The Anatomy of the EU-US WTO Banana Trade Dispute
This paper provides an overview of the banana dispute between the EU and the United States at the WTO which was finally resolved in July 2001. The paper outlines the origins of the dispute in the EUÂ’s legal obligations to its preferred suppliers, primarily former colonies, and the subsequent evolution of the EU banana trade regime. The Single European Act and subsequent complaints to the GATT and the WTO have necessitated successive reforms of the EU banana regime, culminating in a landmark WTO Panel decision in 1997. These successive regimes are summarised, along with the GATT and WTO complaints and the WTO Panel findings. Foreign Direct Investment in Small Island Developing States
The role of foreign direct investment (FDI) in small island developing states (SIDS) is an issue that has been neglected until relatively recently. The reasons for this lack of interest are unsurprising, given both the low absolute volume of capital flows involved and the general neglect of issues relating directly to SIDS in the mainstream theoretical and empirical economics literature. For SIDS themselves however, FDI represents an important additional source of investment capital and a potentially critical contributor to growth and development. This paper represents one of the first attempts to analyse the determinants of the inflows of FDI to SIDS. The Northern Anchovy reduction fishery for the 1978-79 through 1981-82 seasons
Nearly 49,000 metric tons (MT) of anchovies were taken during the 1978-79 season, followed by 32,390 MT in 1979-80, 60,678 MT in 1980-81 and 45,150 MT in 1981-82. A total of 14,076 fish was sampled during the four seasons for age,
length and sex. The fishery during the four seasons consisted mainly of young-of-the-year and age groups I and II fish. The 1978 and 1979 yr classes comprised the major
share of the catch. Seasonal mean lengths varied from 112 mm standard length (SL) in the 1979-80 season to 122 mm SL for the 1981-82 season. Female to male sex ratios ranged from 1.17:l (1978-79 season) to 1.59:l (1979-80 season). (28pp.
Southern California fisheries monitoring summary for 1993 and 1994
The southern California Monitoring and Management Units collectively gathered 803 discrete samples of 7,329 marine finfishes and invertebrates from local commercial fish
markets or authorized fish transporters in 1993. Nineteen different species were sampled and biological information recorded for future summarization and use in formulating fisheries management strategies and decisions. Increased sampling efforts in 1994 resulted in 801 samples of 14,566 marine finfish and invertebrates representing 44 different species. Fisheries trends and threats to local fishing opportunities were identified. Results of Marine Recreational Fishery Statistics Survey interviews were also incorporated for a more complete overview of species targeted by both the sport and commercial industries. (26pp.

Estimates of incidental marine mammal, sea turtle, and seabird mortality in the California drift gillnet fishery
for broadbill swordfish, Xiphias gladius, and common thresher shark, Alopias vulpinus, are summarized for the 7-year period, 1996 to 2002. Fishery observer coverage was 19% over the period (3,369 days observed/17,649 days fished). An experiment to test the effectiveness of acoustic
pingers on reducing marine mammal entanglements in this fishery began in 1996 and resulted in statistically significant reductions in marine mammal bycatch. The most commonly entangled marine mammal species were the short-beaked common dolphin, Delphinus delphis; California sea

An Investigation of Timing Synchronization Errors for Tracking Underwater Vehicles
Two separate sensing arrays track the same underwater vehicle. The two versions of track are different but roughly parallel. One possible explanation is the presence of a timing synchronization error. The report provides a model for describing and correcting such errors, estimation algorithms for quantifying the model parameters. and statistical methodology for testing the validity of the effects. The techniques are applied to real data. and the results are reported. Experimental investigations into high-altitude relight of a gas turbine
This thesis describes experiments to investigate high-altitude relight of a lean direct injection (LDI) combustor. The features that make LDI technology less polluting in terms of NOx compared to conventional combustors are expected to impede relight performance. Therefore an improved understanding of ignition behaviour is required to ensure that stringent relight requirements can be satisfied. Realistic operating conditions are simulated in a ground-based test facility. The application of laser diagnostics presents particular difficulties due to the large quantities of
liquid fuel that impinge on the combustor walls during relight. Advances are made in the application of planar laser-induced fluorescence (PLIF) to monitor fuel placement in a combustor under these conditions. A novel apparatus is developed to deliver a laser sheet to the combustion chamber while protecting all optical surfaces from contamination. The PLIF images are compared with the cold flow field obtained from CFD modelling. These results indicate that fuel becomes trapped inside the central recirculation zone in high
concentrations. High-speed flame imaging performed simultaneously with the PLIF measurements provides important insights into the motion and breakup of flame during relight. An algorithm developed to track the flame activity reveals that the initial spark kernel is convected downstream, before breaking apart and moving upstream towards a recovery origin close to the fuel injector. Analysis of many ignition events has revealed several distinct modes of ignition failure

This report on the status of major southern California marine sport fish species, together with management recommendations, is based on analyses of catch and size composition data, which were collected on board Commercial Passenger Fishing Vessels (CPFV) from 1985 through
1987. The project was designed to determine the status of those fishes that support the CPFV industry, and to make management recommendations when deemed necessary.
We collected and analyzed data based on random, stratified, on-board sampling of weekday (excluding holidays), open CPFV's on a year-round basis. We sampled 1/2-day, 3/4-day, and full-day type trips at a level of 5%. The survey area extended from below the United States-Mexican
border to Point Arguello. Catch estimates were extrapolated to include weekday as well as weekend and holiday, open and chartered CPFV's.
We sampled 736 CPFV trips in 1985, 650 in 1986, and 631 in 1987. We encountered 180 species of fishes, including 49 species of rockfishes. We performed detailed analyses on 14 non-rockfish species and 12 rockfish species, as well as
all fishes as a group and all rockfishes as a group.
We found a moderate increase in total catch of combined fish species between this study and one in the mid-1970's, due primarily to sizeable increases in catches of Pacific mackerel, kelp bass, barred sand bass,
and barracuda. However, we also found that there has been more than a 50% decline in the CPFV rockfish catches, due primarily to substantial decreases in catches of bocaccio, chilipepper, and olive rockfish. We have recommended that the current 15-rockfish bag limit regulation be reduced to a 10-rockfish bag limit, and that additional and equitable conservation measures also be implemented on the commercial rockfish fishery.
