    Advanced technology for minimum weight pressure vessel system

    Bosses were made of fiber/resin composite materials to evaluate their potential in lightweight pressure vessels. An approximate 25% weight savings over the standard aluminum boss was achieved without boss failures during burst tests. Polymer liners and metal liners are used in fiber composite pressure vessels for containment of gases. The internal support of these liners required during the filament winding process has previously been provided by dissolvable salt mandrels. An internal pressurization technique has been developed which allows overwinding the liner without other means of support and without collapse.     High-performance fiber/epoxy composite pressure vessels

    Activities described include: (1) determining the applicability of an ultrahigh-strength graphite fiber to composite pressure vessels; (2) defining the fatigue performance of thin-titanium-lined, high-strength graphite/epoxy pressure vessel; (3) selecting epoxy resin systems suitable for filament winding; (4) studying the fatigue life potential of Kevlar 49/epoxy pressure vessels; and (5) developing polymer liners for composite pressure vessels. Kevlar 49/epoxy and graphite fiber/epoxy pressure vessels, 10.2 cm in diameter, some with aluminum liners and some with alternation layers of rubber and polymer were fabricated. To determine liner performance, vessels were subjected to gas permeation tests, fatigue cycling, and burst tests, measuring composite performance, fatigue life, and leak rates. Both the metal and the rubber/polymer liner performed well. Proportionately larger pressure vessels (20.3 and 38 cm in diameter) were made and subjected to the same tests. In these larger vessels, line leakage problems with both liners developed the causes of the leaks were identified and some solutions to such liner problems are recommended

    The Legacy of ERA, Privatization and the Policy Ratchet

    This article explores the ways in which the neo-liberal impetus toward the privatization of state schooling signalled in the Education Reform Act 1988 (ERA) has become embedded in the English school system. Four main points are made. First, that ERA itself was of huge strategic rather than substantive importance as far as privatization is concerned. Second, by tracing the lineage of privatization from ERA onwards a 'ratchet' effect of small and incremental policy moves can be identified, which have disseminated, embedded and naturalized privatization within public sector provision. Third, that while privatization has been taken up and taken much further by New Labour than it had been by the Conservatives there are differences between the two sets of governments in the role of privatization in education policy and the role of the state. Fourth, the participation of private providers in the planning and delivery of state services has put the private sector at the very heart of policy.     Effect of frost on triticale and wheat varieties at flowering in the north eastern Australian cereal belt

    Spring radiation frost is a serious problem in Australia particularly at the reproductive stage, causing an annual revenue loss of more than AU$ 360 million. The focus of frost research therefore has been to identify reproductively frost resistant cereals at the both varietal and species levels that can contribute to alleviating frost damage. Seven triticale and three wheat varieties were assessed to determine relative frost tolerance under natural frost conditions. Plants were grown in pots and raised in the glasshouse. At flowering (±5 days), plants were exposed to a single overnight frost or frost maintained for a short time with varying intensities from 0.2 to –6.6 °C at crop ear height. The frost impact was assessed at maturity based on ear fertility by counting the number of developed grains. There were variable levels of tolerance between triticale varieties with Tahara being more susceptible than other varieties. At species level, triticale was more susceptible than wheat. Temperatures below –3.9 °C were economically damaging. A holistic approach of breeding and agronomic management may be needed to mitigate the frost problem in winter cereals

    Use of the Dexamethasone-Corticotrophin Releasing Hormone Test to Assess Hypothalamic-Pituitary-Adrenal Axis Function in Rheumatoid Arthritis

    Objectives. Hypothalamic-Pituitary-Adrenal axis function may be abnormal in rheumatoid arthritis (RA). A pilot study in 7 patients suggested impaired glucocorticoid feedback in some patients after the dexamethasone-corticotrophin releasing hormone (CRH) test. This study aimed to investigate the dexamethasone-corticotrophin releasing factor test in a larger group of patients and relate the results to characteristics of the disease. Methods. Outpatients with active RA (≥3 swollen and tender joints and C-reactive protein > 10 mg/L) took dexamethasone (1.5 mg) at 23:00 hour in the evening. Next day, baseline saliva and plasma samples were collected, CRH was infused at 11:00 hour, and 4 serial blood and saliva samples were collected. Plasma samples were stored at −80°C and a radioimmunoassay performed for saliva and plasma cortisol. Results. All 20 participants showed normal dexamethasone suppression and mounted no response to the CRH challenge. In samples with measurable cortisol, there was a strong correlation between saliva and plasma values (r = 0.876, n = 26, P < .01). Conclusion. No abnormalities were found in the Dexamethasone-CRH test in RA patients in contrast to a previous pilot study. Salivary cortisol measurement may offer an alternative noninvasive technique to plasma cortisol in RA patients in future studies

    House price Keynesianism and the contradictions of the modern investor subject

    This article conceptualises the marked downturn in UK house prices in the 2007-2009 period in relation to longer-term processes of national economic restructuring centred on a new model of homeownership. The structure of UK house prices has been impacted markedly by the Labour Government‟s efforts to ingrain a particular notion of financial literacy amid the move towards an increasingly asset-based system of welfare. New model welfare recipients and new model homeowners have thereby been co-constituted in a manner consistent with a new UK growth regime of „house price Keynesianism‟. However, the investor subjects who drive such growth are necessarily rendered uncertain as compared with the idealised image of Government policy because of their reliance on the credit-creating decisions of private financial institutions. The recent steep decline in UK house prices is explained here as an epiphenomenon of the disruptive effect on the idealised image caused by the dependence of investor subjects on pricing dynamics not of their making

After two decades of military rule, the pace of change has startled almost everyone and led to a great deal of cautious optimism. To make sense of the transition and assess the case for optimism, this article explores the political economy of Myanmar's dual transition from state socialism to capitalism and from dictatorship to democracy. It analyses changes within Myanmar society from a critical political economy perspective in order to both situate these developments within broader regional trends and to evaluate the country's current trajectory. In particular, the emergence of state-mediated capitalism and politico-business complexes in Myanmar's borderlands are emphasised. These dynamics, which have empowered a narrow oligarchy, are less likely to be undone by the reform process than to fundamentally shape the contours of reform. Consequently, Myanmar's future may not be unlike those of other Southeast Asian states that have experienced similar developmental trajectories

    Tackling concentrated worklessness: integrating governance and policy across and within spatial scales

    Spatial concentrations of worklessness remained a key characteristic of labour markets in advanced industrial economies, even during the period of decline in aggregate levels of unemployment and economic inactivity evident from the late 1990s to the economic downturn in 2008. The failure of certain localities to benefit from wider improvements in regional and national labour markets points to a lack of effectiveness in adopted policy approaches, not least in relation to the governance arrangements and policy delivery mechanisms that seek to integrate residents of deprived areas into wider local labour markets. Through analysis of practice in the British context, we explore the difficulties of integrating economic and social policy agendas within and across spatial scales to tackle problems of concentrated worklessness. We present analysis of a number of selected case studies aimed at reducing localised worklessness and identify the possibilities and constraints for effective action given existing governance arrangements and policy priorities to promote economic competitiveness and inclusion

    The Big Society and the Conjunction of Crises: Justifying Welfare Reform and Undermining Social Housing

    The idea of the “Big Society” can be seen as culmination of a long-standing debate about the regulation of welfare. Situating the concept within governance theory, the article considers how the UK coalition government has justified a radical restructuring of welfare provision, and considers its implications for housing provision. Although drawing on earlier modernization processes, the article contends that the genesis for welfare reform was based on an analysis that the government was forced to respond to a unique conjunction of crises: in morality, the state, ideology and economics. The government has therefore embarked upon a programme, which has served to undermine the legitimacy of the social housing sector (most notably in England), with detrimental consequences for residents and raising significant dilemmas for those working in the housing sector
