The author  summarizes  the  results  of research  of the  antibacterial,  antiviral  and  antifungal  properties  of multifunctional  human protein  — lactoferrin,  in order  to determine  the prospects  for its use in the prevention  and  treatment  of infectious  diseases  of children in their first year of life. The mechanisms of anti-infectious effect of this protein with breastfed children have been described. Basic differences between human lactoferrin and cattle lactoferrin have been shown. Biotechnology of obtaining recombinant human lactoferrin from the milk of genetically engineered dairy animals (goat-producers) has been described. According to the studies, both by physical and chemical parameters and biological activity, human lactoferrin, obtained from milk-producing  goats, corresponds to its natural counterpart

Показаны основные различия между лактоферрином человека и лактоферрином крупного рогатого скота. Описана биотехнология получения рекомбинантного лактоферрина человека из молока генно-инженерных молочных животных (коз-продуцентов). Согласно проведенным исследованиям, как по физико-химическим параметрам, так и по биологической активности лактоферрин  человека, выделенный из молока коз-продуцентов, соответствует его природному аналогу

Un-extencion of indicator algebra operations for presentation of performance indicators without full certainty

Зважаючи на сучасні вимоги до методів управління організаційно-виробничою системою необхідний гнучкий та наглядний інструмент представлення ряду показників діяльності, в яких формулюються цілі діяльності підприємства та критерії їх досягнення. Одним з таких інструментів являється алгебра показників з використанням Н-розширення алгебри показників. Обмеженням існуючого Н-розширення алгебри показників є відсутність можливості представлення дискретних множин значень недовизначеного показника. В роботі представлено доповнення для Н-розширення алгебри показників, з новими типами Н-змінних та Н-операцій, що дозволяє представляти як дискретні, так і неперервні множини значень недовизначених показників при моделюванні вимог до діяльності. Розроблене Н-розширення забезпечує представлення як точних, так і недовизначених показників, має уніфікований механізм роботи з показниками, не залежно від їх природи, реалізовує всі операції над показниками з Н-розширення, що визнюачені в алгебрі показників.Given the current requirements for management methods for production systems there is a need for a flexible and intuitive tool for presentation of a series of performance indicators, that formulate goals of the company and the criteria for their achievements. One of such tools is the indicator algebra with a Un-extension of indicator algebra. A significant limitation of the existing Un-extensions of indicator algebra is an inability to represent an indicator with a discrete set of values. In this paper we presented the Un-extensions of indicators, with new types of Un-variables and Un-operations, which can represent both discrete and continuous undetermined sets of values of indicators in the model of performance requirements. The developed Un-extension can represent both accurate and undetermined indicators, has a unified mechanism of working with indicators, regardless of their nature, implements all operations on indicators of Un-extensions that are defined in the indicator algebra

Methodological Fundamentals of Defense Resources Management in the Armed Forces of Ukraine

In the current conditions of state development, when Ukraine's defense planning system adapts to NATO standards, the development of the Armed Forces (AF) of Ukraine should be based on indicators of the required level of defense capabilities of the country, taking into account its economic capabilities to meet defense resources. For Ukraine, the issues of defense management, defense planning based on the principles of program-targeted management and defense resources management are insufficiently studied. The leadership of the Armed Forces of Ukraine and the state as a whole wants to move to defense planning according to NATO standards as soon as possible, namely using the “capability-based planning” method. However, today in Ukraine there is no methodological basis for the management of defense resources, which has negative consequences. Analysis of modern research shows that today the term management of defense resources is actively used, however, in the literature there are many ambiguous interpretations. In addition, it is difficult to find a unified approach to defense resource management. Therefore, it is necessary and urgent to define the term “resource management” and to outline the methodological basis for the management of defense resources in the Armed Forces of Ukraine. The formed methodological bases should give answers to the questions concerning the list, the maintenance and algorithm of realization of methods of management of defense resources, and also to open questions of practical significance of process of management of defense resources. The proposed methodological bases of defense resources management are essentially a set of refined (standard for all levels of the Armed Forces of Ukraine) conceptual and terminological apparatus, developed concept of further development of the defense resources management system and methodological apparatus of military-economic substantiation of the Armed Forces of Ukraine, which is a set of methods. receptions, ways of research of questions of management of defense resources. Further research may be related to the development of practical recommendations for the creation and development of a separate branch of government in the Armed Forces of Ukraine, which is directly responsible for the management of defense resources

Methodical Approach to Determining the Cost of Using the Armed Forces

In the Armed Forces of Ukraine, work continues to improve the efficiency of defense planning and management of defense resources. The algorithm of defense planning for the development of the Armed Forces of Ukraine, step by step, uses the results of the analysis of the experience of the leading countries of the world, which have moved from defense planning based on threats to defense planning, focused on the acquisition by troops (forces) of the capabilities necessary to fulfill the tasks assigned to them. The list of tasks of the Armed Forces of Ukraine is determined on the basis of probable scenarios of their use. One of the key points in the effective planning of the use of the Armed Forces according to the corresponding scenario is a real and reasonable determination of the amount of necessary defense resources (human, logistical, financial). At the present stage of transformation of the defense planning system to NATO standards, as well as the application of the planning method based on capabilities in the General Staff of the Armed Forces of Ukraine, it is necessary to improve the existing methodological approaches to determine the needs for defense resources for the use of the Armed Forces of Ukraine according to certain scenarios of their use. Also, an urgent task today is the need to assess the sufficiency of the real economic and temporary capabilities of the state to ensure the use of the Armed Forces for the scenarios of their use determined by it. The general algorithm for assessing the cost of defense resources for the use of the Armed Forces of Ukraine in conflicts of varying intensity should take into account the economic realities of the development of the country's national economy. In the article, the authors proposed their views on improving the existing approaches to calculating the amount of necessary defense resources, the procedure and content of assessing their cost according to the corresponding scenarios for the use of the Armed Forces in order to further assess the economic capabilities of the state to provide them. The main results of the article are the procedure for assessing the cost of fulfilling the tasks assigned to the Armed Forces of Ukraine and the cost of conducting hostilities of varying intensity, as well as the general algorithm for making calculations

Methods of Assessing the Ability of the National Economy to Ensure A Sufficient Level of State Military Security

Today there are many contradictory views on the possibility of assessing the relationship between indicators of the level of military security of the state and indicators of its resource security, which characterize the state of the national economy, but there is no clear consistent approach to this task. Therefore, the method proposed by the authors in the article is a sequence of actions that should allow assessing the level of military security of the state for a certain planned time or period of its formation based on assessments of the state or level of security of various resources and their components. Based on the results of the received practical calculations, practical recommendations and proposals are formed, which will be taken into account for the next planning period of formation of the required level of military security of the state, taking into account assessments of the national economy's ability to provide this level. The methodology is intended for use by specialists of defense planning at the strategic level during medium-term and long-term defense planning, as well as specialists in the economic sphere, who are involved in determining and forecasting the level of military and economic security of the state. Based on the results of using the methodology, it is planned to reasonably determine or clarify the indicators of the required level of development of the national economy in the direction of resource provision of military security of the state at the planned time (period) of assessment during medium and long-term defense planning; to assess the levels of resource capacity of the national economy at a given time of assessment and planning period; reasonably, effectively adjust the indicators of the level of military security of the state and resource security for the components of the national economy for a certain period of time (period); determine the sensitivity of the obtained estimates to possible changes in the input data and characterize the stability of decisions based on the obtained estimates

Modern Features of Formation and Development of the Resource Management System in the Armed Forces of Ukraine

Given the constant dynamics of the state of development of the national economy of the state, the influence of external and internal factors on the development of the Armed Forces of Ukraine, meeting the needs of their development in resources should be based on the principles of effective use and management of defense resources, both at the stage of formation of defense planning documents and during their direct execution. The adaptation of the military planning system in modern conditions of state development, as well as the development and reform of the Armed Forces of Ukraine, should be based on indicators of the required level of the country's defense capability, taking into account the economic capabilities of the state to meet the needs for defensive resources. In the article, the authors clarified the concept of defensive resources, defined the concept of managing defense resources, and also defined the subjects and objects of managing defense resources at the level of the state and the Armed Forces of Ukraine; the external and internal context of the management of defense resources on a national scale was formed, as well as the structure of the main processes and interaction between the elements of the defense resource management system in the Armed Forces of Ukraine; clarified the vertical of units involved in the processes of managing defense resources in the Armed Forces of Ukraine; the main tasks of the objects of management of defense resources in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine have been determined, and the basic principles of this process have been formed at the level of the state and the Armed Forces of Ukraine. Also, the authors in the article have identified the main indicators characterizing the efficiency of resource management in the formation and implementation of activities of programs and plans for the development of the capabilities of the Armed Forces of Ukraine. The main direction of further research on the topic of the article is the development of theoretical or methodological foundations for effective management of defense resources both at the level of the Armed Forces of Ukraine and at the state level
