    Local public transport in Russia: regulation, ownership and competition

    This workshop paper is motivated by the evolution of relations between public transport authorities and public transport operators all over the world. So far, however, there has been little discussion about this phenomenon with regard to Russian land passenger transport. This issue only received considerable critical attention in the 1990s in light of the post-soviet transformations. However, developments during the 2000s and 2010s have not been extensively studied. This period is filled with changes in market structure including the rapid growth of the private bus sector while electric transport remained publicly owned and operated. The regulatory policy has also undergone considerable changes in 2015. This workshop paper attempts to understand both positive and negative trends of evolution of organisational practices in Russian land passenger transport. The methodological approach is mixed and based on analysis of changes in legislation, market structure and contracting approaches. Studies of the largest cities, including the recent Moscow ‘new model’, are also performed. The overall structure of the study includes overviews of legislation, the performance of public operators and institutions in the private bus sector.     Symmetry Analysis of Equations for Convection

    The differential equations describing convection in binary mixture with Soret and Dufour effects are considered. The symmetry classification of these equations with respect to the constant parameters is made. It is shown that a generator producing equivalence transformations of constants is defined accurately up to a factor arbitrarily depending on these constants. The equivalence group admitted by the governing equations is calculated. Using this group, a transformation connecting the systems with and without Soret and Dufour terms is derived. In pure Soret case, it reduces to a linear change of temperature and concentration. The presence of Dufour effect requires an additional change of thermal diffusivity and diffusion coefficient. A scheme for reducing an initial and boundary value problem for Soret–Dufour equations to a problem for the system without these effects is proposed

    A Dual-Wavelength Polarimetric Analysis of the 16 May 2010 Oklahoma City Extreme Hailstorm

    A comparative analysis of a supercell hailstorm using simultaneous observations with S-band and C-band polarimetric radars supported by abundant ground-truth reports is presented in this study. The storm occurred on 16 May 2010 and produced a swath of extremely damaging hail across a large portion of the Oklahoma City, Oklahoma, metro area. Hail sizes over 10 cm in diameter and hail drifts upward of 1.5 m in height were reported. Both S-band (KOUN) and C-band [University of Oklahoma Polarimetric Radar for Innovations in Meteorology and Engineering (OU-PRIME)] polarimetric radars in Norman, Oklahoma, sampled the storm at ranges less than 60 km, so that high-resolution dual-wavelength polarimetric data were obtained. At C band, this analysis mostly presents raw Z and ZDR (due to problems with differential phase resulting from an incorrect censoring threshold in the examined case) while taking into account the possibility of attenuation in the interpretation of these data. Among the issues investigated in the study are the relation of hail size measured at the surface to the polarimetric signatures at both wavelengths, the difference between polarimetric signatures at the two wavelengths of hail aloft and near the surface (where melting hail is mixed with rain), and the three-body scatter spike (TBSS) signature associated with large hail

    QUANTITATIVE CALCULATION OF THE QUALITY OF TEACHING AS A PROJECT MANAGEMENT FACTOR OF THE INTERNATIONAL CONTRACT

    One of the most problematic places in the implementation of international contracts is inefficient project management. The choice of inappropriate methodology for managing the educational project, irrational allocation of resources, untimely monitoring quality of the provided services can lead not only to the loss of an existing contract, but also to the reduction of the university's reputation in the international arena in conditions of competitive struggle in the educational services market. In turn, this minimizes the probability of concluding of new contracts. An innovative methodology for managing projects for the provision of educational services to a foreign customer has been developed. A general calculation of the quantitative assessment of a quality of the provision of an educational service is applied in this methodology. In order to significantly reduce the calculation time was created a universal computational program that allows processing of large data blocks with visualization of results in a two-dimensional coordinate system. The methodology was implemented in the NUOS workflow. The obtained results make possible to control the quality of rendering educational services to a foreign customer with minimum expenses of human resources and make adjustments to the educational process quickly if it necessary

    The article describes the problem of numerical calculation of stress-strain state of the rock mass during flat seams extraction by finite el-ement method. The distribution of bearing pressure under changing the seam thickness and depth of development is described. The length of the bearing pressure zones for different references of the pressure was defined. The independence of the bearing pressure zone length on the depth of de-velopment was proved. The analytical dependence of the bearing pressure zone length on the seam thickness was obtained. This result defines the in-fluence of mining area on geo-mechanical condition of mine workings

    Public image analysis involves the process of managing a country’s image internationally. Such examination is particularly important to gain an understanding of a policy’s effectiveness in the target country and to reflect S-F / Shutterstock.com 39 MAP | REVISTA MUNDO ASIA PACÍFICO | Vol. 9, No. 17 upon its undesired signals to design positioning strategies in a partner country’s society. Therefore, public opinion surveys are the key to achieving specific desired aims in other societies. This research paper provides hard data to inquire about popular Korean perceptions of Mexico as the main pillar of the latter’s positioning in Asian society. Analysis of the responses reveals several enriching elements that are not highlighted by media images.El análisis de la imagen pública forma parte del proceso de gestión de la imagen de nación en el exterior. Su importancia se torna esencial para que pueda entenderse la eficiencia de la política hacia la nación de destino, reflexionar en torno a las señales no deseadas para desarrollar, a partir de estas, las estrategias del posicionamiento en la sociedad del país-socio. Por este motivo, los sondeos de la opinión pública constituyen elementos clave para lograr fines específicos deseados en otras sociedades. La presente investigación brinda datos valiosos para indagar en las per-cepciones populares sobre México en Corea como uno de los ejes centrales del posicionamiento del país latinoamericano en la sociedad asiática.     Modeling of phase transformations in steel products during cooling process

    Методика численного моделирования превращений в процессе охлаждения изделий из металлов и сплавов позволяет с технически приемлемой точностью прогнозировать структуру и свойства готовых изделий после того или иного вида термической обработки (нормализация, закалка и т.п.). Методика является универсальной, т.к. позволяет проводить расчеты по заданному алгоритму для изделий любой формы, сечения, изготовленных из любой марки стали и сплавов. В результате становится возможным для материала определенного химического состава установить параметры режима термообработки для получения необходимой структуры и эксплуатационных свойств готовых изделий без проведения дополнительных экспериментов.Numerical modeling of cooling process and phase transformations in steel parts allows technically accurate predicting of their structure and properties depending on the heat treatment sequence applied (normalization, quenching etc.). The method is universal, as it allows calculations for parts of different design, size and for any steel or alloy grade. As a result, it becomes possible to set optimal heat treatment parameters providing desirable structure and properties of finish products with given chemical composition without time / material consuming experiments.Программа развития УрФУ на 2013 год (п.2.1.2.1

    Shaken Granular Lasers

    Granular materials have been studied for decades, also driven by industrial and technological applications. These very simple systems, composed by agglomerations of mesoscopic particles, are characterized, in specific regimes, by a large number of metastable states and an extreme sensitivity (e.g., in sound transmission) on the arrangement of grains; they are not substantially affected by thermal phenomena, but can be controlled by mechanical solicitations. Laser emission from shaken granular matter is so far unexplored; here we provide experimental evidence that it can be affected and controlled by the status of motion of the granular, we also find that competitive random lasers can be observed. We hence demonstrate the potentialities of gravity affected moving disordered materials for optical applications, and open the road to a variety of novel interdisciplinary investigations, involving modern statistical mechanics and disordered photonics.Comment: 4 pages, 3 figures.
