Enfim a "verdade" : a construção de um discurso do Poder Legislativo na grande imprensa escrita brasileira (1995-1998)

Esta tese trata do discurso da imprensa sobre o Poder Legislativo. Partindo da constatação de que existe um discurso de desqualificação do Congresso Nacional, buscou-se apreende-lo, através da análise dos jornais Folha de São Paulo e Estado de São Paulo, no periodo correspondente ao primeiro mandato do Presidente Fernando Henrique Cardoso (1995/98). A partir das noções de análise de discurso e da literatura sobre midia e política, foram analisadas noticias, colunas de opinião, cartas de leitores e editoriais sobre os temas: reeleição, reforma da previdência, reforma administrativa, quórum e convocações extraordinárias, Orçamento-Geral da União e a relação entre irregularidades cometidas por parlamentares e reforma politica. Enfatizou-se que o discurso ao desqualificar os parlamentares, deslegitima seu poder. Isto ocorre pela desconstrução de seu capital poltico individual e coletivo. As noções de neutralidade e opinião são fundamentais no discurso da imprensa para que o mesmo se institua como um discurso da verdade sobre a politica.This thesis deals about the press discourse concerning the Legislativa Power. Based on the ascertaining that there is a disqualification discourse of the National Congress, we aimed to apprehend it, through the analysis of the newspapers Folha de São Paulo and Estado de São Paulo, during the first term of President Fernando Henrique Cardoso (1995/98). Based on the notions of discourse analysis, we analyzed news articles, opinion columns, letters to the editor and editoriais about the following themes: re-election, social welfare reform, administrativa reform, quorum and extra-ordinary convocation, General National Budget and the relationship between the irregularities committed by the congressmen and the political reform. In the reconstruction of this discourse, it is emphasized the capacity that it has of deslegitimate the congressmen, through the deconstruction of their political, individual and collective capital, with the permanent negative qualification of the members and of the National Congress institution. We also point out the notions of neutrality and public opinion as fundamental in the press discourse for it to become a discourse of the truth about politics

Work and revenue associations: new democratic spaces in Brazil

This paper’s theme are the new spaces of democratic participation in Brazil, more specifically, the new political characters and the new spaces for the civilian society’s mobilization, from an analysis of female leaderships in the work and revenue’s association that have been growing in districts and neighborhoods with high levels of poverty and violence in the city of Porto Alegre. A major part of these organizations is dedicated to recycling solid residue, and, have as a defining characteristic a great number of women, either as member or leaders of these institutions. We seek to discuss such collective actions on its relation with the public government, urban social movements and non-governmental organizations (NGO’s)

Victorious women in politics : comparative study on candidacies for the state legislature in Rio Grande do Sul in 2010

O artigo pretende contribuir para a discussão do tema mulher e política ao problematizar os resultados da disputa ao cargo de deputado estadual no estado do Rio Grande do Sul/eleições 2010. A proposta é elaborar um quadro comparativo entre as candidatas e os candidatos eleitos, ou seja, através do recorte de gênero verificar similaridades e diferenças na construção de candidaturas vitoriosas em termos de votos, considerando as seguintes variáveis: recursos econômicos (despesas/receitas oficiais de campanha) e recursos políticos ou trajetória política (carreira política, redes de contatos, militância). Por fim, o intento é trabalhar estes dados à luz dos debates sobre inclusão das mulheres no campo político.This paper intends to contribute for the discussion on woman and politics by analyzing the results of the election for state legislators in Rio Grande do Sul in the 2010. A gender based comparative table was elaborated contrasting male and female elected candidates, in order to determine similarities and differences in the development of victorious candidacies, considering, considering the following variables: economic resources (campaign official expenses/revenues) and political resources or political trajectory (political career, networking, political activism). Our purpose was ultimately studying these data in the light of the current debates on the inclusion of women in the political scenario

A proposta é elaborar um quadro comparativo entre as candidatas e os candidatos eleitos, ou seja, através do recorte de gênero verificar similaridades e diferenças na construção de candidaturas vitoriosas em termos de votos, considerando as seguintes variáveis: recursos econômicos (despesas/receitas oficiais de campanha) e recursos políticos ou trajetória política (carreira política, redes de contatos, militância). A atuação feminina nos Conselhos da Mulher: um estudo dos Conselhos de Pelotas e de Santa Cruz do Sul/RS

O artigo tem como proposta refletir sobre a atuação feminina em Conselhos Municipais da Mulher. A primeira parte apresenta uma concisa revisão da literatura que discute a legitimidade da representação dos atores presentes nos fóruns de deliberação de políticas públicas no Brasil; a segunda parte inicia com breve apresentação da pesquisa que investigou os Conselhos da Mulher de dois municípios do estado do Rio Grande do Sul, seguida dos dados resultantes do questionário aplicado às conselheiras; por fim, algumas considerações são apresentadas visando configurar o perfil das conselheiras e de pensar os dados à luz da discussão sobre legitimidade da representação

Women performance in the legislative assembly elections of 2010 in Rio Grande do Sul

Este artigo objetiva contribuir para o avanço no entendimento do precário desempenho das mulheres nas eleições legislativas no Brasil, a partir do estudo da sua performance na disputa por cargos na deputação estadual e federal no estado do Rio Grande do Sul em 2010. O artigo está divido em duas partes: na primeira apresentaremos uma visão geral das candidaturas femininas no Brasil; na segunda, analisaremos em detalhes o desempenho das candidatas do Rio Grande do Sul à Assembleia Legislativa e à Câmara dos Deputados. Nas conclusões foi constatado um aumento no número de candidaturas femininas. Entretanto, a maior oferta de candidatas não se transformou em mais mulheres eleitas. Aquelas que se elegem possuem uma trajetória política bastante tradicional, nos mesmos moldes do que acontece nos países de democracias maduras.This article aims to contribute to a better understanding of women’s weak performance in legislative elections in Brazil by studying their electoral performances to the National Congress and Legislative Assembly (parliament) in the state of Rio Grande do Sul/2010. The article is divided in two parts. The first part presents an overview of female candidates in Brazil. The second one analyses in detail the electoral performance of female candidates in the state to the National Congress and Legislative Assembly. In conclusion, it finds an increase in the number of female candidates. However, this increased number of female candidacies does not convert into more women being elected. The women elected have a fairly traditional political path, in the same way of well-established democracies
