TRABALHADORES E SINDICALISMO NO BRASIL: para onde foram os sindicatos?

Este artigo analisa o sindicalismo brasileiro no período mais recente e, ao mesmo tempo, discute o processo de associativismo sindical no país, a partir de alguns indicadores de sindicalização. Os dados deste estudo, construídos com base, principalmente, na Pesquisa Nacional por Amostra de Domicílios (PNAD) do Instituto Brasileiro de Geografia e Estatística (IBGE) mostram um deslocamento da sindicalização, seja no conjunto das regiões brasileiras, seja no que tange à questão de gênero, bem como na relação cidade/campo. Iram Jácome Rodrigues This article analyzes contemporary Brazilian unionism and, at the same time, discusses the process of affiliation to unions in the country from a few union indicators. Data from this study, mainly based on the National Research by Home Samples (PNAD) of the Brazilian Institute of Geography and Statistics (IBGE), show a movement from the unions, regarding all Brazilian regions, gender issues, and the city/countryside relationship. Iram Jácome Rodrigues Cet article analyse le syndicalisme brésilien d’une période plus récente et examine, en même temps, le processus d’association syndicale dans le pays à partir de quelques indicateurs de syndicalisation. Les données de cette étude basée essentiellement sur la Recherche Nationale par Échantillonnage à Domicile (PNAD) de l’Institut Brésilien de Géographie et des Statistiques (IBGE) démontrent un déplacement de la syndicalisation, que ce soit dans l’ensemble des régions brésiliennes ou en ce qui concerne la question de genre, tout comme dans la relation ville/campagne. A dimensão regional da ação sindical: os metalúrgicos do ABC

The aim of this work is to reflect on the action of the Metallurgist Workers Union of ABC – STM ABC – in the recent period, understanding the transformations occurred in the activity of this institution as a new phase in the action of metallurgists. We discuss the role of union strategies adopted to create a new dynamics, which focuses on the local development of the territorial area in its jurisdiction. The activity of the union has been, since the decade of 1990, to formulate, negotiate and coordinate local development forms. In the center of the union activity is a strong agglutinant role.O objetivo deste trabalho é fazer uma reflexão sobre a ação do Sindicato Trabalhadores Metalúrgicos do ABC – STM ABC - no período recente, entendendo as transformações ocorridas na atividade dessa instituição como uma nova fase da ação dos metalúrgicos. Discute-se o papel desempenhado pelas estratégias sindicais adotadas para criação de uma nova dinâmica, focada no desenvolvimento local e regional do espaço territorial de sua jurisdição. SINDICATO, DESENVOLVIMENTO E TRABALHO: crise econômica e ação política no ABC

O objetivo deste texto é discutir e problematizar as novas práticas sindicais dos metalúrgicos do ABC paulista, que implicam o envolvimento direto de entidades de representação de trabalhadores em espaços não-fabris, no debate sobre estratégias de desenvolvimento e seus desdobramentos em contextos regionais de uma economia globalizada. Vamos analisar a ação sindical tomando como base dois períodos distintos – décadas de 1990 e 2000 – , e colocar em foco, como síntese desse processo, a realização de um evento político organizado pelo sindicato dos metalúrgicos em 2009, o Seminário “ABC do Diálogo e do Desenvolvimento”, que revela as diferentes inserções e perspectivas dos atores sociais locais, regionais e nacionais na busca de alternativas para a crise econômica mundial de 2008. Trata-se de um exemplo de reunião pública que, sem apagar as contradições e os conflitos de uma realidade social marcada pela assimetria de posições na estrutura social, criou um momento de consenso provisório diante das ameaças de uma conjuntura hostil aos trabalhadores. Crise econômica UNIONS, DEVELOPMENT AND WORK: economic crisis and political action in the ABC Region José Ricardo Ramalho Iram Jácome Rodrigues The goal of this text is to discuss and problematize the new practices by the metal worker unionists in São Paulo’s ABC region, which implies the direct involvement of the entities which represent workers outside the actual factory in the debate regarding development strategies and their ramifications in the regional context of a global economy. We will analyze union actions during two different periods (the 1990s and 2000 – 2009) and as a synthesis of this process, we will focus on a political event organized and held by the metal workers’ union in 2009, a seminar called “The ABC of Dialog and Development”, which reveals the different insertions and perspectives of the social actors at the local, regional and national levels in the search for alternatives regarding the worldwide economic crisis of 2008. The event exemplifies a public meeting which despite not doing away with the contradictions and conflicts of a social reality  marked by the asymmetry of positions in the social structure, created a moment of temporary consensus regarding the threats of a setting hostile to workers. Ceci fait que les organes représentatifs des travailleurs non-manufacturiers sont directement concernés et mène à un débat sur les stratégies de développement et leurs conséquences dans les contextes régionaux d’une économie mondialisée. Nous analyserons l’action syndicale sur deux périodes distinctes (les décennies de 1990 et 2000) et nous mettrons en évidence, comme une synthèse de ce processus, la réalisation d’un événement politique organisé par le syndicat des métallurgistes en 2009, le Séminaire “L’ABC du Dialogue et du Développement”, qui révèle les différentes insertions et perspectives des acteurs sociaux locaux, régionaux et nationaux dans la recherche d’alternatives à la crise mondiale de 2008. C’est un exemple de réunion publique qui, sans éliminer les contradictions et les conflits d’une réalité sociale marquée par des positions asymétriques dans la structure sociale, a créé un moment de consensus provisoire face aux menaces d’une conjoncture hostile aux travailleurs. O sindicalismo brasileiro na segunda metade dos anos 90

This text discusses the relationships between capital and work during the first mandate of the President Fernando Henrique Cardoso (19951998). If this period has brought the stability of the currency and the end of the inflation, on the other hand it has raised the rates of unemployment. Therefore, the theme of unemployment has become the central matter in the agenda of the syndicates. This article tries to answer the following indagations: 1. Which is the specificity of the relationships between capital and work in this period? 2. Which is the treatment given for the work matter in the last year? 3. What is the relationship between government and the syndicates?Este texto discute as relações capital/trabalho durante o primeiro mandato do Presidente Fernando Henrique Cardoso (1995-1998). Se, de um lado, esse período trouxe a estabilidade da moeda e o fim da inflação, de outro, elevou em muito as taxas de desemprego. Socio-economic profile of young metalworkers

This paper analyses data from a research done with automobile workers in the ABC region (in the State of São Paulo), with special emphasis on those who are between 19 and 29 years of age. A comparison of their socio-economic profile was made with that of their colleagues who are thirty or over. Pointing out the heterogeneity that characterizes youth, the text shows the existing differences, not only between the younger and the older metal workers, but also between the young metal workers and other youths that took part in previous researches. The analysis shows that, to a certain extent, those working in the automobile industry are better off than that other youths in the labor market in general, and in all senses, their situation is a lot superior to that of youths who have not been absorbed by the market, either because they are unemployed, or because they are underemployed. This does not mean, however, that these young metal workers are satisfied or that they are not fearsome of the uncertainties of a globalized world.Este artigo analisa os dados de pesquisa realizada com trabalhadores da indústria automobilística na região do ABC, com destaque para aqueles em faixa etária entre 19 e 29 anos, efetuando uma comparação entre o perfil socioeconômico desses jovens metalúrgicos e o de seus colegas de trabalho com 30 anos de idade ou mais. Destacando a heterogeneidade que caracteriza a juventude, os autores mostram as diferenças existentes não só entre os trabalhadores mais jovens e os mais velhos, mas também entre os jovens metalúrgicos e aqueles investigados em pesquisas anteriores. A análise mostrou que, se em determinados aspectos a situação dos jovens trabalhadores em montadoras é melhor do que a de outros jovens inseridos no mercado de trabalho e, em todos os sentidos, superior à dos jovens que permanecem à margem do trabalho, seja como desempregados, seja como subempregados, isso não significa, contudo, que não apresentem insatisfações e temores diante das incertezas do mundo globalizado

MUDANÇAS NA LEGISLAÇÃO TRABALHISTA, SINDICATO E EMPRESAS MULTINACIONAIS

A proposta do texto é relacionar as alterações recentes na legislação brasileira do trabalho (principalmente a partir da reforma trabalhista aprovada pelo Congresso Nacional, em 2017) com os interesses das empresas multinacionais instaladas no país, tomando como exemplo a indústria automotiva. Busca identificar de que forma, nesses últimos anos, a redução da proteção laboral e o aprofundamento da instabilidade no emprego têm sido utilizados pelas empresas para aumentar o controle sobre os trabalhadores e para desqualificar a ação de suas instituições de representação. A precarização dos laços de emprego e o uso, agora legal, de terceirização e quarteirização foram incorporados às atividades produtivas e aprofundaram estratégias voltadas para o trabalho como formas de obter melhores resultados econômicos. CHANGES IN LABOUR LAW, TRADE UNION AND MULTINATIONALCOMPANIESThe text aims at relating recent changes in the Brazilian labour legislation (mainly after the Labour Reform, approved by the National Congress in 2017) with the interests of the multinational companies based in the country, taking as an example the automotive industry. The purpose is to identify how, in the last years, the reduction of labour protection and the increase in employment instability have been used by companies to raise the control over workers and to disqualify trade union action. Precarious jobs, and the use, now legal, of subcontracting, have been incorporated to production, and have strengthened strategies that stress on work to improve their economic results.Key words: Labour Reform; Trade union action; Multinationals companies; Automotive industry; Subcontracting CHANGEMENTS DANS LE DROIT DU TRAVAIL, LES SYNDICATS ET LES MULTINATIONALESLa proposition du texte est de faire le lien entre les récents changements apportés à la législation brésilienne du travail (principalement de la réforme du travail approuvée par le Congrès national, en 2017) avec les intérêts des multinationales installées dans le pays, en prenant comme un exemple de l’industrie automobile. Il cherche à identifier comment, ces dernières années, la réduction de la protection du travail et l’aggravation de l’instabilité de l’emploi ont été utilisées par les entreprises pour accroître le contrôle sur les travailleurs et disqualifier l’action de leurs institutions de représentation.
