    Changes in the vector of industrial policy and possibilities for the innovative development of the industrial regions

    In the present paper, reasons for the increased interest in industrial policy in both developed and developing countries are explained. The systematisation of the results of the development of Russian industry from 1989 to 2014 showed a lack of systematic selection of its priorities, preventing the formation of a strategic vector of industrial policy. The target diversity of the industrial policy is established at the different economic development stages of the country. In the context of economic sanctions against Russia, it is shown that the emergence of a new industrial policy vector is connected to the need for import substitution and concomitant changes in the development model of the domestic economy. The dynamics and characteristics of the industrial development area are shown by the example of a highly developed region like the Central Urals. The total level of organisational innovation activity continues to be low and composes only 12%, although in the manufacturing sector this index is higher than the regional economy index by four absolute percentage points. The industrial policy of the Central Urals is analysed and innovation drivers of the industrial sector of the regional economy are established. The possibilities of the defence, civil engineering, mining, chemical/pharmaceutical and forestry complexes of the Sverdlovsk Region to implement its import substitution policy are explained. The most significant investment projects that will reduce the import dependence of the regional economy are presented. The possibilities of the research sector and created innovation infrastructure of the region in solving this problem are shown. It is necessary to develop the regional laws on the elaboration of industrial policy according to the basic regulations of the Federal Law “On Industrial Policy in the Russian Federation.”This article has been prepared with the support of the Russian Humanitarian Science Foundation Grant 14-02-00331 «Innovative and technological development of the region: assessment, forecasting and ways of achievement.

    Development of a Methodology for the Economic Assessment of Managerial Decisions as a Factor of Increased Economic Security

    The article notes that the emergence of such a phenomenon as the interdependence of security and development, the so-called security-development nexus, becomes a determinant during the development of strategic documents at all hierarchical levels. It gives relevance to the search for methodological solutions that would on a strategic level take into account any potential threats to economic security, and on a tactical level provide for pragmatic actions that are not in conflict with the strategic development vector of business entities. The authors identify the instability factors that pose a real threat to economic security. They substantiate the expediency of forming a new model of the national economy development with a focal point on new industrialization. The article factors in the most important trends in the development of the global economy that determine the strategic vector of enhancing the economic security in Russia. It is ascertained that in the conditions of new industrialization, the intellectual core of the high-tech economy sector is formed by convergent technologies (NBICS technologies). The authors offer a methodological approach to the economic assessment of managerial decisions in the context of uncertainty. They also identify methodological principles that must be taken into account in developing a modern methodology for the economic assessment of business decisions. The principles include forming a preferred reality, or the so-called “vision of the future,” the priority of network solutions as the basis for the formation of new markets; mass customization and individualization of demands, principal changes in the profile of competences that ensure competitiveness on the labor market, use of the ideology of inclusive development and impact investment that creates common values. The proposed methodology is based on the optimum combination of traditional methods used for the economic assessment of managerial decisions with the method of real options and reflexive assessments with regard to entropy as a measure of uncertainty.     Targeting the principle implementation in the system of social support

    Purpose: The article aims to identify the actual problems of implementing the principle of targeting in the social protection system in Russia and to develop a set of measures to transform the mechanism of its provision based on a differentiated approach, which implies not only differences in the size of social transfers, but also on various forms of such support. Design/Methodology/Approach: As the basic approaches of the study there were chosen the theory of social investment and the conception of result-based budgeting. The study suggested the development of a more effective financial support system, the substantiation of a differentiated approach to the organization of a social system based on a single method by determining the degree of financial vulnerability of citizens and the development of methodological recommendations on the use of financial instruments to strengthen the targeting of social protection of needy citizens. Findings: The article substantiates that the necessary condition for the transformation of the social protection system to strengthen the social and financial security of needy citizens is the development of a differentiated approach in the provision of social support measures. Practical Implications: The results of the study can be implemented into the management of social protection in order to improve its efficiency and effectiveness by using the targeting of social transfers based on clear criteria of need, the differentiated approach implementation in determining the measures of social support through the use of "map of social support of citizens", expanding the application of social contract technology. Originality/Value: The set of measures proposed in the study will make it possible not only to adjust and direct social support to really needy recipients and to differentiate the volume of the support provided, but also to create conditions for the recipients of targeted protection to self-sufficiency, which, in turn, will contribute to the poverty reduction.peer-reviewe

    The structural factor of regional economic stability in Russia during the coronacrisis period

    Relevance. The coronavirus pandemic has lead to one of the most serious crises in the global economy. The significant disparities between Russian regions influenced the levels of morbidity and their strategies of containing the crisis.Research objective. The aim of this paper is to identify the factors of regional development which, during the pandemic and in the post-pandemic period, affected and will affect the economic stability of Russian regions.Materials and Methods. The research is based on the Rosstat data, industry reviews, materials from analytical and consulting firms, Russian and international research literature. The research methodology is based on the structuralist approach and the provisions of the new structural economics put forward by J. Lin. The methods of comparative, statistical, and structural analysis were also used.Results. The most significant factors in regional economic development are the structure of the economy and the quality of public administration at the national and regional levels. The high-tech sector in the structure of a regional economy plays a pivotal role in ensuring its stability in the times of crisis. The study shows the need for a transition to independent national value chains. It is also necessary to develop a long-term national strategy aimed at stimulating the structural transformation of regional economies.Conclusions. The study has demonstrated the importance of the two key factors in shaping the regions’ responses to the pandemic and the speed of their recovery – the structure of regional economy and the role of the government. These factors should be taken into account by the Strategy of the State Regional Industrial Policy

    Conductivity, weak ferromagnetism and charge instability in αMnS\alpha-MnS single crystal

    The temperature dependence of resistivity, magnetization and electron-spin resonance of the αMnS\alpha- MnS single crystal were measured in temperature range of 5K<T<550K5 K < T < 550 K. Magnetization hysteresis in applied magnetic field up to 0.7 T at T=5K,77K,300KT=5 K, 77 K, 300 K, irreversible temperature behavior of magnetization and resistivity were found . The obtained data were explained in terms of degenerate tight binding model using random phase approximation. The contribution of holes in t2gt_{2g} and ege_g bands of manganese ions to the conductivity, optical absorbtion spectra and charge instability in αMnS\alpha -MnS were studied. Charge susceptibility maxima resulted from the competition of the on-site Coulomb interaction between the holes in different orbitals and small hybridization of sub-bands were calculated at T=160K,250K,475KT=160 K, 250 K, 475 K.Comment: 6 pages, 12 figure

    Collimation and Radiative Deceleration of Jets in TeV AGNs

    We consider some implications of the rapid X-ray and TeV variability observed in M87 and the TeV blazars. We outline a model for jet focusing and demonstrate that modest radiative cooling can lead to recollimation of a relativistic jet in a nozzle having a very small cross-sectional radius. Such a configuration can produce rapid variability at large distances from the central engine and may explain recent observations of the HST-1 knot in M87. Possible applications of this model to TeV blazars are discussed. We also discuss a scenario for the very rapid TeV flares observed with HESS and MAGIC in some blazars, that accommodates the relatively small Doppler factors inferred from radio observations.Comment: 5 pages. The mathematical models of logistic regression and gradient boosting give the best results within the accuracy of 81%.     This article discusses the problem of insufficient provision of specific methodological developments for teaching convex engravings to students of children’s art schools. The goal is to identify the features of convex engraving techniques to determine the methodology for the formation of skills of students. The article provides basic and special exercises that contribute to the effective development of convex engraving techniques by students.The method of work is the study, analysis, generalization of scientific sources and curricula of continuing education on the issue. Also, blocks of exercises for obtaining knowledge, skills in the studied section are conducted.Results of the work: the selection of the content of educational material for the development of convex engraving techniques was completed, blocks of basic and special exercises were developed for the effective assimilation by students of preschool education of the named technique.The scope of the results: the scope of additional art education.The proposed methodology for the formation of skills in the exercise system allows students to master the techniques (exercises) of mixed technology to simplify the process of creating creative work.В данной статье рассматривается проблема недостаточного обеспечения конкретными методическими разработками по обучению выпуклой гравюры учащихся детских художественных школ. Целью является выявление особенностей техники выпуклой гравюры для определения методики формирования умений у обучаемых. В статье приведены базовые и специальные упражнения, способствующие эффективному освоению учащимися техники выпуклой гравюры.Методом проведения работы является изучение, анализ, обобщение научных источников и учебных программ дополнительного образования по рассматриваемой проблеме. Также проводятся блоки упражнений на получение знаний, умений и навыков по изучаемому разделу.Результаты работы: выполнен отбор содержания учебного материала на освоение техники выпуклой гравюры, разработаны блоки базовых и специальных упражнений для эффективного усвоения учащимися дошкольного образования названной техники.Область применения результатов: сфера дополнительного художественного образования.Предлагаемая методика по формированию умений при выполнении системы упражнений позволяет учащимся освоить приемы (упражнения) смешанной техники для упрощения процесса создания творческой работы

    A Review of Computational Approaches to the Microstructure-Informed Mechanical Modelling of Metals Produced by Powder Bed Fusion Additive Manufacturing

    In the rapidly evolving field of additive manufacturing (AM), the predictability of part properties is still challenging due to the inherent multiphysics complexity of the technology. This results in time-consuming and costly experimental guess-and-check approaches for manufacturing each individual design. Through synthesising advancements in the field, this review argues that numerical modelling is instrumental in mitigating these challenges by working in tandem with experimental studies. Unique hierarchical microstructures induced by extreme AM process conditions– including melt pool patterns, grains, cellular–dendritic substructures, and precipitates—affect the final part properties. Therefore, the development of microstructure-informed mechanical models becomes vital. Our review of numerical studies explores various modelling approaches that consider the microstructural features explicitly and offers insights into multiscale stress–strain analysis across diverse materials fabricated by powder bed fusion AM. The literature indicates a growing consensus on the key role of multiscale integrated process–structure–property–performance (PSPP) modelling in capturing the complexity of AM-produced materials. Current models, though increasingly sophisticated, still tend to relate only two elements of the PSPP chain while often focusing on a single scale. This emphasises the need for integrated PSPP approaches validated by a solid experimental base. The PSPP paradigm for AM, while promising as a concept, is still in its infantry, confronting multifaceted challenges that require in-depth, multidisciplinary expertise. These challenges range from accounting for multiphysics phenomena (e.g., advanced laser–material interaction) and their interplay (thermo-mechanical and microstructural evolution for simulating Type II residual stresses), accurately defined assumptions (e.g., flat molten surface during AM or purely epitaxial solidification), and correctly estimated boundary conditions for each element of the PSPP chain up to the need to balance the model’s complexity and detalisation in terms of both multiphysics and discretisation with efficient multitrack and multilayer simulations. Efforts in bridging these gaps would not only improve predictability but also expedite the development and certification of new AM materials
