    Household economy, forest dependency & opportunity costs of conservation in eastern rainforests of Madagascar

    The Government of Madagascar is trying to reduce deforestation and conserve biodiversity through creating new protected areas in the eastern rainforests. While this has many benefits, forest use restriction may bring costs to farmers at the forest frontier. We explored this through a series of surveys in five sites around the Corridor Ankeniheny Zahamena new protected area and adjacent national parks. In phase one a stratified random sample of 603 households completed a household survey covering demographic and socio-economic characteristics, and a choice experiment to estimate the opportunity costs of conservation. A stratified sub-sample (n = 171) then completed a detailed agricultural survey (including recording inputs and outputs from 721 plots) and wild-harvested product survey. The data have been archived with ReShare (UK Data Service). Together these allow a deeper understanding of the household economy on the forest frontier in eastern Madagascar and their swidden agricultural system, the benefits households derive from the forests through wild-harvested products, and the costs of conservation restrictions to forest edge communities

    Lois et règlements sur la faune sauvage à Madagascar : Progrès accomplis et besoins du futur

    In many countries wildlife species are threatened by hunting for meat or collection for the pet trade. Wildlife laws which control where these activities can occur, limit the timing of exploitation, or provide strict protection for some species are therefore an important component of the conservation strategy. However it is important that these wildlife laws reflect the ecology and threat status of the species concerned, and that they are aligned with any relevant international conventions. In this article we discuss the legal framework for exploiting and protecting tetrapod species in Madagascar. We review the 2006 update to wildlife legislation with respect to international treaties, other national legislation and the IUCN Red List of Threatened Species. We also present a summary of the different categories of hunting (sport, commercial, scientific, and subsistence) and the control of hunting in protected areas. Madagascar has a sound legal framework for the use and protection of wildlife and the classification of species into protected, pest and legally hunted is clear and mostly fits well with the species’ classification according to the IUCN Red List and CITES. A revision of the protected species list managed is needed however to (i) include marine mammals that are protected by fisheries law and the Convention on Migratory Species and to (ii) better reflect the rights of people whose livelihoods rely heavily on the income or protein derived from hunting animals. Renewed effort to communicate and enforce wildlife legislation is needed, especially regarding the illegal hunting and export of protected species. This would also support the ongoing initiative to expand the protected area system and could be integrated into a revised National Biodiversity Strategy and Action Plan that Madagascar should produce for 2011-2020 as part of its commitment to implementing the Convention on Biological Diversity. RÉSUMÉLes lois et règlements déterminant les niveaux de protection des espèces de la faune et de la flore sauvages sont des indicateurs importants de l’importance qu’accorde un pays à la conservation de sa biodiversité. Dans cette revue, nous évaluons la cohérence entre les lois et règlements portant sur la gestion de la faune sauvage à Madagascar, en considérant la législation nationale, les conventions internationales ratifiées et la Liste Rouge de l’UICN pour les confronter aux réalités locales. Suite à nos analyses, nous pouvons conclure que Madagascar dispose d’un cadre juridique adéquat pour réglementer la protection et l’exploitation des animaux sauvages. Cependant, des révisions et mises à jour sont nécessaires, particulièrement en ce qui concerne la liste des espèces dans les différentes catégories et la facilitation de la mise en application de la loi

    Consumption of bushmeat around a major mine, and matched communities, in Madagascar

    Mining can have serious biodiversity consequences and many mining operations take steps to mitigate their impacts. Evaluating their success poses a significant challenge because appropriate counterfactuals (what would have happened in the absence of the mine) are often unavailable. We aimed to estimate the effects of education and enforcement measures carried out by a large mine in eastern Madagascar on local consumption of illegal bushmeat. We adopt a quasi-experimental approach and use an interview technique designed to reduce sensitivity biases to compare levels of consumption amongst mine employees and people living within the mine�s intervention area with those of statistically matched control groups, and to relate differences to respondents� knowledge of relevant wildlife laws. Consumption was lower, and awareness of the law higher, amongst mine employees and those living in the mine�s intervention area. However caution should be applied in interpreting these results as evidence of the effectiveness of anti-bushmeat efforts by the mine due to potential confounding factors: for example abundance of bushmeat species may vary between the study areas, and our method may not have completely removed the sensitivity of questions about illegal consumption. This illustrates the challenges of evaluating conservation impacts. We highlight the low level of understanding of wildlife laws, including among mine employees, and suggest better communication of these laws, as part of an education programme, could be a useful first step towards reducing illegal hunting

    Predicted impact of climate change on the distribution of the Critically Endangered golden mantella (Mantella aurantiaca) in Madagascar

    The impact of climate change on Malagasy amphibians remains poorly understood. Equally, deforestation, fragmentation, and lack of connectivity between forest patches may leave vulnerable species isolated in habitat that no longer suits their environmental or biological requirements. We assess the predicted impact of climate change by 2085 on the potential distribution of a Critically Endangered frog species, the golden mantella (Mantella aurantiaca), that is confined to a small area of the central rainforest of Madagascar. We identify potential population distributions and climatically stable areas. Results suggest a potential south-eastwardly shift away from the current range and a decrease in suitable habitat from 2110 km2 under current climate to between 112 km2 – 138 km2 by the year 2085 – less than 7% of currently available suitable habitat. Results also indicate that the amount of golden mantella habitat falling within protected areas decreases by 86% over the same period. We recommend research to ascertain future viability and the feasibility of expanding protection to newly identified potential sites. This information can then be used in future conservation actions such as habitat restoration, translocations, re-introductions or the siting of further wildlife corridors or protected areas

    Microhabitat preference of the critically endangered golden mantella frog in Madagascar

    The golden mantella (Mantella aurantiaca) is a critically endangered (CR) frog, endemic to the eastern rainforests of Madagascar. Although the species is very popular in the pet trade and widely bred in captivity, its specific habitat requirements in the wild are poorly understood. Ten forested sites in the Moramanga district of Madagascar were surveyed for microhabitat and environmental variables, and the presence or absence of golden mantellas in quadrats positioned along transects in the vicinity of breeding sites. Mixed models were used to determine which variables best explained microhabitat use by golden mantellas. Sites where golden mantellas were found tended to have surface temperatures of 2023 ËšC, UVI units at about 2.9, about 30 % canopy cover, and around 30 % herbaceous cover. Within sites, golden mantellas preferred microhabitats that had 70 % leaf litter coverage and relatively low numbers of tree roots. This information can be used to improve the identification and management of habitats in the wild, as well as to refine captive husbandry need

    Analysis of patterns of bushmeat consumption reveals extensive exploitation of protected species in eastern Madagascar.

    Understanding the patterns of wild meat consumption from tropical forests is important for designing approaches to address this major threat to biodiversity and mitigate potential pathways for transmission of emerging diseases. Bushmeat consumption has been particularly poorly studied in Madagascar, one of the world’s hottest biodiversity hotspots. Studying bushmeat consumption is challenging as many species are protected and researchers must consider the incentives faced by informants. Using interviews with 1154 households in 12 communes in eastern Madagascar, as well as local monitoring data, we investigated the importance of socio-economic variables, taste preference and traditional taboos on consumption of 50 wild and domestic species. The majority of meals contain no animal protein. However, respondents consume a wide range of wild species and 95% of respondents have eaten at least one protected species (and nearly 45% have eaten more than 10). The rural/urban divide and wealth are important predictors of bushmeat consumption, but the magnitude and direction of the effect varies between species. Bushmeat species are not preferred and are considered inferior to fish and domestic animals. Taboos have provided protection to some species, particularly the Endangered Indri, but we present evidence that this taboo is rapidly eroding. By considering a variety of potential influences on consumption in a single study we have improved understanding of who is eating bushmeat and why. Evidence that bushmeat species are not generally preferred meats suggest that projects which increase the availability of domestic meat and fish may have success at reducing demand. We also suggest that enforcement of existing wildlife and firearm laws should be a priority, particularly in areas undergoing rapid social change. The issue of hunting as an important threat to biodiversity in Madagascar is only now being fully recognised. Urgent action is required to ensure that heavily hunted species are adequately protected

    Wildlife supply chains in Madagascar from local collection to global export

    International trade in wildlife is a complex multi-billion dollar industry. To supply it, many animals are extracted from the wild, sourced from biodiversity-rich, developing countries. Whilst the trade has far-reaching implications for wildlife protection, there is limited information regarding the socio-economic implications in supply countries. Consequently, a better understanding of the costs and benefits of wildlife supply chains, for both livelihoods and conservation, is required to enhance wildlife trade management and inform its regulation. Using Madagascar as a case study, we used value chain analysis to explore the operation of legal wildlife trade on a national scale; we estimate the number of actors involved, the scale, value and profit distribution along the chain, and explore management options. We find that the supply of wildlife provided economic benefits to a number of actors, from local collectors, to intermediaries, exporters and national authorities. CITES-listed reptiles and amphibians comprised a substantial proportion of the quantity and value of live animal exports with a total minimum export value of 230,795USD per year. Sales prices of reptiles and amphibians increased over 100-fold between local collectors and exporters, with exporters capturing ~92% of final export price (or 57% when their costs are deducted). However, exporters shouldered the largest costs and financial risks. Local collectors obtained ~1.4% of the final sales price, and opportunities for poverty alleviation and incentives for sustainable management from the trade appear to be limited. Promoting collective management of species harvests at the local level may enhance conservation and livelihood benefits. However, this approach requires consideration of property rights and land-tenure systems. The complex and informal nature of some wildlife supply chains make the design and implementation of policy instruments aimed at enhancing conservation and livelihoods challenging.
