    TypescriptM.A. University of Missouri 1906Since money is an instrument of commerce it follows that a history of money that did not take into account the extent and character of exchanges would be lacking in a most essential respect. In a highly developed state of society the industrial, commercial and financial activities of a people are so closely interwoven and so dependent upon one another that an appreciation of one necessarily requires an understanding of the nature and extent of the others. Moreover, it follows that adequate information concerning the industrial and financial activities of a people cannot be secured without a study of their character and habits. It would be impossible to understand certain phenomena in the early history of Missouri if we were to leave out of account the fact that the inhabitants of the country were Frenchmen or the descendants of Frenchmen. In the preparation of this paper, therefore, it has seemed best to direct attention to a number of things which, while seemingly foreign to our subject, are so closely related to it as to require consideration. Attention has been briefly called to the political history of the country; the habits and customs of the people have been set forth, and finally considerable space has been devoted to an exposition of their industrial life

    Signal quality measures for unsupervised blood pressure measurement

    Accurate systolic and diastolic pressure estimation, using automated blood pressure measurement, is difficult to achieve when the transduced signals are contaminated with noise or interference, such as movement artifact. This study presents an algorithm for automated signal quality assessment in blood pressure measurement by determining the feasibility of accurately detecting systolic and diastolic pressures when corrupted with various levels of movement artifact. The performance of the proposed algorithm is compared to a manually annotated reference scoring (RS). Based on visual representations and audible playback of Korotkoff sounds, the creation of the RS involved two experts identifying sections of the recorded sounds and annotating sections of noise contamination. The experts determined the systolic and diastolic pressure in 100 recorded Korotkoff sound recordings, using a simultaneous electrocardiograph as a reference signal. The recorded Korotkoff sounds were acquired from 25 healthy subjects (16 men and 9 women) with a total of four measurements per subject. Two of these measurements contained purposely induced noise artifact caused by subject movement. Morphological changes in the cuff pressure signal and the width of the Korotkoff pulse were extracted features which were believed to be correlated with the noise presence in the recorded Korotkoff sounds. Verification of reliable Korotkoff pulses was also performed using extracted features from the oscillometric waveform as recorded from the inflatable cuff. The time between an identified noise section and a verified Korotkoff pulse was the key feature used to determine the validity of possible systolic and diastolic pressures in noise contaminated Korotkoff sounds. The performance of the algorithm was assessed based on the ability to: verify if a signal was contaminated with any noise; the accuracy, sensitivity and specificity of this noise classification, and the systolic and diastolic pressure differences between the result obtained from the algorithm and the RS. 90% of the actual noise contaminated signals were correctly identified, and a sample-wise accuracy, sensitivity and specificity of 97.0%, 80.61% and 98.16%, respectively, were obtained from 100 pooled signals. The mean systolic and diastolic differences were 0.37 ± 3.31 and 3.10 ± 5.46 mmHg, respectively, when the artifact detection algorithm was utilized, with the algorithm correctly determined if the signal was clean enough to attempt an estimation of systolic or diastolic pressures in 93% of blood pressure measurements

    Enabling local rapid change solutions to the Climate Emergency

    Three quarters of UK Local Authorities (LAs) have declared Climate Emergencies. Most include an ambition for carbon neutrality by 2030. Yet a lack of clarity on a national policy framework through to 2030 means that LAs now face the challenge of creating an enabling environment to respond to urgent Climate Emergency targets. This paper reviews the implications of the LA Climate Emergency Declarations for local policy making in respect of low carbon retrofit. It will focus on evidence from a council whose dedicated project team is creating and implementing 2030 Climate response strategies, as well as built environment practitioners who have expertise to deliver retrofit services. Using documentary evidence and expert testimony, this paper will explore the gaps in creating an enabling environment/policy roadmap to 2030, the role might local government play in delivering large scale domestic retrofit, and how to align the various stakeholder groups. The paper finds that despite the simplistic term ‘retrofit’, the domestic retrofit landscape is far from simple. It is not a homogenous entity, rather a complex, multi-layered and segmented eco-system. We propose reviewing this segmentation through the lens of ‘first-mover’ which would help clarify where efforts should be focused, and which measures could be taken to accelerate consumer engagement. The authors discover there is potential for Local Authorities to develop novel approaches to retrofit processes, by taking the role of ‘middle actor’, reshaping the customer journey and engaging a range of stakeholders to stimulate local economies and deliver on social and environmental goals. Open collaboration with third sector organisations can provide access to research, resources, and networks to help deploy rapid change solutions

    Did increasing the state pension age in Ireland affect the retirement rate of 65-year-olds? Quarterly Economic Commentary Special Article, Autumn 2017

    In January 2014, the qualifying age for the Irish contributory state pension increased from 65 to 66 years. Individuals born after 1 January 1949 could no longer qualify for the pension at age 65, while individuals born before this date could still qualify, provided they had the required social insurance contributions. In this paper, we examine whether this change in the qualifying age had a causal effect on the retirement rate of 65-year-olds in Ireland. To do this, we compare the retirement rates of two groups of 65-year-olds in 2014; one group was born just after the cut-off date, thereby making them ineligible for the state pension at age 65, while the other group was born just before the cut-off date, making them potentially eligible, subject to meeting the insurance contribution requirements. We do not find clear evidence that the change in the retirement age had a causal effect on the retirement rate or the employment and unemployment rates of 65-year-olds in 2014

    For a commutative ring R with non-zero zero divisor set Z∗(R), the zero divisor graph of R is Γ(R) with vertex set Z∗(R), where two distinct vertices x and y are adjacent if and only if x y = 0. The upper dimension and the resolving number of a zero divisor graph Γ(R) of some rings are determined. We provide certain classes of rings which have the same upper dimension and metric dimension and give an example of a ring for which these values do not coincide. Further, we obtain some bounds for the upper dimension in zero divisor graphs of commutative rings and provide a subset of vertices which cannot be excluded from any resolving set

    We argue that a technique called analytic perturbation theory leads to a well-defined method for analytically continuing the running coupling constant from the spacelike to the timelike region, which allows us to give a self-consistent definition of the running coupling constant for timelike momentum.     A colonic splenic flexure tumour presenting as an empyema thoracis: a case report

    <p>Abstract</p> <p>Introduction</p> <p>The case report describes the rare presentation of a 79-year-old patient with a locally perforated splenic flexure tumour of the colon presenting with an apparent empyema thoracis in the absence of abdominal signs or symptoms.</p> <p>Case presentation</p> <p>Initial presentation was with a non-productive cough, anorexia and general malaise. An admission chest X-ray and subsequent computed tomographic image of the thorax showed a loculated pleural effusion consistent with an empyema. The computed tomography also showed a thickened splenic flexure. Thoracotomy was performed and a defect in the diaphragm was revealed after the abscess had been evacuated. A laparotomy was carried out at which point a tumour of the splenic flexure of the colon was found to be invading the spleen and locally perforated with subsequent collection in communication with the thorax. The tumour and spleen were resected and a transverse end colostomy was fashioned.</p> <p>Conclusion</p> <p>One must consider the diagnosis of pathology inferior to the diaphragm when an apparent empyema thoracis is encountered even in the absence of clinical signs or symptoms.</p

    Oxidation of cellulose in pressurized carbon dioxide

    This work presents first results upon oxidation of type II cellulose by nitrogen dioxide dissolved in carbon dioxide at high pressure. This reaction leads to oxidized cellulose, a natural-based bioresorbable fabric used for biomedical applications. The oxidation reaction takes place in a heterogeneous fluid–solid system. Kinetics of oxidation is presented here and effects of operating conditions such as pressure, temperature and initial moisture content of cellulose are investigated. Results are presented in terms of degree of oxidation of cellulose and quality of the final oxidized cellulose, which has been characterized using liquid-state and solid-state 13C NMR. The experimental results show the existence of possible secondary reactions which may lead to oxidized cellulose with insufficient mechanical strength. An attempt is made to evidence and understand the role of CO2 as a solvent in this system. Indeed, although supercritical CO2 appears to be a suitable candidate as a solvent for oxidation reactions, some inhibiting effect on nitrogen dioxide activity are observed in this case
