De tweede huisvesting is wellicht niet bij iedereen bekend: een vleugel op de eerste verdieping van het Kamerlingh Onnes Laboratorium (KOL) aan de Nieuwsteeg. Beide panden hebben een rijke historie en deze bijdrage wil opvallende gebeurtenissen en personen (verbonden met RAP en KOL) voor het voetlicht halen

    Is American Public Administration Detached From Historical Context?: On the Nature of Time and the Need to Understand It in Government and Its Study

    The study of public administration pays little attention to history. Most publications are focused on current problems (the present) and desired solutions (the future) and are concerned mainly with organizational structure (a substantive issue) and output targets (an aggregative issue that involves measures of both individual performance and organizational productivity/services). There is much less consideration of how public administration (i.e., organization, policy, the study, etc.) unfolds over time. History, and so administrative history, is regarded as a “past” that can be recorded for its own sake but has little relevance to contemporary challenges. This view of history is the product of a diminished and anemic sense of time, resulting from organizing the past as a series of events that inexorably lead up to the present in a linear fashion.     Multiple shades of grey: Opening the black box of public sector executives' hybrid role identities

    Public sector reforms of recent decades in Europe have promoted managerialism and aimed at introducing private sector thinking and practices. However, with regard to public sector executives' self-understanding, managerial role identities have not replaced bureaucratic ones; rather, components from both paradigms have combined. In this article, we introduce a bi-dimensional approach (attitudes and practices) that allows for different combinations and forms of hybridity. Empirically, we explore the role identities of public sector executives across Europe, building on survey data from over 7,000 top public officials in 19 countries (COCOPS survey). We identify country-level profiles, as well as patterns across countries, and find that administrative traditions can account for these profiles and patterns only to a limited extent. Rather, they have to be complemented by factors such as stability of the institutional environment (indicating lower shares of hybrid combinations) or extent of reform pressures (indicating higher shares of hybrid combinations)

    Past events and experiences, for better or worse, are important for comprehending current problems in the public domain and for finding appropriate solutions to deal with these challenges. Nevertheless, how knowledge of history exactly can help us to understand today's' complex administrative reality is an altogether different question. In this paper we concentrate on the question how historical analysis helps our understanding of the nature and direction of public sector reform. In addition, we want to assess whether and how public sector reform various in West European countries given the unique political-administrative structure and tradition in each country.Los eventos y experiencias pasadas, para bien o mal, son importantes para comprender problemas actuales en el ámbito público, y para encontrar soluciones apropiadas para tratar esos desafíos. No obstante, cómo exactamente pueda ayudarnos el conocimiento histórico a entender la compleja realidad administrativa de hoy, es una pregunta completamente distinta. En este artículo nos concentramos en cómo el análisis histórico nos ayuda a entender la naturaleza y dirección de la reforma del sector público.Adicionalmente, queremos determinar si, y cómo, la reforma del sector público toma diferentes formas en varios países de Europa occidental, dadas las particularidades de la estructura y tradición políticoadministrativa de cada país
