Deliberative Agenda Setting: Piloting Reform of Direct Democracy in California

Can the people deliberate to set the agenda for direct democracy in large scale states? How might such an institution work? The 2011 California Deliberative Poll piloted a solution to this problem helping to produce proposals that went to the ballot and also to the legislature. The paper reports on how this pilot worked and what it suggests about a possible institution to solve the deliberative agenda setting problem. The legislative proposal passed the legislature but the ballot proposition (Prop 31) failed. However, we show that the proposals actually deliberated on by the people might well have passed if not encumbered by additional elements not deliberated on by the public that drew opposition. The paper ends with an outline of how the process of deliberative agenda setting for the initiative might work, vetting proposals once every two years that could get on the ballot for a greatly reduced cost in signature collections. Adding deliberation to the agenda setting process would allow for a thoughtful and informed public will formation to determine the agenda for direct democracy

By the People: Hard Times, Hard Choices Michigan Residents Deliberate

Outlines the concept of deliberative polling and presents results from a face-to-face statewide deliberative poll on Michigan's economy and budget issues, including taxes, spending and benefits, the environment, and options for state assistance.For the first time, a scientific random sample of the people of Michigan gathered together to deliberate about the hard choices facing the state's economic future. Results of Michigan's first Deliberative Poll show what the people of the state would think if they could all become more informed and discuss the issues in depth. Highly representative in both attitudes and demographics, a sample of 314 participants deliberated for a long weekend in Lansing, with both small group discussions and questions answered by competing experts in plenary sessions. The resulting changes of opinion in the final survey offer some dramatic recommendations for both policymakers and the public

Erwartungsbildung über den Wahlausgang und ihr Einfluss auf die Wahlentscheidung

Erwartungen über den Wahlausgang haben einen festen Platz sowohl in Rational-Choice-Theorien des Wählerverhaltens als auch in stärker sozialpsychologisch orientierten Ansätzen. Die Bildung von Erwartungen und ihr Einfluss auf die Wahlentscheidung ist dabei jedoch ein noch relativ unerforschtes Gebiet. In diesem Beitrag werden anhand von Wahlstudien für Belgien, Österreich und Deutschland verschiedene Fragen der Erwartungsbildung und ihrer Auswirkungen untersucht. Zunächst wird die Qualität der Gesamterwartungen analysiert und verschiedene Faktoren identifiziert, die einen systematischen Einfluss auf die Erwartungsbildung haben. Im zweiten Schritt wenden wir uns den Einzelerwartungen über verschiedene Parteien und Koalitionen zu und finden eine moderate Verzerrung zugunsten der präferierten Parteien und Koalitionen. Dabei kann gezeigt werden, dass der Effekt des Wunschdenkens mit dem politischen Wissen und dem Bildungsgrad abnimmt. Schließlich werden in einem letzten Schritt zwei unterschiedliche Logiken für die Auswirkungen von Erwartungen getestet, das rationale Kalkül des koalitionsstrategischen Wählens zur Vermeidung der Stimmenvergeudung sowie der sozialpsychologisch begründete Bandwagon-Effekt. Das Ausmaß an politischem Wissen scheint dabei eine zentrale vermittelnde Variable zwischen den beiden Logiken zu sein

Mammal responses to global changes in human activity vary by trophic group and landscape

Wildlife must adapt to human presence to survive in the Anthropocene, so it is critical to understand species responses to humans in different contexts. We used camera trapping as a lens to view mammal responses to changes in human activity during the COVID-19 pandemic. Across 163 species sampled in 102 projects around the world, changes in the amount and timing of animal activity varied widely. Under higher human activity, mammals were less active in undeveloped areas but unexpectedly more active in developed areas while exhibiting greater nocturnality. Carnivores were most sensitive, showing the strongest decreases in activity and greatest increases in nocturnality. Wildlife managers must consider how habituation and uneven sensitivity across species may cause fundamental differences in human–wildlife interactions along gradients of human influence.Peer reviewe

Disaggregating deliberation's effects: an experiment within a deliberative poll

Using data from a randomized field experiment within a Deliberative Poll, we examine deliberation’s effects on both policy attitudes and the extent to which ordinal rankings of policy options approach single-peakedness (a help in avoiding cyclical majorities). The issues were airport expansion and revenue-sharing in New Haven, Connecticut and its surrounding towns. Half the participants deliberated revenue-sharing, then the airport, the other half the reverse. This split-half design enables us to distinguish the effects of the formal on-site deliberations from those of other aspects of the Deliberative Polling treatment. We find that the formal on-site deliberations accounted for much of the Deliberative Polling effect on one issue, though not the other—thus both confirming deliberation’s capacity to shape attitudes and preferences and raising the question of how its effects may depend on the kind of issue being deliberated. We suggest that deliberation’s effects are larger for less salient issues
