    Measuring Software Process: A Systematic Mapping Study

    Context: Measurement is essential to reach predictable performance and high capability processes. It provides support for better understanding, evaluation, management, and control of the development process and project, as well as the resulting product. It also enables organizations to improve and predict its process’s performance, which places organizations in better positions to make appropriate decisions. Objective: This study aims to understand the measurement of the software development process, to identify studies, create a classification scheme based on the identified studies, and then to map such studies into the scheme to answer the research questions. Method: Systematic mapping is the selected research methodology for this study. Results: A total of 462 studies are included and classified into four topics with respect to their focus and into three groups based on the publishing date. Five abstractions and 64 attributes were identified, 25 methods/models and 17 contexts were distinguished. Conclusion: capability and performance were the most measured process attributes, while effort and performance were the most measured project attributes.     This article analyzes the importance and contributions of the Ninth Summit of the Americas -hereinafter Summit- held in the city of Los Angeles, CA from June 6 to 10, 2022 and its impact on an agenda for a better management of migration and development in a post- pandemic context. Also, the reflection of the work is aimed at evaluating the feasibility of the implementation of the migration pact signed at the Summit based on the public policy approach. The methodology of the article is based on an analysis of the viability of the policies, considering the governance and public policy approaches. The analysis is based on the main elements considered in the viability of a policy, especially the financial dimension, management and the central categories of governance for results, in particular, coordination, incentives, planning and policy evaluation. The effects of migratory flows during the pandemic have also been complex and varied. For example, the closure of borders and the suspension of asylum processing in the United States has helped to slow the spread of the virus and reduce the risks associated with irregular migration.El presente artículo analiza la importancia y aportes de la Novena Cumbre de las Américas –en adelante Cumbre- efectuada en la ciudad de Los Ángeles, CA del 6 al 10 de junio 2022 y su impacto en una agenda para una mejor gestión de la migración y del desarrollo en un contexto de pos pandemia. También, la reflexión del trabajo está encaminada a evaluar la viabilidad de la implementación del pacto migratorio suscrito en la Cumbre con base en el enfoque de políticas públicas. La metodología del artículo está fundamentada con base en un análisis de la viabilidad de las políticas, considerando los enfoques de gobernanza y de políticas públicas. El análisis parte de los principales elementos que considera la viabilidad de una política, en especial la dimensión financiera, la gestión y las categorías centrales de la gobernanza para resultados, en particular, la coordinación, incentivos, planificación y evaluación de políticas. Los efectos de los flujos migratorios durante la pandemia también han sido complejos y variados.     The southern border of Mexico presents great challenges and opportunities. It is an area of traditional coexistence and daily border dynamics. Despite not presenting a can be done traditional enemy; however, the interests of the United States have made organized crime activities, especially related to drug trafficking; as well as the transit of undocumented migrants is part of the Mexican National Security agenda. This paper proposes that only from a multidimensional and comprehensive approach is it possible to manage a border that takes people into account as human beings, beyond their citizenship.La frontera sur de México presenta grandes desafíos y oportunidades. Es un área de convivencia tradicional y dinámica de frontera diaria. A pesar de no presentar un enemigo tradicional se puede decir; sin embargo, que, a causa de los intereses de los Estados Unidos en la región respecto al control de las actividades del crimen organizado, especialmente las relacionadas con el narcotráfico; así como el tránsito de inmigrantes indocumentados, es que la frontera sur siempre ha formado parte de la agenda de Seguridad Nacional de México.     Políticas y Gestión migratoria: Análisis regionales hacia un desarrollo sustentable

    The special issue of the journal "Politics, Globality, and Citizenship" on management, governance, international migration, and local development is relevant because the chapters address different perspectives on the current situation, policies, and impacts of the largest irregular social and labor mobility in immigration history towards the United States. Additionally, it examines the context and some local and national regional development policies in Peru and Colombia. The migration policy implemented by the administration of former President Donald Trump (2017-2020) towards Mexico was characterized by restrictive and controversial measures, such as family separation, the construction of the border wall, and the implementation of the "Remain in Mexico" program. These policies had a significant impact on migration dynamics and the political relationship between the two countries. With the start of President Joseph R. Biden's term (2021), some changes have been promoted in the immigration policy, recognizing the importance of effective and fair migration governance. The socio-economic context of the post-pandemic era has led to one of the largest human mobilities in the last ten years. The importance of migration governance is reflected in the challenge of promoting humanitarian values, protecting the rights of migrants, and seeking comprehensive and collaborative solutions. La política migratoria implementada por la administración del ex presidente Donald Trump (2017-2020) hacia México se caracterizó por medidas restrictivas y polémicas, como la separación familiar, la construcción del muro fronterizo y la implementación del programa "Permanecer en México". Estas políticas generaron un impacto significativo en la dinámica migratoria y en la relación política entre ambos países. Con el inicio del mandato del presidente Joseph R. Biden (2021) ha promovido algunos cambios en su política migratoria, reconociendo la importancia de una gobernanza migratoria efectiva y justa. Los efectos del contexto socioeconómico de la pos pandemia han provocado una de las mayores movilidades humanas de los últimos diez años.     The influence of Motivations and Barriers in the Benefits. An empirical study of EMAS certified business in Spain

    The main objective of this research is to analyze through a structured questionnaire, the influence of the motivations that lead companies to implement Eco-Management and Audit Scheme (EMAS) and the barriers found in the benefits perceived by companies, as well as, the degree of difficulty perceived for the implementation of the different requirements to be fulfilled, which are established in the regulation. An extensive review of the academic literature published on motivations, barriers, difficulties and benefits in environmental standards has been carried out in order to establish the working hypotheses which refer to the relationship between motivations, barriers with the benefits and degree of difficulty in implementing the requirements. The empirical investigation was carried out in a sample of 114 of the 255 companies of the Autonomous Community of Galicia (Spain) that have EMAS certification. The methodology used was the use of the application of a regression analysis to test the hypotheses; pre- viously the measurement scales were validated and an exploratory factorial analysis was applied in order to determine the structure of the different variables considered in the study. The results show that the motivations affect the benefits positively and on the contrary, affect the barriers negatively (reduce them) and it was observed that the greater the barriers, the lower the benefits obtained from the implementation of EMAS (negative influence).     Work–Life Balance and Teleworking: Lessons Learned during the Pandemic on Gender Role Transformation and Self-Reported Well-Being

    Lockdown during COVID-19 forced the emergence of a new scenario, with men and women teleworkers spending all their time at home. The purpose of this study is to address whether this situation has triggered a transformation in gender roles and self-reported well-being, comparing the responses of male and female respondents to the EUROFOUND April to July 2020 survey. The analysis addresses cultural differences across European regions related to diverse gender regimes, employment status, and the possibility of teleworking. It explores male and female well-being through life satisfaction, the distance between happiness and life satisfaction, and rates their feelings about work–life balance. Findings on life satisfaction display a low transformation of social roles, with women still worrying about work–life balance, while men were more affected by the health crisis. Men self-report high life satisfaction across Europe compared to women, although unexpectedly, female freelancers in Northern and Southern European had a higher life satisfaction ratio than men. Both men and women teleworkers reported difficulties with managing work–life balance at home, despite women handling core care and household tasks. These findings suggest that women would have received more support from men, as they worked harder and longer hours during the lockdown, despite their weak position in the labor market. This would seem to be a propitious setting for men to have assumed more responsibility at home, resulting in a more equal distribution of roles at home
