Earthquake Cycle Deformation in the Tibetan Plateau with a Weak Mid-Crustal Layer
Geodetic observations of interseismic deformation across the Tibetan plateau contain information about both tectonic and earthquake cycle processes. Time-variations in surface velocities between large earthquakes are sensitive to the rheological structure of the subseismogenic crust, and, in particular, the viscosity of the middle and lower crust. Here we develop a semianalytic solution for time-dependent interseismic velocities resulting from viscoelastic stress relaxation in a localized midcrustal layer in response to forcing by a sequence of periodic earthquakes. Earthquake cycle models with a weak midcrustal layer exhibit substantially more near-fault preseismic strain localization than do classic two-layer models at short (50 mm/yr) postseismic velocities in the years following the coseismic ruptures. We suggest that earthquake cycle models with a localized midcrustal layer can simultaneously explain both preseismic and postseismic geodetic observations with a single Maxwell viscosity, while the classic two-layer model requires a rheology with multiple relaxation time scales.Earth and Planetary Science
Analytical approximation for the sphere-sphere Coulomb potential
A simple analytical expression, which closely approximates the Coulomb
potential between two uniformly charged spheres, is presented. This expression
can be used in the optical potential semiclassical analyses which require that

New Forms of Deuteron Equations and Wave Function Representations
A recently developed helicity basis for nucleon-nucleon (NN) scattering is
applied to th e deuteron bound state. Here the total spin of the deuteron is
treated in such a helicity representation. For the bound state, two sets of two
coupled eigenvalue equations are developed, where the amplitudes depend on two
and one variable, respectively. Numerical illustrations based on the realistic
Bonn-B NN potential are given. In addition, an `operator form' of the deuteron
wave function is presented, and several momentum dependent spin densities are

Remote sensing applications to resource problems in South Dakota
Cooperative projects between RSI and numerous South Dakota agencies have provided a means of incorporating remote sensing techniques into operational programs. Eight projects discussed in detail are: (1) detection of high moisture zones near interstate 90; (2) thermal infrared census of Canada geese in South Dakota; (3) dutch elm disease detection in urban environment; (4) a feasibility study for monitoring effective precipitation in South Dakota using TIROS-N; (5) open and abandoned dump sites in Spink county; (6) the influence of soil reflectance on LANDSAT signatures of crops; (7) A model implementation program for Lake Herman watershed; and (8) the Six-Mile Creek investigation follow-on
COMPTEL solar flare observations
COMPTEL as part of a solar target of opportunity campaign observed the sun during the period of high solar activity from 7-15 Jun. 1991. Major flares were observed on 9 and 11 Jun. Although both flares were large GOES events (greater than or = X10), they were not extraordinary in terms of gamma-ray emission. Only the decay phase of the 15 Jun. flare was observed by COMPTEL. We report the preliminary analysis of data from these flares, including the first spectroscopic measurement of solar flare neutrons. The deuterium formation line at 2.223 MeV was present in both events and for at least the 9 Jun. event, was comparable to the flux in the nuclear line region of 4-8 MeV, consistent with Solar-Maximum Mission (SSM) Observations. A clear neutron signal was present in the flare of 9 Jun. with the spectrum extending up to 80 MeV and consistent in time with the emission of gamma-rays, confirming the utility of COMPTEL in measuring the solar neutron flux at low energies. The neutron flux below 100 MeV appears to be lower than that of the 3 Jun. 1982 flare by more than an order of magnitude. The neutron signal of the 11 Jun. event is under study. Severe dead time effects resulting from the intense thermal x-rays require significant corrections to the measured flux which increase the magnitude of the associated systematic uncertainties
On inter-organizational trust, control and risk in transboundary fisheries governance
Inter-organizational collaboration is often considered essential to transboundary fishery governance, due, in part, to the high levels of task interdependence, the remote and often treacherous conditions, and the limited levels of information available to any policy actor on resource status. In the high seas, Regional Fisheries Management Organizations (RFMOs) are responsible for sustainably managing highly migratory and straddling fish stocks through the implementation of ecosystem-based approaches and ensuring adequate inter-jurisdictional cooperation. A central question facing RFMO governance is therefore how to structure and sustain inter-organizational transboundary collaboration under high uncertainty? This paper presents the case of the North Atlantic Salmon Conservation Organization (NASCO), conceptualized as a strategic alliance between the bureaucratic organizations responsible for north Atlantic salmon fishery management in the member countries. We identify and explain how dimensions of trust, control, and perceived risk have structured the collaborative performance of the alliance. The application of an integrated trust-control-risk framework increases conceptual clarity for how, when and why alliance managers might seek to develop different forms of trust through different management control systems in ways that further multi-actor collaborative network performance. Future research needs are identified, including better understanding how managerial strategies and control mechanisms facilitate inter-organizational trust in transboundary governance settings and mitigate the perceived risks of working together
Professional negligence reconsidered
This thesis examines the concept of professional
negligence. In doing so, it aims to find the distinguishing
factors that characterize professional negligence as
against other types of negligence. It seeks to emphasize
the functions, duties and activities of professional
people, rather than any examination of their status. The
thesis demonstrates that this concept is based on a "broadspectrum" duty of care with specific obligations,
particular to professional conduct.
Consequently, this thesis argues whether society is
looking at some change to the presumed responsibilities of
a particular socio-economic grouping in Ireland or whether
the law of tort merely seeks to accommodate technical and
other changes by imposing liability in different ways.
The thesis is arranged into three parts. In Part A,
the thesis examines the existing literature on professional
negligence to provide the context and background against
which it explores the characteristics of professional
negligence. It also justifies, in Chapter Three, what is
meant by "professions". It examines the nature and function
of professions and emphasizes, in particular, their
autonomous nature, and the demand of professional judgment.
In Part B the thesis examines the standard of care.
Chapter Four examines the tests as used in Ireland and
England Chapters Five and Six review the paramount Irish
and English cases dealing with the alleged negligence of,
m particular, medical practitioners and solicitors The
objective of Part B is the description of a model or
concept of professional negligence in Ireland.
Part C examines, in Chapter Eight, the nature of the
professional relationships underlying the interaction
between clinicians and their patients, solicitors and their
clients, and auditors and their companies for which they
fulfil the requisite statutory and other functions.
It also examines, m Chapter Nine, the imposition of
a duty of care towards third parties. This involves a
discussion of the development of negligence generally.
Finally, in Chapter Ten, the thesis examines recent
implications with regard to professional responsibility and
professional discretion in Ireland
Remote sensing applications to resource problems in South Dakota
The author has identified the following significant results. Change in the vegetative structure was taking place in the Black Hills. Temporal analysis of the areal extent of open meadows was accomplished using black and white and color infrared aerial photography. A reduction of nearly 1100 hectares of open meadows was determined using photointerpretation. Techniques were developed for the management of meandering lakes, including use of LANDSAT imagery for continuous monitoring, classification of hydrophytes on low altitude CIR imagery, and planning and evaluation of improvements and multiple uses on aerial photography and photo mosaics. LANDSAT data were analyzed statistically from small and entire study scene areas to determine the effect of soils stratifications of corn signatures. Band 5 early season and band 7 later season recorded the strongest evidence of the influence of soils on corn signatures. Significant strata were determined by a multiple range test
Are school-level factors associated with primary school students' experience of physical violence from school staff in Uganda?
BACKGROUND: The nature and structure of the school environment has the potential to shape children's health and well being. Few studies have explored the importance of school-level factors in explaining a child's likelihood of experiencing violence from school staff, particularly in low-resource settings such as Uganda. METHODS: To quantify to what extent a student's risk of violence is determined by school-level factors we fitted multilevel logistic regression models to investigate associations and present between-school variance partition coefficients. School structural factors, academic and supportive environment are explored. RESULTS: 53% of students reported physical violence from staff. Only 6% of variation in students' experience of violence was due to differences between schools and half the variation was explained by the school-level factors modelled. Schools with a higher proportion of girls are associated with increased odds of physical violence from staff. Students in schools with a high level of student perceptions of school connectedness have a 36% reduced odds of experiencing physical violence from staff, but no other school-level factor was significantly associated. CONCLUSION: Our findings suggest that physical violence by school staff is widespread across different types of schools in this setting, but interventions that improve students' school connectedness should be considered
