Selective Screening of Rail Passengers, MTI 06-07
The threat of another major terrorist attack in the United States remains high, with the greatest danger coming from local extremists inspired by events in the Middle East. Although the United States removed the Taliban government and destroyed al Qaedaâs training camps in Afghanistan, events in Europe and elsewhere have shown that the terrorist network leadership remains determined to carry out further attacks and is capable of doing so. Therefore, the United States must systematically conduct research on terrorist strikes against transportation targets to distill lessons learned and determine the best practices for deterrence, response, and recovery. Those best practices must be taught to transportation and security professionals to provide secureĂ surface transportation for the nation. Studying recent incidents in Europe and Asia, along with other research, will help leaders in the United States learn valuable lessonsâfrom preventing attacks, to response and recovery, to addressing the psychological impacts of attacks to business continuity. Timely distillations of the lessons learned and best practices developed in other countries, once distributed to law enforcement, first responders, and rail- and subway-operating transit agencies, could result in the saving of American lives. This monograph focuses on the terrorist risks confronting public transportation in the United Statesâespecially urban mass transitâand explores how different forms of passenger screening, and in particular, selective screening, can best be implemented to reduce those risks

The purpose of the workshop was to bring together the Mars Surface and Atmosphere Through Time (MSATT) Community and interested researchers to begin to explore the interdisciplinary nature of, and to determine the relationships between, various aspects of Mars science that involve the geological and chemical evolution of its surface, the structure and dynamics of its atmosphere, interactions between the surface and atmosphere, and the present and past states of its volatile endowment and climate system
A circumpolar perspective on fluvial sediment flux to the Arctic ocean
Quantification of sediment fluxes from rivers is fundamental to understanding landâocean linkages in the Arctic. Numerous publications have focused on this subject over the past century, yet assessments of temporal trends are scarce and consensus on contemporary fluxes is lacking. Published estimates vary widely, but often provide little accessory information needed to interpret the differences. We present a panâarctic synthesis of sediment flux from 19 arctic rivers, primarily focusing on contributions from the eight largest ones. For this synthesis, historical records and recent unpublished data were compiled from Russian, Canadian, and United States sources. Evaluation of these data revealed no longâterm trends in sediment flux, but did show stepwise changes in the historical records of two of the rivers. In some cases, old values that do not reflect contemporary fluxes are still being reported, while in other cases, typographical errors have been propagated into the recent literature. Most of the discrepancy among published estimates, however, can be explained by differences in years of records examined and gauging stations used. Variations in sediment flux from year to year in arctic rivers are large, so estimates based on relatively few years can differ substantially. To determine best contemporary estimates of sediment flux for the eight largest arctic rivers, we used a combination of newly available data, historical records, and literature values. These estimates contribute to our understanding of carbon, nutrient, and contaminant transport to the Arctic Ocean and provide a baseline for detecting future anthropogenic or natural change in the Arctic
Supplement to MTI Study on Selective Passenger Screening in the Mass Transit Rail Environment, MTI Report 09-05
This supplement updates and adds to MTIs 2007 report on Selective Screening of Rail Passengers (Jenkins and Butterworth MTI 07-06: Selective Screening of Rail Passengers). The report reviews current screening programs implemented (or planned) by nine transit agencies, identifying best practices. The authors also discuss why three other transit agencies decided not to implement passenger screening at this time. The supplement reconfirms earlier conclusions that selective screening is a viable security option, but that effective screening must be based on clear policies and carefully managed to avoid perceptions of racial or ethnic profiling, and that screening must have public support. The supplement also addresses new developments, such as vapor-wake detection canines, continuing challenges, and areas of debate. Building a Grad Nation: Progress and Challenge in Ending the High School Dropout Epidemic
This fourth annual update on America's high school dropout crisis shows that for the first time the nation is on track to meet the goal of a 90 percent high school graduation rate by the Class of 2020 -- if the pace of improvement from 2006 to 2010 is sustained over the next 10 years. The greatest gains have occurred for the students of color and low-income students most affected by the dropout crisis. Many schools, districts and states are making significant gains in boosting high school graduation rates and putting more students on a path to college and a successful career. This progress is often the result of having better data, an understanding of why and where students drop out, a heightened awareness of the consequences to individuals and the economy, a greater understanding of effective reforms and interventions, and real-world examples of progress and collaboration. These factors have contributed to a wider understanding that the dropout crisis is solvable.While progress is encouraging, a deeper look at the data reveals that gains in graduation rates and declines in dropout factory high schools occurred unevenly across states and subgroups of students (e.g. economically disadvantaged, African American, Hispanic, students with disabilities, and students with limited English proficiency). As a result, large "graduation gaps" remain in many states among students of different races, ethnicities, family incomes, disabilities and limited English proficiencies. To repeat the growth in graduation rates in the next ten years experienced in the second half of the last decade, and to ensure progress for all students, the nation must turn its attention to closing the graduation gap by accelerating progress for student subgroups most affected by the dropout crisis.This report outlines the progress made and the challenges that remain. Part 1: The Data analyzes the latest graduation rates and "dropout factory" trends at the state and national levels. Part 2: Progress and Challenge provides an update on the nation's shared efforts to implement the Civic Marshall Plan to reach the goal of at least a 90 percent high school graduation rate for the Class of 2020 and all classes that follow. Part 3: Paths Forward offers recommendations on how to accelerate our work and achieve our goals, with all students prepared for college and career. The report also offers "snapshots" within schools, communities, and organizations from Orlando to Oakland that are making substantial gains in boosting high school graduation rates
CLIMATE CHANGE IMPACTS ON US AGRICULTURE
There is general consensus in the scientific literature that human-induced climate change has taken place and will continue to do so over the next century. The Fourth Assessment Report (AR4) of the Intergovernmental Panel on Climate Change concludes with âvery high confidenceâ that anthropogenic activities such as fossil fuel burning and deforestation have affected the global climate. The AR4 also indicates that global average temperatures are expected to increase by another 1.1°C to 5.4°C by 2100, depending on the increase in atmospheric concentrations of greenhouse gases that takes place during this time. Increasing atmospheric carbon dioxide levels, temperature increases, altered precipitation patterns and other factors influenced by climate have already begun to impact U.S. agriculture. Climate change will continue to have significant effects on U.S. agriculture, water resources, land resources, and biodiversity in the future as temperature extremes begin exceeding thresholds that harm crop growth more frequently and precipitation and runoff patterns continue to change. In this study, we provide an assessment of the potential long-term implications of climate change on landowner decisions regarding land use, crop mix, and production practices in the U.S., combining a crop process model (Environmental Policy Integrated Climate model) and an economic model of the U.S. forestry and agricultural sector (Forest and Agricultural Sector Optimization Model). High turnover in electro-oxidation of alcohols and ethers with a glassy carbon-supported phenanthroimidazole mediator.
Glassy carbon electrodes covalently modified with a phenanthroimidazole mediator promote electrochemical alcohol and ether oxidation: three orders of magnitude increase in TON, to âŒ15â000 in each case, was observed compared with homogeneous mediated reactions. We propose the deactivation pathways in homogeneous solution are prevented by the immobilization: modified electrode reversibility is increased for a one-electron oxidation reaction. The modified electrodes were used to catalytically oxidize p-anisyl alcohol and 1-((benzyloxy)methyl)-4-methoxybenzene, selectively, to the corresponding benzaldehyde and benzyl ester, respectively
Potential Terrorist Uses of Highway-Borne Hazardous Materials, MTI Report 09-03
The Department of Homeland Security (DHS) has requested that the Mineta Transportation Institutes National Transportation Security Center of Excellence (MTI NTSCOE) provide any research it has or insights it can provide on the security risks created by the highway transportation of hazardous materials. This request was submitted to MTI/NSTC as a National Transportation Security Center of Excellence. In response, MTI/NTSC reviewed and revised research performed in 2007 and 2008 and assembled a small team of terrorism and emergency-response experts, led by Center Director Brian Michael Jenkins, to report on the risks of terrorists using highway shipments of flammable liquids (e.g., gasoline tankers) to cause casualties anywhere, and ways to reduce those risks. This report has been provided to DHS. The teams first focus was on surface transportation targets, including highway infrastructure, and also public transportation stations. As a full understanding of these materials, and their use against various targets became revealed, the team shifted with urgency to the far more plentiful targets outside of surface transportation where people gather and can be killed or injured. However, the team is concerned to return to the top of the use of these materials against public transit stations and recommends it as a separate subject for urgent research
