Measuring the Water Level Datum Relative to the Ellipsoid During Hydrographic Survey
Hydrographic surveys are referenced vertically to a local water level āchartā datum. Conducting a survey relative to the ellipsoid dictates a datum transformation take place before the survey is used for current navigational products. Models that combine estimates for the tide, sea surface topography, the geoid, and the ellipsoid are often used to transform an ellipsoid referenced survey to a local water level datum. Regions covered by these vertical datum transformation models are limited and so would appear to constrain the areas where ellipsoid referenced surveys can be conducted. Because areas not covered by a vertical datum transformation model still must have a tide model to conduct a hydrographic survey, surveyā time measurements of the ellipsoid to water level datum can be conducted through the vessel reference point. This measured separation is largely a function of the vessel ellipsoid height and the standard survey tide model and thus introduces limited additional uncertainty than is typical in a water level referenced survey. This approach is useful for reducing ellipsoid reference surveys to the water level datum, examining a tide model, or for evaluating a vertical datum transformation model. The implementation of a lossless data compression module in an advanced orbiting system: Analysis and development
Data compression has been proposed for several flight missions as a means of either reducing on board mass data storage, increasing science data return through a bandwidth constrained channel, reducing TDRSS access time, or easing ground archival mass storage requirement. Several issues arise with the implementation of this technology. These include the requirement of a clean channel, onboard smoothing buffer, onboard processing hardware and on the algorithm itself, the adaptability to scene changes and maybe even versatility to the various mission types. This paper gives an overview of an ongoing effort being performed at Goddard Space Flight Center for implementing a lossless data compression scheme for space flight. We will provide analysis results on several data systems issues, the performance of the selected lossless compression scheme, the status of the hardware processor and current development plan

Story Telling and Truth-Telling: Personal Reflections on the Native American Experience in Law Schools
In January of 2021, the American Association of Law Schools (āAALSā) theme was Freedom, Equality and the Common Good. The Indian Nations and Indigenous Peoples Section of the AALS embraced the theme and announced a call for personal reflections incorporating the experiences of Native Americans in law schools. The theme of striving for academic freedom and equality allows for an in-depth questioning of whether Native Americans have been adequately and appropriately represented in legal curricula in the nationās approximately two hundred law schools. The aspirational goal of realizing the common good must be inclusive of Native American voices as students, faculty, staff, and graduates and in curricula choices in law schools across the country.
There has been sparse legal scholarship on the experience of Native American applicants, law students, faculty, and staff in law schools. The Indigenous perspective essays in this compilation are an opportunity to hear the voices of Indigenous peoples on their lived experiences in seeking law degrees and careers in law-related fields. Words such as resiliency, endurance, and perseverance often come to mind when Native Americans discuss their personal experiences in the legal academy. The following collection of essays are a contribution to the legal academy in the Indigenous tradition of storytelling shared as firsthand accounts through the seven authorsā perspectives. Within the personal reflections, the tenacity of Native people to succeed and overcome barriers is a common theme. Many of the contributors speak to the value of mentoring or becoming a Native lawyer to serve as a mentor. The compilation provides insight into the experience the authors share of a deep commitment to their Indigenous communities and to trailblazing for the next generation of Native lawyers

Estimation of Atmospheric Turbulence Using Differential Motion of Extended Features in Time-lapse Imagery
We address the design, development, and testing of a pointer/tracker as a probe beam for the purpose of making high-speed, aero-optical measurements of the flow over a scaled beam director turret. The tracker uses retro-reflection of the probe beam off of a Reflexite annulus surrounding the turret. The constraints of the design required a near-total-commercial off the shelf system that could be quickly installed and removed in a rented aircraft. Baseline measurements of environmental vibrations are used to predict pointing performance; mitigation of line-of-sight jitter on the probe beam is achieved through passive isolation and the design of relay optics. Accommodation of ambient light is made with the use of wavelength filters and track algorithms. Postanalysis of measured data is compared to design estimates

An exciton formed by the delocalized electronic excitation of paired nanoemitters is interpreted in terms of the electromagnetic emission of the pair and their mutual coupling with a photodetector. A formulation directly tailored for fluorescence detection is identified, giving results which are strongly dependent on geometry and selection rules. Signature symmetric and antisymmetric combinations are analyzed and their distinctive features identified
