Transforming social norms to end FGM in the EU: an evaluation of the REPLACE Approach

Background: Despite numerous campaigns and interventions to end female genital mutilation (FGM), the practice persists across the world, including the European Union (EU). Previous interventions have focused mainly on awareness raising and legislation aimed at criminalizing the practice. Limited evidence exists on the effectiveness of interventions due in part to the lack of systematic evaluation of projects. This paper presents an evaluation of the REPLACE Approach, which is a new methodology for tackling FGM based on community-based behaviour change and intervention evaluation. Methods: We developed, trialed and evaluated the REPLACE Approach through extensive engagement with eight FGM affected African diaspora communities in five EU countries. We employed qualitative and quantitative tools to obtain data to inform the development, implementation and evaluation of the Approach. These included communitybased participatory action research, questionnaires and community readiness assessments. The research took place between 2010 and 2016. Results: Findings suggested that the Approach has the capability for building the capacities of FGM affected communities to overturn social norms that perpetuate the practice. We observed that community-based action research is a useful methodology for collecting data in FGM intervention settings as it allows for effective community engagement to identify, educate and motivate influential community members to challenge the practice, as well as obtaining useful information on the beliefs and norms that shape the practice. We also found that community readiness assessments, pre and post intervention, were useful for tailoring interventions appropriately and for evaluating changes in attitudes and behaviour that may have resulted from the interventions. Conclusion: This evaluation has demonstrated that the REPLACE Approach has the potential, over time, to bring about changes in norms and attitudes associated with FGM. Its strengths lay in the engagement with influential community members, in building the capacity and motivation of community members to undertake change, in recognising contextual differences in the barriers and enablers of FGM practice and in tailoring interventions to local community readiness to change, and then evaluating interventions to re-inform implementation. The next steps would therefore be to implement the Approach over a longer time frame to assess if it results in measurable change in behaviour

Nuclear Spin Relaxation for Higher Spin

We study the relaxation of a spin I that is weakly coupled to a quantum mechanical environment. Starting from the microscopic description, we derive a system of coupled relaxation equations within the adiabatic approximation. These are valid for arbitrary I and also for a general stationary non--equilibrium state of the environment. In the case of equilibrium, the stationary solution of the equations becomes the correct Boltzmannian equilibrium distribution for given spin I. The relaxation towards the stationary solution is characterized by a set of relaxation times, the longest of which can be shorter, by a factor of up to 2I, than the relaxation time in the corresponding Bloch equations calculated in the standard perturbative way.Comment: 4 pages, Latex, 2 figure

Perceptions of the fourth agricultural revolution: what’s in, what’s out, and what consequences are anticipated?

Technological advancement is seen as one way of sustainably intensifying agriculture. Scholars argue that innovation needs to be responsible, but it is difficult to anticipate the consequences of the ‘fourth agricultural revolution’ without a clear sense of which technologies are included and excluded. The major aims of this paper were to investigate which technologies are being associated with the fourth agricultural revolution, as well as to understand how this revolution is being perceived, whether positive or negative consequences are given equal attention, and what type of impacts are anticipated. To this end, we undertook a content analysis of UK media and policy documents alongside interviews of farmers and advisers. We found that the fourth agricultural revolution is associated with emergent, game-changing technologies, at least in media and policy documents. In these sources, the benefits to productivity and the environment were prioritised with less attention to social consequences, but impacts were overwhelmingly presented positively. Farmers and advisers experienced many benefits of technologies and some predicted higher-tech futures. It was clear, however, that technologies create a number of negative consequences. We reflect on these findings and provide advice to policy-makers about how to interrogate the benefits, opportunities, and risks afforded by agricultural technologies

Alabama\u27s Women in Agriculture: The Road to GAPs Harmonization and Global Addendum - Tuskegee\u27s Walmart Initiative

This paper shares challenges faced and overcome by four African American women on their 2013 journey to secure USDA’s Produce Good Agricultural Practices (GAPs) Harmonized Food Safety Standards with the Global Addendum (Global Markets Primary Production Assessments: GMPPA). Collaboration, consistent training, and technical support from the Tuskegee University Extension and Research staff, and the Small Farmers Agricultural Cooperative undergirded the preparation of the farms for GAPs Certification. The timely sharing of staff expertise and experience from commercial partners (Walmart, Purivida, C.H. Robinson, W.P. Rawls), and support from the USDA (Strike Force Initiative) were important contributors to the positive outcomes described. The outcomes elucidate the adaptability, accountability, and professionalism each participant displayed to prepare her farm for audits; maintain food safety records, and achieve GAPs certification in marketable crops.
