, n=118) underwent TME. All patients were followed for 7years or until death. Results: Between the two groups, no statistically significant differences were present with regards to patient-, treatment-, or tumor-related characteristics apart from the time point of radiotherapy. The total local recurrence rates were 11 of 53 (20.8%) in group 1 and 7 of 118 (5.9%) in group 2, and the rates of isolated local recurrences were 6 of 53 (11.3%) in group 1 and 2 of 118 (1.7%) in group 2. Both differences were highly statistically significant. The disease-free survival in groups 1 and 2 was 60.4 and 65.3% at 5years, and 58.5 and 65.3% at 7years, respectively. Excluding patients with synchronous or metachronous distant metastasis from the analysis, both the disease-free survival and the cancer-specific survival were statistically significantly better in group 2 than in group 1. No statistically significant difference between the two groups was detected regarding the overall survival. Conclusions: The introduction of TME led to an impressive reduction of the local recurrence rate. Survival is mainly determined by the occurrence of distant metastasis, but TME seems to improve survival in patients without systemic diseas

    Non-stationary Rayleigh-Taylor instability in supernovae ejecta

    The Rayleigh-Taylor instability plays an important role in the dynamics of several astronomical objects, in particular, in supernovae (SN) evolution. In this paper we develop an analytical approach to study the stability analysis of spherical expansion of the SN ejecta by using a special transformation in the co-moving coordinate frame. We first study a non-stationary spherical expansion of a gas shell under the pressure of a central source. Then we analyze its stability with respect to a no radial, non spherically symmetric perturbation of the of the shell. We consider the case where the polytropic constant of the SN shell is γ=5/3\gamma=5/3 and we examine the evolution of a arbitrary shell perturbation. The dispersion relation is derived. The growth rate of the perturbation is found and its temporal and spatial evolution is discussed. The stability domain depends on the ejecta shell thickness, its acceleration, and the perturbation wavelength.Comment: 16 page

    Time-dependent multi-orbital mean-field for fragmented Bose-Einstein condensates

    The evolution of Bose-Einstein condensates is usually described by the famous time-dependent Gross-Pitaevskii equation, which assumes all bosons to reside in a single time-dependent orbital. In the present work we address the evolution of fragmented condensates, for which two (or more) orbitals are occupied, and derive a corresponding time-dependent multi-orbital mean-field theory. We call our theory TDMF(nn), where nn stands for the number of evolving fragments. Working equations for a general two-body interaction between the bosons are explicitly presented along with an illustrative numerical example.Comment: 16 pages, 1 figur
