    Electronic Records and Signatures under the Federal E-Sign Legislation and the UETA

    Federal legislation establishing legal parity between electronic records and signatures and their paper and ink counterparts was signed into law June 30, 2000, and became effective, at least for most purposes, on October 1. The Electronic Signatures in Global and National Commerce Act (E-SIGN or the Act) effectively sweeps away a myriad of anachronistic and inconsistent state and federal requirements for paper and ink documents and signatures. In so doing, E-SIGN eliminates many of the legal uncertainties that have surrounded the use of electronic media in commerce and should enable businesses and consumers alike to more fully realize the cost savings possible through all-electronic transactions. If E-SIGN eliminates old uncertainties, however, it also creates new ones. These arise principally with respect to interpreting and applying: (i) E-SIGN\u27s unusual preemption provisions, which allow qualifying state laws to modify, limit or supersede the principal provisions of E-SIGN; (ii) E-SIGN\u27s extensive consumer consent provisions; and (iii) E-SIGN\u27s provisions allowing federal and state agencies to interpret the Act, particularly in the context of the regulators\u27 own existing and proposed rules on the use of electronic records and signatures. This Article will explore those issues as part of a discussion of E-SIGN\u27s substantive provisions and requirements and their relationship to comparable provisions in the Uniform Electronic Transactions Act (UETA)

    DOPPLER MONITORING OF THE WASP-47 MULTIPLANET SYSTEM

    We present precise Doppler observations of WASP-47, a transiting planetary system featuring a hot Jupiter with both inner and outer planetary companions. This system has an unusual architecture and also provides a rare opportunity to measure planet masses in two different ways: the Doppler method, and the analysis of transit-timing variations (TTV). Based on the new Doppler data, obtained with the Planet Finder Spectrograph on the Magellan/Clay 6.5 m telescope, the mass of the hot Jupiter is 370 ± 29[subscript ⊕]. This is consistent with the previous Doppler determination as well as the TTV determination. For the inner planet WASP-47e, the Doppler data lead to a mass of 12.2 ± 3.7[subscript ⊕], in agreement with the TTV-based upper limit of <22 M[subscript ⊕] (95% confidence). For the outer planet WASP-47d, the Doppler mass constraint of 10.4 ± 8.4[subscript ⊕] is consistent with the TTV-based measurement of $15.2[+6.7 over -7.6] M[subscript ⊕].United States.     Genetic Variation in Concentration of the 33-mer Protein Subcomponent in Wheat

    Celiac Disease is a hypersensitive response to gluten caused by HLA-DQ2 or HLA-DQ8 T-cell presentation, initiating destruction of intestinal epithelial cells. Currently, the only remedy for those suffering from celiac disease is elimination of all gluten from the diet. Studies indicate that an indigestible fragment of the gluten molecule, alpha-gliadin subcomponent 33-mer, rich in proline and glutamine, is responsible for the hypersensitivity response. Determination of 33-mer concentration in wheat lines could be beneficial to future development of wheat lines with reduced 33-mer concentration. Protein from wheat flour was extracted and subjected to ELISA techniques in order to quantify the concentration of 33-mer. A technique that quantifies the concentration of 33-mer is a necessary first step for future research efforts focused on identification and development of wheat lines with reduced concentrations of 33-mer. It is possible that wheat with reduced 33-mer may be suitable for consumption by individuals with celiac disease

    Methylation of Wnt7a Is Modulated by DNMT1 and Cigarette Smoke Condensate in Non-Small Cell Lung Cancer

    Wnt7a is known to be a tumor suppressor that is lost in NSCLC, but no mechanism of loss has been established. Methylation of promoter regions has been established as a common mechanism of loss of tumor suppressor expression in NSCLC. We previously demonstrated that loss of Wnt7a in non-transformed lung epithelial cell lines led to increased cell growth, altered 3-D culture growth, and increased migration. The Wnt7a promoter has a higher percentage of methylation in NSCLC tumor tissue compared to matched normal lung tissue and methylation of the promoter region leads to decreased activity. We treated H157 and H1299 NSCLC cell lines with 5-Aza-2′-deoxycytidine and detected loss of Wnt7a promoter methylation, increased Wnt7a expression, and increased activity of the Wnt7a lung signaling pathway. When DNMT1 expression was knocked down by shRNA, expression of Wnt7a increased and methylation decreased. Together these data suggest that in NSCLC, Wnt7a is lost by methylation in a subset of tumors and that this methylation is maintained by DNMT1. Restoration of Wnt7a expression through demethylation could be an important therapeutic approach in the treatment of NSCLC

    KELT-7b: A hot Jupiter transiting a bright V=8.54 rapidly rotating F-star

    We report the discovery of KELT-7b, a transiting hot Jupiter with a mass of 1.28±0.181.28 \pm 0.18 MJ, radius of 1.530.047+0.0461.53_{-0.047}^{+0.046} RJ, and an orbital period of 2.7347749±0.00000392.7347749 \pm 0.0000039 days. The bright host star (HD33643; KELT-7) is an F-star with V=8.54V=8.54, Teff =678949+50=6789_{-49}^{+50} K, [Fe/H] =0.1390.081+0.075=0.139_{-0.081}^{+0.075}, and logg=4.149±0.019\log{g}=4.149 \pm 0.019. It has a mass of 1.5350.054+0.0661.535_{-0.054}^{+0.066} Msun, a radius of 1.7320.045+0.0431.732_{-0.045}^{+0.043} Rsun, and is the fifth most massive, fifth hottest, and the ninth brightest star known to host a transiting planet. It is also the brightest star around which KELT has discovered a transiting planet. Thus, KELT-7b is an ideal target for detailed characterization given its relatively low surface gravity, high equilibrium temperature, and bright host star. The rapid rotation of the star (73±0.573 \pm 0.5 km/s) results in a Rossiter-McLaughlin effect with an unusually large amplitude of several hundred m/s. We find that the orbit normal of the planet is likely to be well-aligned with the stellar spin axis, with a projected spin-orbit alignment of λ=9.7±5.2\lambda=9.7 \pm 5.2 degrees. This is currently the second most rapidly rotating star to have a reflex signal (and thus mass determination) due to a planetary companion measured.Comment: Accepted to The Astronomical Journa

    Kepler-16: A Transiting Circumbinary Planet

    We report the detection of a planet whose orbit surrounds a pair of low-mass stars. Data from the Kepler spacecraft reveal transits of the planet across both stars, in addition to the mutual eclipses of the stars, giving precise constraints on the absolute dimensions of all three bodies. The planet is comparable to Saturn in mass and size, and is on a nearly circular 229-day orbit around its two parent stars. The eclipsing stars are 20% and 69% as massive as the sun, and have an eccentric 41-day orbit.     Hepatitis C risk assessment, testing and referral for treatment in urban primary care: role of race and ethnicity.

    AIM: To determine rates of hepatitis C (HCV) risk factor ascertainment, testing, and referral in urban primary care practices, with particular attention to the effect of race and ethnicity. METHODS: Retrospective chart review from four primary care sites in Philadelphia; two academic primary care practices and two community clinics was performed. Demographics, HCV risk factors, and other risk exposure information were collected. RESULTS: Four thousand four hundred and seven charts were reviewed. Providers documented histories of injection drug use (IDU) and transfusion for less than 20% and 5% of patients, respectively. Only 55% of patients who admitted IDU were tested for HCV. Overall, minorities were more likely to have information regarding a risk factor documented than their white counterparts (79% vs 68%, P \u3c 0.0001). Hispanics were less likely to have a risk factor history documented, compared to blacks and whites (P \u3c 0.0001). Overall, minorities were less likely to be tested for HCV than whites in the presence of a known risk factor (23% vs 35%, P = 0.004). Among patients without documentation of risk factors, blacks and Hispanics were more likely to be tested than whites (20% and 24%, vs 13%, P \u3c 0.005, respectively). CONCLUSION: (1) Documentation of an HCV risk factor history in urban primary care is uncommon, (2) Racial differences exist with respect to HCV risk factor ascertainment and testing, (3) Minority patients, positive for HCV, are less likely to be referred for subspecialty care and treatment. Overall, minorities are less likely to be tested for HCV than whites in the presence of a known risk factor
