The North American Free Trade Agreemet and United States Employment.
The North American Free Trade Agreement (NAFTA) will create new opportunities for United States firms and workers while simultaneously protecting United States workers over a 15-year timeframe. The benefits of NAFTA include eliminating conditions that currently encourage or require United States firms to invest south of the border, establishing free trade in services, and eliminating non-tariff barriers which impede United States merchandise exports to Mexico. Furthermore, NAFTA would provide an improved and expanded regional trade and investment base resulting in a boost to the global competitiveness of US products. NAFTA would also increase trade liberalization with Mexico and maintain Mexico as a premier growth market for US exports and maintain the jobs those exports support. As NAFTA’s provisions are introduced, the provisions will be slowly phased in to protect US industries and workers. This will include tariff phase-outs, the NAFTA rules of origin, and a government to government dispute settlement procedure. Critics of NAFTA argue United States firms will move to Mexico due to weak labor and environmental standards. This belief, however, is a misconception. Standards in Mexico do not differ significantly from those in the United States and cooperative bilateral efforts on labor and environmental matters are occurring simultaneously to the NAFTA negotiations. The elimination of Mexico’s tariff and non-tariff barriers, Mexico’s local content, and export performance requirements, will eliminate motivation for United States manufacturers to move to Mexico. Nonetheless, international trade is necessary for the US economy and the US should engage in continental free trade through NAFTA
Optical/IR from ground
Optical/infrared (O/IR) astronomy in the 1990's is reviewed. The following subject areas are included: research environment; science opportunities; technical development of the 1980's and opportunities for the 1990's; and ground-based O/IR astronomy outside the U.S. Recommendations are presented for: (1) large scale programs (Priority 1: a coordinated program for large O/IR telescopes); (2) medium scale programs (Priority 1: a coordinated program for high angular resolution; Priority 2: a new generation of 4-m class telescopes); (3) small scale programs (Priority 1: near-IR and optical all-sky surveys; Priority 2: a National Astrometric Facility); and (4) infrastructure issues (develop, purchase, and distribute optical CCDs and infrared arrays; a program to support large optics technology; a new generation of large filled aperture telescopes; a program to archive and disseminate astronomical databases; and a program for training new instrumentalists
Are AGN Broad Emission Lines Formed by Discrete Clouds? --- Analysis of Keck High Resolution Spectroscopy of NGC 4151
We search for a direct signature of discrete ''clouds'' in the broad line
region (BLR) of the Seyfert galaxy NGC 4151. For this purpose we apply cross
correlation (CC) analysis to a high resolution KECK spectrum of the galaxy. No
such signature is found in the data. In order for cloud models to be compatible
with this result, there must be at least emitting clouds in
the BLR, where the limit is based on simulation of a homogeneous cloud
population. More realistic distributions increase the lower limit to above
. These numbers are an order of magnitude improvement on our previous
limit from Mrk 335, where the improvement comes from higher S/N, broader lines,
and refined simulations. Combined with the predicted upper limit for the number
of emitting clouds in NGC 4151 (), the derived lower limit puts a
strong constraint on the cloud scenario in the BLR of this object. Similar
constraints can be paled on models where the emission originates in streams and
sheets. Thus, this investigation suggests that the BELs in NGC 4151, and by
extension in all AGNs, are not made of an ensemble of discrete independent

G55.0+0.3: A Highly Evolved Supernova Remnant
Multi-frequency analysis has revealed the presence of a new supernova
remnant, G55.0+0.3, in the Galactic plane. A kinematic distance of 14 kpc has
been measured from HI spectral line data. The faint, clumpy half-shell is
non-thermal and has a physical radius of 70 pc. Using an evolutionary model,
the age of the remnant is estimated to be on the order of one million years,
which exceeds conventional limits by a factor of five. The remnant may be
associated with the nearby pulsar J1932+2020, which has a spin-down age of 1.1
million years. This work implies that the radiative lifetimes of remnants could

Protocol for the Foot in Juvenile Idiopathic Arthritis trial (FiJIA): a randomised controlled trial of an integrated foot care programme for foot problems in JIA
<b>Background</b>:
Foot and ankle problems are a common but relatively neglected manifestation of juvenile idiopathic arthritis. Studies of medical and non-medical interventions have shown that clinical outcome measures can be improved. However existing data has been drawn from small non-randomised clinical studies of single interventions that appear to under-represent the adult population suffering from juvenile idiopathic arthritis. To date, no evidence of combined therapies or integrated care for juvenile idiopathic arthritis patients with foot and ankle problems exists.
<b>Methods/design</b>:
An exploratory phase II non-pharmacological randomised controlled trial where patients including young children, adolescents and adults with juvenile idiopathic arthritis and associated foot/ankle problems will be randomised to receive integrated podiatric care via a new foot care programme, or to receive standard podiatry care. Sixty patients (30 in each arm) including children, adolescents and adults diagnosed with juvenile idiopathic arthritis who satisfy the inclusion and exclusion criteria will be recruited from 2 outpatient centres of paediatric and adult rheumatology respectively. Participants will be randomised by process of minimisation using the Minim software package. The primary outcome measure is the foot related impairment measured by the Juvenile Arthritis Disability Index questionnaire's impairment domain at 6 and 12 months, with secondary outcomes including disease activity score, foot deformity score, active/limited foot joint counts, spatio-temporal and plantar-pressure gait parameters, health related quality of life and semi-quantitative ultrasonography score for inflammatory foot lesions. The new foot care programme will comprise rapid assessment and investigation, targeted treatment, with detailed outcome assessment and follow-up at minimum intervals of 3 months. Data will be collected at baseline, 6 months and 12 months from baseline. Intention to treat data analysis will be conducted.
A full health economic evaluation will be conducted alongside the trial and will evaluate the cost effectiveness of the intervention. This will consider the cost per improvement in Juvenile Arthritis Disability Index, and cost per quality adjusted life year gained. In addition, a discrete choice experiment will elicit willingness to pay values and a cost benefit analysis will also be undertaken

Cybersecurity through Real-Time Distributed Control Systems
Critical infrastructure sites and facilities are becoming increasingly dependent on interconnected physical and cyber-based real-time distributed control systems (RTDCSs). A mounting cybersecurity threat results from the nature of these ubiquitous and sometimes unrestrained communications interconnections. Much work is under way in numerous organizations to characterize the cyber threat, determine means to minimize risk, and develop mitigation strategies to address potential consequences. While it seems natural that a simple application of cyber-protection methods derived from corporate business information technology (IT) domain would lead to an acceptable solution, the reality is that the characteristics of RTDCSs make many of those methods inadequate and unsatisfactory or even harmful. A solution lies in developing a defense-in-depth approach that ranges from protection at communications interconnect levels ultimately to the control system s functional characteristics that are designed to maintain control in the face of malicious intrusion.
