Nondestructive testing of ceramic components: Cooperative research and development agreement completion report
In a joint Cooperative Research and Development Agreement (CRADA) between Martin Marietta Energy Systems (MMES) and an industrial partner, Y-12 has been evaluating nondestructive evaluation (NDE) techniques to identify the quality of high strength aluminum oxide tubes used in laser applications. In Phase I, several NDE techniques were developed to inspect the tubes. In Phase II a correlation between detected defects, actual failure mode and strength of the tubes was developed. In Phase II the industrial partner supplied tubes manufactured under a variety of conditions and containing material defects expected from process control variations. The tubes were inspected at MMES utilizing a variety of available acoustic techniques. After inspection, ring tensile specimens were fabricated to determine the tensile strength. The data were evaluated utilizing Weibull statistics to determine the statistical impact of the defects upon strength and correlate the data with the nondestructive evaluations of the tubes and observed defect distribution
Space Shuttle Solid Rocket Booster Lightweight Recovery System
The cancellation of the Advanced Solid Rocket Booster Project and the earth-to-orbit payload requirements for the Space Station dictated that the National Aeronautics and Space Administration (NASA) look at performance enhancements from all Space Transportation System (STS) elements (Orbiter Project, Space Shuttle Main Engine Project, External Tank Project, Solid Rocket Motor Project, & Solid Rocket Booster Project). The manifest for launching of Space Station components indicated that an additional 12-13000 pound lift capability was required on 10 missions and 15-20,000 pound additional lift capability is required on two missions. Trade studies conducted by all STS elements indicate that by deleting the parachute Recovery System (and associated hardware) from the Solid Rocket Boosters (SRBS) and going to a lightweight External Tank (ET) the 20,000 pound additional lift capability can be realized for the two missions. The deletion of the parachute Recovery System means the loss of four SRBs and this option is two expensive (loss of reusable hardware) to be used on the other 10 Space Station missions. Accordingly, each STS element looked at potential methods of weight savings, increased performance, etc. As the SRB and ET projects are non-propulsive (i.e. does not have launch thrust elements) their only contribution to overall payload enhancement can be achieved by the saving of weight while maintaining adequate safety factors and margins. The enhancement factor for the SRB project is 1:10. That is for each 10 pounds saved on the two SRBS; approximately 1 additional pound of payload in the orbiter bay can be placed into orbit. The SRB project decided early that the SRB recovery system was a prime candidate for weight reduction as it was designed in the early 1970s and weight optimization had never been a primary criteria
Anthropogenic Space Weather
Anthropogenic effects on the space environment started in the late 19th
century and reached their peak in the 1960s when high-altitude nuclear
explosions were carried out by the USA and the Soviet Union. These explosions
created artificial radiation belts near Earth that resulted in major damages to
several satellites. Another, unexpected impact of the high-altitude nuclear
tests was the electromagnetic pulse (EMP) that can have devastating effects
over a large geographic area (as large as the continental United States). Other
anthropogenic impacts on the space environment include chemical release ex-
periments, high-frequency wave heating of the ionosphere and the interaction of
VLF waves with the radiation belts. This paper reviews the fundamental physical
process behind these phenomena and discusses the observations of their impacts.Comment: 71 pages, 35 figure
How to make complexity look simple? Conveying ecosystems restoration complexity for socio-economic research and public engagement
Ecosystems degradation represents one of the major global challenges at the present time, threating peopleâs livelihoods and well-being worldwide. Ecosystem restoration therefore seems no longer an option, but an imperative. Restoration challenges are such that a dialogue has begun on the need to re-shape restoration as a science. A critical aspect of that reshaping process is the acceptance that restoration science and practice needs to be coupled with socio-economic research and public engagement. This inescapably means conveying complex ecosystemâs information in a way that is accessible to the wider public. In this paper we take up this challenge with the ultimate aim of contributing to making a step change in scienceâs contribution to ecosystems restoration practice. Using peatlands as a paradigmatically complex ecosystem, we put in place a transdisciplinary process to articulate a description of the processes and outcomes of restoration that can be understood widely by the public. We provide evidence of the usefulness of the process and tools in addressing four key challenges relevant to restoration of any complex ecosystem: (1) how to represent restoration outcomes; (2) how to establish a restoration reference; (3) how to cope with varying restoration time-lags and (4) how to define spatial units for restoration. This evidence includes the way the process resulted in the creation of materials that are now being used by restoration practitioners for communication with the public and in other research contexts. Our main contribution is of an epistemological nature: while ecosystem services-based approaches have enhanced the integration of academic disciplines and non-specialist knowledge, this has so far only followed one direction (from the biophysical underpinning to the description of ecosystem services and their appreciation by the public). We propose that it is the mix of approaches and epistemological directions (including from the public to the biophysical parameters) what will make a definitive contribution to restoration practice

Population level studies are represented
by competition, herbivory (grazing), and zooplankton
responses to predation. Community
ecology is represented by the debate about bottom-
up vs. top-down control of community organization,
by the PEG model of seasonal plankton
succession, and by the recent discovery of the microbial

US hegemony and the origins of Japanese nuclear power : the politics of consent
This paper deploys the Gramscian concepts of hegemony and consent in order to explore the process whereby nuclear power was brought to Japan. The core argument is that nuclear power was brought to Japan as a consequence of US hegemony. Rather than a simple manifestation of one state exerting material âpower over' another, bringing nuclear power to Japan involved a series of compromises worked out within and between state and civil society in both Japan and the USA. Ideologies of nationalism, imperialism and modernity underpinned the process, coalescing in post-war debates about the future trajectory of Japanese society, Japan's Cold War alliance with the USA and the role of nuclear power in both. Consent to nuclear power was secured through the generation of a psychological state in the public mind combining the fear of nuclear attack and the hope of unlimited consumption in a nuclear-fuelled post-modern world
Is American Public Administration Detached From Historical Context?: On the Nature of Time and the Need to Understand It in Government and Its Study
The study of public administration pays little attention to history. Most publications are focused on current problems (the present) and desired solutions (the future) and are concerned mainly with organizational structure (a substantive issue) and output targets (an aggregative issue that involves measures of both individual performance and organizational productivity/services). There is much less consideration of how public administration (i.e., organization, policy, the study, etc.) unfolds over time. History, and so administrative history, is regarded as a âpastâ that can be recorded for its own sake but has little relevance to contemporary challenges. This view of history is the product of a diminished and anemic sense of time, resulting from organizing the past as a series of events that inexorably lead up to the present in a linear fashion. Refined histopathological predictors of BRCA1 and BRCA2 mutation status: A large-scale analysis of breast cancer characteristics from the BCAC, CIMBA, and ENIGMA consortia
Introduction: The distribution of histopathological features of invasive breast tumors in BRCA1 or BRCA2 germline mutation carriers differs from that of individuals with no known mutation. Histopathological features thus have utility for mutation prediction, including statistical modeling to assess pathogenicity of BRCA1 or BRCA2 variants of uncertain clinical significance. We analyzed large pathology datasets accrued by the Consortium of Investigators of Modifiers of BRCA1/2 (CIMBA) and the Breast Cancer Association Consortium (BCAC) to reassess histopathological predictors of BRCA1 and BRCA2 mutation status, and provide robust likelihood ratio (LR) estimates for statistical modeling. Methods: Selection criteria for study/center inclusion were estrogen receptor (ER) status or grade data available for invasive breast cancer diagnosed younger than 70 years.
