The role of regulatory mechanisms for control of plant diseases and food security — case studies from potato production in Britain
Being aware of the potentially devastating impacts of plant diseases on food security, governments have designed and employ plant health legislation to prevent or inhibit the worst impacts. The development of such policies in Britain, and latterly in Europe, can be closely linked to disease events that have occurred in the potato sector. We analyse early and current examples of policies governing potato diseases in Britain to identify the decision processes leading to the implementation of such phytosanitary policies and how they have evolved over time and in response to different disease threats. Reasons for developing and implementing phytosanitary policies include the desire to prevent pathogens being introduced (entering and establishing in a new area), the protection of export markets, and the lack of effective control measures. Circumstances in which regulatory policies would not be appropriate could include situations where a disease is already widely distributed, unacceptable costs, lack of exclusion measures, or difficulties of disease diagnosis. We conclude that in general, government policies have worked well in protecting British potato growing over the last one hundred years, despite of the failures of some of the policies discussed here. They have also contributed much to the development of plant health policies for other crops. Voluntary grower initiatives are a new mechanism complementing existing formal policies with an additional level of security that allows individual growers to take on additional responsibility rather than relying entirely on government legislation
Spectral Properties and Linear Stability of Self-Similar Wave Maps
We study co--rotational wave maps from --Minkowski space to the
three--sphere . It is known that there exists a countable family
of self--similar solutions. We investigate their stability under linear
perturbations by operator theoretic methods. To this end we study the spectra
of the perturbation operators, prove well--posedness of the corresponding
linear Cauchy problem and deduce a growth estimate for solutions. Finally, we
study perturbations of the limiting solution which is obtained from by

High-resolution 3D weld toe stress analysis and ACPD method for weld toe fatigue crack initiation
Weld toe fatigue crack initiation is highly dependent on the local weld toe stress-concentrating geometry including any inherent flaws. These flaws are responsible for premature fatigue crack initiation (FCI) and must be minimised to maximise the fatigue life of a welded joint. In this work, a data-rich methodology has been developed to capture the true weld toe geometry and resulting local weld toe stress-field and relate this to the FCI life of a steel arc-welded joint. To obtain FCI lives, interrupted fatigue test was performed on the welded joint monitored by a novel multi-probe array of alternating current potential drop (ACPD) probes across the weld toe. This setup enabled the FCI sites to be located and the FCI life to be determined and gave an indication of early fatigue crack propagation rates. To understand fully the local weld toe stress-field, high-resolution (5 mu m) 3D linear-elastic finite element (FE) models were generated from X-ray micro-computed tomography (mu-CT) of each weld toe after fatigue testing. From these models, approximately 202 stress concentration factors (SCFs) were computed for every 1 mm of weld toe. These two novel methodologies successfully link to provide an assessment of the weld quality and this is correlated with the fatigue performance
Ionization of Atoms by Intense Laser Pulses
The process of ionization of a hydrogen atom by a short infrared laser pulse
is studied in the regime of very large pulse intensity, in the dipole
approximation. Let denote the integral of the electric field of the pulse
over time at the location of the atomic nucleus. It is shown that, in the limit
where , the ionization probability approaches unity and the
electron is ejected into a cone opening in the direction of and of
arbitrarily small opening angle. Asymptotics of various physical quantities in
is studied carefully. Our results are in qualitative agreement with

We present several results concerning the semiclassical limit of the time
dependent Schr\"odinger equation with potentials whose regularity doesn't
guarantee the uniqueness of the underlying classical flow. Different topologies
for the limit are considered and the situation where two bicharateristics can
be obtained out of the same initial point is emphasized
Quantum graphs with singular two-particle interactions
We construct quantum models of two particles on a compact metric graph with
singular two-particle interactions. The Hamiltonians are self-adjoint
realisations of Laplacians acting on functions defined on pairs of edges in
such a way that the interaction is provided by boundary conditions. In order to
find such Hamiltonians closed and semi-bounded quadratic forms are constructed,
from which the associated self-adjoint operators are extracted. We provide a
general characterisation of such operators and, furthermore, produce certain
classes of examples. We then consider identical particles and project to the
bosonic and fermionic subspaces. Finally, we show that the operators possess
purely discrete spectra and that the eigenvalues are distributed following an
appropriate Weyl asymptotic law
A Number-Theoretic Error-Correcting Code
In this paper we describe a new error-correcting code (ECC) inspired by the
Naccache-Stern cryptosystem. While by far less efficient than Turbo codes, the
proposed ECC happens to be more efficient than some established ECCs for
certain sets of parameters. The new ECC adds an appendix to the message. The
appendix is the modular product of small primes representing the message bits.
The receiver recomputes the product and detects transmission errors using
modular division and lattice reduction
Magnetic transport in a straight parabolic channel
We study a charged two-dimensional particle confined to a straight
parabolic-potential channel and exposed to a homogeneous magnetic field under
influence of a potential perturbation . If is bounded and periodic along
the channel, a perturbative argument yields the absolute continuity of the
bottom of the spectrum. We show it can have any finite number of open gaps
provided the confining potential is sufficiently strong. However, if
depends on the periodic variable only, we prove by Thomas argument that the
whole spectrum is absolutely continuous, irrespectively of the size of the
perturbation. On the other hand, if is small and satisfies a weak
localization condition in the the longitudinal direction, we prove by Mourre
method that a part of the absolutely continuous spectrum persists
