Electromagnetic Simulation and Design of a Novel Waveguide RF Wien Filter for Electric Dipole Moment Measurements of Protons and Deuterons
The conventional Wien filter is a device with orthogonal static magnetic and
electric fields, often used for velocity separation of charged particles. Here
we describe the electromagnetic design calculations for a novel waveguide RF
Wien filter that will be employed to solely manipulate the spins of protons or
deuterons at frequencies of about 0.1 to 2 MHz at the COoler SYnchrotron COSY
at J\"ulich. The device will be used in a future experiment that aims at
measuring the proton and deuteron electric dipole moments, which are expected
to be very small. Their determination, however, would have a huge impact on our

Structured benefit-risk assessment: a review of key publications and initiatives on frameworks and methodologies.
Introduction The conduct of structured benefit-risk assessment (BRA) of pharmaceutical products is a key area of interest for regulatory agencies and the pharmaceutical industry. However, the acceptance of a standardized approach and implementation are slow. Statisticians play major roles in these organizations, and have a great opportunity to be involved and drive the shaping of future BRA. Method We performed a literature search of recent reviews and initiatives assessing BRA methodologies, and grouped them to assist those new to BRA in learning, understanding, and choosing methodologies. We summarized the key points and discussed the impact of this emerging field on various stakeholders, particularly statisticians in the pharmaceutical industry. Results We provide introductory, essential, special interest, and further information and initiatives materials that direct readers to the most relevant materials, which were published between 2000 and 2013.  Based on recommendations in these materials we supply a toolkit of advocated BRA methodologies. Discussion Despite initiatives promoting these methodologies, there are still barriers, one of which being the lack of a consensus on the most appropriate methodologies among stakeholders. However, this opens up opportunities, for statisticians in the pharmaceutical industry especially, to champion appropriate BRA methodology use throughout the pharmaceutical product lifecycle. Conclusions This article may serve as a starting point for discussions and to reach a mutual consensus for methodology selection in a particular situation. Regulators and pharmaceutical industry should continue to collaborate to develop and take forward BRA methodologies, and by clear communication develop a mutual understanding of the key issues. New determination of the mass of the eta meson at COSY-ANKE
A value for the mass of the eta meson has been determined at the COSY-ANKE
facility through the measurement of a set of deuteron laboratory beam momenta
and associated 3He center-of-mass momenta in the d+p -> 3He+X reaction. The eta
was then identified by the missing-mass peak and the production threshold
determined. The individual beam momenta were fixed with a relative precision of
3 x 10^-5 for values around 3 GeV/c by using a polarized deuteron beam and
inducing an artificial depolarizing spin resonance, which occurs at a
well-defined frequency. The final-state momenta in the two-body d+p -> 3He+eta
reaction were investigated in detail by studying the size of the 3He momentum
ellipse with the forward detection system of the ANKE spectrometer. Final
alignment of the spectrometer for this high precision experiment was achieved
through a comprehensive study of the 3He final-state momenta as a function of
the center-of-mass angles, taking advantage of the full geometrical acceptance.
The value obtained for the mass, m(eta)=(547.873 +- 0.005(stat) +- 0.027(syst))
MeV/c^2, is consistent and competitive with other recent measurements, in which

Do residents’ perceptions of being well-placed and objective presence of local amenities match? A case study in West Central Scotland, UK
Background:<p></p>
Recently there has been growing interest in how neighbourhood features, such as the provision of local facilities and amenities, influence residents’ health and well-being. Prior research has measured amenity provision through subjective measures (surveying residents’ perceptions) or objective (GIS mapping of distance) methods. The latter may provide a more accurate measure of physical access, but residents may not use local amenities if they do not perceive them as ‘local’. We believe both subjective and objective measures should be explored, and use West Central Scotland data to investigate correspondence between residents’ subjective assessments of how well-placed they are for everyday amenities (food stores, primary and secondary schools, libraries, pharmacies, public recreation), and objective GIS-modelled measures, and examine correspondence by various sub-groups.<p></p>
Methods:<p></p>
ArcMap was used to map the postal locations of ‘Transport, Health and Well-being 2010 Study’ respondents (n = 1760), and the six amenities, and the presence/absence of each of them within various straight-line and network buffers around respondents’ homes was recorded. SPSS was used to investigate whether objective presence of an amenity within a specified buffer was perceived by a respondent as being well-placed for that amenity. Kappa statistics were used to test agreement between measures for all respondents, and by sex, age, social class, area deprivation, car ownership, dog ownership, walking in the local area, and years lived in current home.<p></p>
Results:<p></p>
In general, there was poor agreement (Kappa <0.20) between perceptions of being well-placed for each facility and objective presence, within 800 m and 1000 m straight-line and network buffers, with the exception of pharmacies (at 1000 m straight-line) (Kappa: 0.21). Results varied between respondent sub-groups, with some showing better agreement than others. Amongst sub-groups, at 800 m straight-line buffers, the highest correspondence between subjective and objective measures was for pharmacies and primary schools, and at 1000 m, for pharmacies, primary schools and libraries. For road network buffers under 1000 m, agreement was generally poor.<p></p>
Conclusion:<p></p>
Respondents did not necessarily regard themselves as well-placed for specific amenities when these amenities were present within specified boundaries around their homes, with some exceptions; the picture is not clear-cut with varying findings between different amenities, buffers, and sub-groups
Morphology of supported polymer electrolyte ultra-thin films: a numerical study
Morphology of polymer electrolytes membranes (PEM), e.g., Nafion, inside PEM
fuel cell catalyst layers has significant impact on the electrochemical
activity and transport phenomena that determine cell performance. In those
regions, Nafion can be found as an ultra-thin film, coating the catalyst and
the catalyst support surfaces. The impact of the hydrophilic/hydrophobic
character of these surfaces on the structural formation of the films has not
been sufficiently explored yet. Here, we report about Molecular Dynamics
simulation investigation of the substrate effects on the ionomer ultra-thin
film morphology at different hydration levels. We use a mean-field-like model
we introduced in previous publications for the interaction of the hydrated
Nafion ionomer with a substrate, characterized by a tunable degree of
hydrophilicity. We show that the affinity of the substrate with water plays a
crucial role in the molecular rearrangement of the ionomer film, resulting in
completely different morphologies. Detailed structural description in different
regions of the film shows evidences of strongly heterogeneous behavior. A
qualitative discussion of the implications of our observations on the PEMFC
catalyst layer performance is finally proposed
The neutron-proton charge-exchange amplitudes measured in the dp -> ppn reaction
The unpolarised differential cross section and the two deuteron tensor
analysing powers A_{xx} and A_{yy} of the pol{d}p -> (pp)n charge-exchange
reaction have been measured with the ANKE spectrometer at the COSY storage
ring. Using deuteron beams with energies 1.2, 1.6, 1.8, and 2.27 GeV, data were
obtained for small momentum transfers to a (pp) system with low excitation
energy. The results at the three lower energies are consistent with impulse
approximation predictions based upon the current knowledge of the
neutron-proton amplitudes. However, at 2.27GeV, where these amplitudes are far
more uncertain, agreement requires a reduction in the overall double-spin-flip
contribution, with an especially significant effect in the longitudinal
direction. These conclusions are supported by measurements of the
deuteron-proton spin-correlation parameters C_{x,x} and C_{y,y} that were
carried out in the pol{d}pol{p} -> (pp)n reaction at 1.2 and 2.27GeV. The
values obtained for the proton analysing power also suggest the need for a
radical re-evaluation of the neutron-proton elastic scattering amplitudes at
the higher energy. It is therefore clear that such measurements can provide a
valuable addition to the neutron-proton database in the charge-exchange region.Comment: 13 pages with 13 figure
Measurement of the analyzing powers in pd elastic and pn quasi-elastic scattering at small angles
The analyzing powers in proton-deuteron elastic and proton-neutron
quasi-elastic scattering have been measured at small angles using a polarized
proton beam at the COSY storage ring incident on an unpolarized deuterium
target. The data were taken at 796MeV and five higher energies from 1600MeV to
2400MeV. The analyzing power in pd elastic scattering was studied by detecting
the low energy recoil deuteron in telescopes placed symmetrically in the COSY
plane to the left and right of the beam whereas for pn quasi-elastic scattering
a low energy proton was registered in one of the telescopes in coincidence with
a fast scattered proton measured in the ANKE magnetic spectrometer. Though the
experiment explores new domains, the results are consistent with the limited

Resonance-like coherent production of a pion pair in the reaction in the GeV region
The reaction  was studied at 0.8-2.0 GeV proton
beam energies with the ANKE magnetic spectrometer at the COSY synchrotron
storage ring. The proton-deuteron pairs emerging with high momenta, 0.6-1.8
GeV/, were detected at small angles with respect to the proton beam.
Distribution over the reaction missing mass  reveals a local enhancement
near the threshold of the pion pair production specific for the so-called ABC
effect. The enhancement has a structure of a narrow bump placed above a smooth
continuum. The invariant mass of the  system in this enhancement
region exhibits a resonance-like peak at  GeV/
with the width  GeV/. A possible interpretation of

Measuring the Polarization of a Rapidly Precessing Deuteron Beam
This paper describes a time-marking system that enables a measurement of the
in-plane (horizontal) polarization of a 0.97-GeV/c deuteron beam circulating in
the Cooler Synchrotron (COSY) at the Forschungszentrum J\"ulich. The clock time
of each polarimeter event is used to unfold the 120-kHz spin precession and
assign events to bins according to the direction of the horizontal
polarization. After accumulation for one or more seconds, the down-up
scattering asymmetry can be calculated for each direction and matched to a
sinusoidal function whose magnitude is proportional to the horizontal
polarization. This requires prior knowledge of the spin tune or polarization
precession rate. An initial estimate is refined by re-sorting the events as the
spin tune is adjusted across a narrow range and searching for the maximum
polarization magnitude. The result is biased toward polarization values that
are too large, in part because of statistical fluctuations but also because
sinusoidal fits to even random data will produce sizeable magnitudes when the
phase is left free to vary. An analysis procedure is described that matches the
time dependence of the horizontal polarization to templates based on
emittance-driven polarization loss while correcting for the positive bias. This
information will be used to study ways to extend the horizontal polarization
lifetime by correcting spin tune spread using ring sextupole fields and thereby
to support the feasibility of searching for an intrinsic electric dipole moment
using polarized beams in a storage ring. This paper is a combined effort of the
