    Financial and credit mechanism for attraction of real investments in a system of money flows regulation

    Optimization of funding sources of real investments is a key stage in development and successful functioning of enterprises' investment activity. Currently big attention is drawn to questions of state and private partnership during development of investment projects, as well as to possible prospects of development of state and private interaction forms in investment sphere, and concessions particularly. Improvement of forms of interaction between state and corporate sector of economy in the sphere of real investments and as a part of development of specific priority investment programs requiring considerable investments has a strategic federal and regional value. Thus, it is important to understand role and benefit of each participant of the investment market, to define clear statutory, legislative and contractual base, and to swiftly analyze financial efficiency of real investments at all stages of realization. In modern conditions, stable development of economy of any country depends on condition of investment process. Need to integrate finance capital and to promote investment activity is obvious in new management conditions of market relations development. The main condition of successful investment activity at each stage is a choice of effective and correct finance and credit mechanism as a tool of real investments financing. Prior to suggest modern tools of such financing, it is necessary to analyze theoretically proved program and targeted method of real investments financing within the state and private partnership, in order to improve previously examined methodology. © 2015, Mediterranean Center of Social and Educational Research.     Mechanisms for freezing terrorist assets and their using within the operational-search activity

    One of the areas of focus of counterterrorism efforts is eliminating the financial capabilities of terrorism. It is performed using different mechanisms which include tools of freezing property used for acts of a terrorist nature or their financing. The results of the application of the above-mentioned mechanisms allow making a supposition of the lack of efficacy of their use. As can be seen from the above, a need for scientific studies of problems related to using tools of freezing terrorists’ assets arises in order to increase its efficiency. The purpose of this study is to identify problems arising in the field of using tools of freezing property belonging to persons involved in acts of a terrorist nature. The empirical foundation of the study was the information concerning the activity progress in the area of combating the financing of terrorism, as well as the legal instruments that regulate this work. As part of the study, the methods of theoretical modeling, analysis and synthesis of principles of law and legal interpretation were applied. The study performed allowed coming to some results not previously presented in the scientific literature. Thus, the authors drafted proposals of affording a legal opportunity for all authorities authorized to perform operational-search activity, of submitting in a proactive manner at the Rosfinmonitoring (the Federal Financial Monitoring Service of the Russian Federation) the documents containing foundations for the insertion in the List of Individuals and Groups, in respect of which there is information about their involvement in extremist activities or terrorism, as well as of introducing changes in Art. 11 of the Federal Law “Concerning operational-search activity”, which allow using the results of operational-search activity for making decisions on freezing assets belonging to persons involved in acts of a terrorist nature or its financing

    192 patients with chronic opisthorchosis pancreatitis (117 women (60,9%) and 75 men (39,1%) being under observation in Tomsk regional hepatologic center from 1970 till 2000) have been included in the protocol of retrospective cohort study. 36 patients (18,8%) have had a chronic pseudotumor-like pancreatitis. 133 patients (69,9%) have been diagnosed a chronic painful pancreatitis, 23 patients (12,0%) have been diagnosed a pancreatic cyst. Three basic forms of the chronic opisthorchosis pancreatitis have been suggested: a chronic painful pancreatitis, a chronic pseudotumor-like pancreatitis and a pancreatic cyst.В протокол ретроспективного когортного исследования вошли 192 пациента (117 (60,9%) женщин и 75 (39,1%) мужчин) с хроническим описторхозным панкреатитом, наблюдавшихся с 1970 по 2000 г. в Томском зональном гепатологическом центре. Хроническим псевдотуморозным панкреатитом страдали 36 пациентов (18,8%). У 133 (69,3%) пациентов был диагностирован хронический болевой панкреатит, кисты поджелудочной железы — у 23 (12,0%) больных. На основании патоморфологических и клинических особенностей предложено выделить три основные формы хронического описторхозного панкреатита: хронический болевой панкреатит, хронический псевдотуморозный панкреатит, кисты поджелудочной железы

    Molecular genetic characteristics of the ovarian tumors can provide much quicker information about treatment effectiveness. The paper was aimed to study the frequency of BRCA1 5382insC mutation among ovarian cancer patients living in Siberia (the Tomsk region) and to detect the main clinical morphological and immunohistochemical characteristics of this disease. It was found that the frequency of BRCA1 5382insC mutation among ovarian cancer patients in the Tomsk region was 9.19 %. The partial response to platinum-based chemotherapy was observed in 75 % of ovarian cancer patients having BRCA1 5382insC mutation. Optimal cytoreduction is a significant predictor of the treatment effectiveness of hereditary ovarian cancer associated with BRCA1 5382insC mutation.Молекулярно-генетические особенности опухоли у больных раком яичников определяют особенности клинического течения и эффективность лечения. Цель работы – изучить частоту мутации BRCA1 5382insC у больных раком яичников в Сибирском регионе на примере Томской области и выявить основные клинико-морфологические и иммуногистохимические особенности заболевания. Показано, что частота выявления мутации BRCA1 5382insC среди больных РЯ Томской области не отличается от средних показа- телей по РФ и составляет 9,19 %. Ответ на платиносодержащие режимы химиотерапии в виде частичной регрессии отмечается у 75 % больных РЯ с мутацией BRCA1 5382insC. Оптимальность выполнения циторедукции является значимым фактором прогноза эффективности лечения наследственного РЯ, ассоциированного с мутацией BRCA1 5382insC

    Bioluminescent Bioassays Based on Luminous Bacteria

    Bioluminescent analysis is one of the most promising express methods for biologically monitoring the environment because the luminescent system is highly sensitive to even micro quantities of pollutants. Bioassays based on luminous bacteria give an integral estimation of toxicity and frequently surpass other known bioassays in speed, accuracy, sensitivity and simplicity. The enzymes of bacterial luminescent system are also used in developing highly sensitive analytical methods for practical purposes. This paper considers the main features of bacterial bioluminescence and isolated luminescent system, and also the applications of bioluminescence. One part reviews the investigations on the influence of different chemical substances on bacterial luminescence, development and using of bioluminescent bioassays, in particular some of them, in environmental monitoring of several regions in Russia. Luminous bacteria strains from the Culture Collection of Institute of Biophysics SB RAS (CCIBSO 836) are successfully used to produce new or improved bioassays based on lyophilized bacteria bearing the lux gene. Such bioassays are suitable for biotesting of water, air, soil, and the chemical substances used in everyday life. The «know-how» of kits for bioluminescent analysis and bioassays based on lyophilized natural luminous bacteria P.phosphoreum and recombinant Е.соli strain with cloned lux genes is developed. The bioluminescent assay has certificate and is recommended as an additional method of ecological monitoring in parallel with the other bioassays. The sensitivity of the bioassays developed in the IBP SB RAS is comparable to that of the foreign analogues Microtox©TM, ToxAlert©TM, etc.Биолюминесцентный анализ является одним из наиболее перспективных экспрессных методов биологического мониторинга окружающей среды, поскольку люминесцентная система отличается высокой чувствительностью к микроколичествам загрязняющих веществ. Биотесты на основе светящихся бактерий дают интегральную оценку токсичности и часто превосходят другие известные биотесты в скорости, точности, чувствительности и простоте использования. Ферменты бактериальной люминесцентной системы также используются в разработке высокочувствительных аналитических методов для практических целей. В статье рассматриваются основные особенности бактериальной биолюминесценции как на уровне клетки, так и выделенных ферментов люминесцентной системы, а также применение биолюминесценции в различных сферах. Одна из частей статьи представляет собой обзор исследований о влиянии различных химических веществ на бактериальную люминесценцию, развитие и использование биолюминесцентных биотестов, в частности, даны некоторые примеры их использования в области экологического мониторинга в ряде регионов России. Светящиеся штаммы бактерий из Коллекции Культур Института биофизики СО РАН (CCIBSO 836) успешно применяются для создания новых или усовершенствованных биотестов на основе лиофилизированных бактерий, несущих lux гены. Такие биотесты находят применение для анализа загрязнения воды, воздуха, почвы. В изготовлении наборов реагентов для биолюминесцентного анализа из ферментов люминесцентной реакции и биолюминесцентных биотестов на основе природных лиофилизированных светящихся бактерий P.phosphoreum и рекомбинантного штамма Е.соli с клонированными lux генами используются авторские «ноу- хау». На биолюминесцентный биотест получен сертификат, и этот тест рекомендован в качестве дополнительного метода экологического мониторинга параллельно с другими биотестами. Чувствительность биотестов, разработанных в ИБФ СО РАН сопоставима с зарубежными аналогами Microtox©TM, ToxAlert©TM и т.д

    Behaviorally oriented nutrition education and children’s healthy eating choices

Fruit and vegetable consumption contributes to prevention of several chronic diseases, but many children do not meet dietary guidelines for fruit and vegetable intake. In this study, two versions of a theoretically informed, behaviorally oriented nutrition education program were evaluated. Methods: This study used a quasi-experimental design, conducted at a summer camp in northwestern Russia. Data were collected on boys and girls (n=40), aged 8-12y (mean=10.4; SD= 1.0) with mean BMI percentile of 56.7 (SD=26.7), assigned to receive 15 sessions of enhanced nutrition education with skill-training (intervention) or classic nutrition education (comparison); both nutrition education programs were based on Social Cognitive Theory. For the intervention condition, an additional skill-training component included healthy snack preparation activities and games. Data were obtained through previously published questionnaire items and from a menu for snack selection. Independent and paired t-tests were performed to assess differences between groups and across time, respectively. Alpha was set at p < 0.05. Results: Both groups showed statistically significant differences from baseline to post-intervention in nutrition knowledge (p0.05), attitudes, self-efficacy, or behavior (snack selection). Conclusion: In this study nutrition education, with or without skill training, was associated with improved knowledge, attitudes, and behavior in a Russian camp setting. Therefore, future research should examine the long-term sustainability within different school-aged children’s environments

    FIELD EXPERIENCE REPORT: NUTRITION EDUCATION FOR CHILD BASKETBALL TEAMS

RosenkranzKansas State University was founded as a land-grant institution, and still holds to its mission to bring research to the community, and to disseminate and apply knowledge. For my field experience part of the MPH Nutrition program, I completed one hundred and eighty hours working with the Riley County Research and Extension office at 110 Courthouse Plaza, that is supported by Kansas State University. Required hours were completed between January 15, 2015 and March 12, 2015. In order to help the community to become a better place to live and work, the K-State Research and Extension office (Kansas Agricultural Experiment Station and Cooperative Extension Service) states that its goal is to assist the population technically and to provide evidence-based programs to the community. To fulfil this mission and provide resources and materials on agriculture, economics, family science and youth development as well as leadership and business to the community, the office partners with College of Agriculture, College of Arts and Sciences, College of Engineering, College of Human Ecology, and College of Veterinary Medicine. The structure of K-State Research and Extension office is shown in Figure 5-1. The Cooperative Extension was founded in 1914, and programs for the county were funded through government sources and land-grant university support (Kansas State University for Riley County). The Riley County Research and Extension office is run by the county extension director who works with extension agents, receptionist and assistants; extension agents work mostly in fields of family and consumer sciences, 4-H program, horticulture and agriculture (Riley County, 2014). Riley County Extension is an active participant of the Flint Hills Wellness Coalition, and is currently focusing on increasing access to healthier foods (vending, concessions) and creating a tobacco-free community (Riley County, 2014). Virginia (Ginny) Barnard was my supervisor for the field experience program. Ginny got her graduate degree in Public Health from Kansas State University and currently works as the Family and Consumer Sciences Agent for Riley County. Ginny is involved with numerous projects/programs for the Research and Extension Office regarding nutrition, food safety, healthy lifestyles and overall well-being. From January to March, 2015 I was involved in several projects that Ginny was in charge of, that fit my interests, skills and education. As a part of my field experience I had two big projects and several minor projects that required my participation. One of the programs I was involved in was nutrition education for school-aged children playing basketball through Parks and Rec program. Another important part of the field experience was the DIET FREE program (nutrition education and wellness for adults). I was also attending yoga sessions for elementary school kids with Ginny, and participating and leading one of the lunch series lectures at the City Hall in Manhattan, KS

    Dynamics of demand in the labor market in the southern regions of Russia during the COVID-19 pandemic

    The events taking place in 2020 in the world in general and in Russia in particular have dramatically shaken up all spheres of public life. The quarantine measures have significantly blocked the channels of business interaction and enabled a pause mode in a wide range of economic processes. The state of the labor market during the crisis period is a defining indicator that demonstrates the strategies of employers and employees. This article studies the dynamics of a key indicator of the labor market — the demand for labor in the southern regions of Russia. The author aims to analyze the dynamics of labor market demand in a number of cities in southern regions of Russia in the key periods of spring 2020 events associated with the COVID-19 pandemic. The analysis covers six cities of southern Russia, located in different regions and significantly different specific structure of the economic sphere. The indicators of the southern regions as a whole were considered separately, which allowed to diagnose their condition and draw conclusions about ther particular “painful” dependencies. The labor market of the southern Russian cities is characterized by stable seasonality structures and highly specialized orientation in a number of territories. These private characteristics have a direct impact on complex economic indicators. The eployment of quarantine measures on the eve of the holiday season and preventive saturation with epidemiological security measures of the tourist business in the country threatened to turn into an economic disaster for a number of territories. The novelty of this topic lies in the fact that the forced lockdown had an external character and it highlighted a significant dependence of economic actions of business on the decisions of the authorities. The new conditions of destabilization were a test of stability of organizational links of different spheres of public life. An essential factor that destabilized the behavior of key labor market participants was the mass media, which spread false or unverified information. The author draws a conclusion about the characteristic avalanche-like declines and rises in demand in the labor market of the southern regions and about the uneven distribution of reactions in different cities with similar geographical locations.</jats:p
