Large-scale anisotropy in stably stratified rotating flows
We present results from direct numerical simulations of the Boussinesq
equations in the presence of rotation and/or stratification, both in the
vertical direction. The runs are forced isotropically and randomly at small
scales and have spatial resolutions of up to grid points and Reynolds
numbers of . We first show that solutions with negative energy
flux and inverse cascades develop in rotating turbulence, whether or not
stratification is present. However, the purely stratified case is characterized
instead by an early-time, highly anisotropic transfer to large scales with
almost zero net isotropic energy flux. This is consistent with previous studies
that observed the development of vertically sheared horizontal winds, although
only at substantially later times. However, and unlike previous works, when
sufficient scale separation is allowed between the forcing scale and the domain
size, the total energy displays a perpendicular (horizontal) spectrum with
power law behavior compatible with , including in the
absence of rotation. In this latter purely stratified case, such a spectrum is
the result of a direct cascade of the energy contained in the large-scale
horizontal wind, as is evidenced by a strong positive flux of energy in the
parallel direction at all scales including the largest resolved scales
Evaluation of the HARDMAN comparability methodology for manpower, personnel and training
The methodology evaluation and recommendation are part of an effort to improve Hardware versus Manpower (HARDMAN) methodology for projecting manpower, personnel, and training (MPT) to support new acquisition. Several different validity tests are employed to evaluate the methodology. The methodology conforms fairly well with both the MPT user needs and other accepted manpower modeling techniques. Audits of three completed HARDMAN applications reveal only a small number of potential problem areas compared to the total number of issues investigated. The reliability study results conform well with the problem areas uncovered through the audits. The results of the accuracy studies suggest that the manpower life-cycle cost component is only marginally sensitive to changes in other related cost variables. Even with some minor problems, the methodology seem sound and has good near term utility to the Army. Recommendations are provided to firm up the problem areas revealed through the evaluation

Each activity is designed to be simple and take advantage of inexpensive materials. Construction diagrams, materials and tools lists, and instructions are included. The ACS Survey of Galactic Globular Clusters: M54 and Young Populations in the Sagittarius Dwarf Spheroidal Galaxy
We present new Hubble Space Telescope photometry of the massive globular
cluster M54 (NGC 6715) and the superposed core of the tidally disrupted
Sagittarius (Sgr) dSph galaxy as part of the ACS Survey of Galactic Globular
Clusters. Our deep (F606W~26.5), high-precision photometry yields an
unprecedentedly detailed color-magnitude diagram showing the extended blue
horizontal branch and multiple main sequences of the M54+Sgr system. The
distance and reddening to M54 are revised usingboth isochrone and main-sequence
fitting to (m-M)_0=17.27 and E(B-V)=0.15. Preliminary assessment finds the
M54+Sgr field to be dominated by the old metal-poor populations of Sgr and the
globular cluster. Multiple turnoffs indicate the presence of at least two
intermediate-aged star formation epochs with 4 and 6 Gyr ages and [Fe/H]=-0.4
to -0.6. We also clearly show, for the first time, a prominent, 2.3 Gyr old Sgr
population of near-solar abundance. A trace population of even younger (0.1-0.8
Gyr old), more metal-rich ([Fe/H]\sim0.6) stars is also indicated. The Sgr
age-metallicity relation is consistent with a closed-box model and multiple
(4-5) star formation bursts over the entire life of the satellite, including

Discovery of a Dwarf Post-Starburst Galaxy Near a High Column Density Ly-alpha Absorber
We report the discovery of a dwarf (M_B = -13.9) post-starburst galaxy
coincident in recession velocity (within uncertainties) with the highest column
density absorber (N_HI = 10^15.85 cm^{-2} at cz = 1586 km/s) in the 3C~273
sightline. This galaxy is by far the closest galaxy to this absorber, projected
just 71 kpc on the sky from the sightline. The mean properties of the stellar
populations in this galaxy are consistent with a massive starburst ~3.5 Gyrs
ago, whose attendant supernovae, we argue, could have driven sufficient gas
from this galaxy to explain the nearby absorber. Beyond the proximity on the
sky and in recession velocity, the further evidence in favor of this conclusion
includes both a match in the metallicities of absorber and galaxy, and the fact
that the absorber has an overabundance of Si/C, suggesting recent type II
supernova enrichment. Thus, this galaxy and its ejecta are the expected
intermediate stage in the fading dwarf evolutionary sequence envisioned by
Babul & Rees to explain the abundance of faint blue galaxies at intermediate

Discovery of Blue Hook Stars in the Massive Globular Cluster M54
We present BV photometry centered on the globular cluster M54 (NGC 6715). The
color-magnitude diagram clearly shows a blue horizontal branch extending
anomalously beyond the zero age horizontal branch theoretical models. These
kinds of horizontal branch stars (also called ``blue hook'' stars), which go
beyond the lower limit of the envelope mass of canonical horizontal branch hot
stars, have so far been known to exist in only a few globular clusters: NGC
2808, Omega Centauri (NGC 5139), NGC 6273, and NGC 6388. Those clusters, like
M54, are among the most luminous in our Galaxy, indicating a possible
correlation between the existence of these types of horizontal branch stars and
the total mass of the cluster. A gap in the observed horizontal branch of M54
around T(eff)= 27000 K could be interpreted within the late helium flash
theoretical scenario, a possible explanation for the origin of those stars.Comment: 10 pages, 2 figures, accepted for publication in the Astrophysical

Workshop on research p riorities for migrant pests of agriculture in Southern Africa, Plant Protection Research Institute, Pretoria, South Africa, 24–26 March 1999
The Workshop was held at the Agricultural Research Council – Plant Protection Research Institute, Pretoria, from 24 to 26 March 1999 and was attended by 66 delegates from Botswana, Malawi, Namibia, South Africa, Sudan, Swaziland, Tanzania, United Kingdom, Zimbabwe, the International Red Locust Control Organisation for Central and Southern Africa (IRLCO-CSA) and the Food and Agriculture Organization of the United Nations (FAO) (see pages xiii–xvi for list of delegates). The first day focused on presenting a synopsis of current research on the three main migrant pests in southern Africa – armyworm, locusts and quelea – and described the national, regional (IRLCO-CSA, Southern African Development Community, SADC) and international (FAO) infrastructures for dealing with them. On the second and third days, after consideration of the issues to be addressed to ensure uptake of research findings by resource-poor farmers, the Workshop divided into three groups according to pest species. Each group adopted a generalised Logical Framework approach to identifying research priorities, constraints, risks and linkages. Four Logical Frameworks, covering armyworm, locust, quelea and cross-cutting research priorities were developed and an informal ad hoc steering committee (names annotated in list, pages xiii–xvi) undertook to bring together the Workshop’s findings in a Summary Report and to make recommendations on further actions
Obstructing extensions of the functor Spec to noncommutative rings
In this paper we study contravariant functors from the category of rings to
the category of sets whose restriction to the full subcategory of commutative
rings is isomorphic to the prime spectrum functor Spec. The main result reveals
a common characteristic of these functors: every such functor assigns the empty
set to M_n(C) for n >= 3. The proof relies, in part, on the Kochen-Specker
Theorem of quantum mechanics. The analogous result for noncommutative
extensions of the Gelfand spectrum functor for C*-algebras is also proved.Comment: 23 pages. To appear in Israel J. Math. Title was changed;
