Civil Rights and the Charter School Choice: How Stricter Standards for Charter Schools Can Aid Educational Equity

This paper analyzes the way variations in charter-enabling legislation may exacerbate segregation and how federal and state reforms could better utilize the charter system to further integration. Part I discusses the history of school choice and the social science underlying its potential as a vehicle for integration as well as further segregation. Part II reviews research on charter school demographics and the effectiveness of relevant civil rights statutes. Part III analyzes themes in local charter legislation that can influence charter school segregation by limiting accessibility for low income families and students with disabilities. Finally, Part IV offers recommendations for policy changes at the federal and local levels. While legislation and litigation can still influence diversity and protect civil rights in education, this paper explains why we should be wary of the risk that may come with expanding private management of an essential public good

Reduction of dynatomic curves

The dynatomic modular curves parametrize polynomial maps together with a point of period $n$. It is known that the dynatomic curves $Y_1(n)$ are smooth and irreducible in characteristic 0 for families of polynomial maps of the form $f_c(z) = z^m +c$ where $m\geq 2$. In the present paper, we build on the work of Morton to partially characterize the primes $p$ for which the reduction modulo $p$ of $Y_1(n)$ remains smooth and/or irreducible. As an application, we give new examples of good reduction of $Y_1(n)$ for several primes dividing the ramification discriminant when $n=7,8,11$. The proofs involve arithmetic and complex dynamics, reduction theory for curves, ramification theory, and the combinatorics of the Mandelbrot set

Action Anthropology and Pedagogy: University-Community Collaborations in Setting Policy

This article describes a student-led, community-participatory project focused on reducing the burden of childhood lead poisoning in rental housing. A multidisciplinary group of students and faculty worked with community members. We compiled the social, public health, economic, and policy information on the human and fiscal costs of childhood lead poisoning. This analysis was done for community advocates to use to persuade policymakers to enact a local law strengthening the prevention of childhood lead poisoning in rental property. In conducting this work, the students gained experience in qualitative research methods, quantitative data analysis, the health consequences of lead exposure, health policy, urban health, science writing, and public presentation

La costo-efectividad de las intervenciones y políticas para el control de las enfermedades no transmisibles y sus factores de riesgo en América Latina y el Caribe: revisión sistemática

Las enfermedades no transmisibles (ENT) son la principal causa de muerte en las Américas; entre ellas, las enfermedades cardiovasculares (ECV) ocasionan 45% de las defunciones (Hospedales, Barcelo, Luciani y colaboradores 2012). Se calcula que en América Latina y el Caribe (ALC), las defunciones atribuibles a las ECV, en particular la enfermedad coronaria (EC), aumentarán en alrededor de 145%, tanto en los hombres como en las mujeres, entre 1990 y el año 2020. Developmental Toxicity of Nicotine: A Transdisciplinary Synthesis and Implications for Emerging Tobacco Products

While the health risks associated with adult cigarette smoking have been well described, effects of nicotine exposure during periods of developmental vulnerability are often overlooked. Using MEDLINE and PubMed literature searches, books, reports and expert opinion, a transdisciplinary group of scientists reviewed human and animal research on the health effects of exposure to nicotine during pregnancy and adolescence. A synthesis of this research supports that nicotine contributes critically to adverse effects of gestational tobacco exposure, including reduced pulmonary function, auditory processing defects, impaired infant cardiorespiratory function, and may contribute to cognitive and behavioral deficits in later life. Nicotine exposure during adolescence is associated with deficits in working memory, attention, and auditory processing, as well as increased impulsivity and anxiety. Finally, recent animal studies suggest that nicotine has a priming effect that increases addiction liability for other drugs. The evidence that nicotine adversely affects fetal and adolescent development is sufficient to warrant public health measures to protect pregnant women, children, and adolescents from nicotine exposure

Implementation Science to Accelerate Clean Cooking for Public Health

Clean cooking has emerged as a major concern for global health and development because of the enormous burden of disease caused by traditional cookstoves and fires. The World Health Organization has developed new indoor air quality guidelines that few homes will be able to achieve without replacing traditional methods with modern clean cooking technologies, including fuels and stoves. However, decades of experience with improved stove programs indicate that the challenge of modernizing cooking in impoverished communities includes a complex, multi-sectoral set of problems that require implementation research. The National Institutes of Health, in partnership with several government agencies and the Global Alliance for Clean Cookstoves, has launched the Clean Cooking Implementation Science Network that aims to address this issue. In this article, our focus is on building a knowledge base to accelerate scale-up and sustained use of the cleanest technologies in low- and middle-income countries. Implementation science provides a variety of analytical and planning tools to enhance effectiveness of clinical and public health interventions. These tools are being integrated with a growing body of knowledge and new research projects to yield new methods, consensus tools, and an evidence base to accelerate improvements in health promised by the renewed agenda of clean cooking.Fil: Rosenthal, Joshua.
