Frequency reassignment in cellular phone networks

In cellular communications networks, cells use beacon frequencies to ensure the smooth operation of the network, for example in handling call handovers from one cell to another. These frequencies are assigned according to a frequency plan, which is updated from time to time, in response to evolving network requirements. The migration from one frequency plan to a new one proceeds in stages, governed by the network's base station controllers. Existing methods result in periods of reduced network availability or performance during the reassgnment process. The problem posed to the Study Group was to develop a dynamic reassignment algorithm for implementing a new frequency plan so that there is little or no disruption of the network's performance during the transition. This problem was naturally formulated in terms of graph colouring and an effective algorithm was developed based on a straightforward approach of search and random colouring

Quantifying individual- and community-level effects of competition using experimentally-determined null species pools

The effects of competition on individual fitness and species diversity were investigated in a first-year old field by comparing the natural community to an experimentally-determined null community. The species pool for the null community was estimated from low-density plots, and hypothetical sample plots in the null community were constructed by random sampling from the species pool. Individual plants were larger in low-density plots than control plots, indicating that competition reduced individual fitness. Competition appeared to reduce diversity in half the plots (i.e. species richness and diversity were lower than in hypothetical null community plots with the same number of individuals), but did not affect diversity in the other plots. However, the reduction in diversity could be explained as an artifact caused by spatial aggregation in control plots. The magnitude of the effects of competition on diversity did not change with plot density, and no species consistently increased or decreased in relative abundance as plot density increased. Taksit tuuliajolla? – Diskurssianalyysi taksiliikennealaa koskevasta mielipideilmastosta

Suomen taksiliikenneala on murroksessa ja suurien muutoksien edessä, kun hallitus lähtee toteuttamaan henkilökuljetusmarkkinoiden kokonaisvaltaista uudistusta Liikennekaaren kautta. Tiukasti säännellyn alan toimintaedellytykset muuttuvat ja alalla joudutaan omaksumaan uusia käytäntöjä ja sopeuttamaan toimintaa muuttuvan toimintaympäristön ja uusien, perinteisiä palvelumalleja rikkovien palveluiden mukaisiksi. Tutkimuksen tarkoituksena on paljastaa merkitykset, joihin alan toimijat ja vaikuttajat argumentoinnissaan nojaavat. Tutkielma pyrkii näin ollen lisäämään ymmärrystä monitasoisesta ilmiöstä, johon kohdistuu julkisen sektorin, alan yrittäjien ja kuluttajien kiinnostus. Tutkimuksessa kuvataan ja analysoidaan diskurssianalyysin avulla sitä, miten taksiliikenteen sääntelystä ja sen purkamisesta puhutaan julkisessa keskustelussa. Diskurssianalyysin tuloksia tarkastelemalla nostetaan esiin puhetapoihin liittyviä keskeisiä perusteluita ja niiden välisiä jännitteitä.
