    Advocacy coalitions involved in California's menu labeling policy debate: Exploring coalition structure, policy beliefs, resources, and strategies.

    Advocacy coalitions often play an important role in the state health policymaking process, yet little is known about their structure, composition, and behavior. In 2008, California became the first state to enact a menu labeling law. Using the advocacy coalition framework, we examine different facets of the coalitions involved in California's menu labeling policy debate. We use a qualitative research approach to identify coalition members and explore their expressed beliefs and policy arguments, resources, and strategies by analyzing legislative documents (n = 87) and newspaper articles (n = 78) produced between 1999 and 2009. Between 2003 and 2008, six menu labeling bills were introduced in the state's legislature. We found the issue received increasing media attention during this period. We identified two advocacy coalitions involved in the debate-a public health (PH) coalition and an industry coalition. State organizations acted as coalition leaders and participated for a longer duration than elected officials. The structure and composition of each coalition varied. PH coalition leadership and membership notably increased compared to the industry coalition. The PH coalition, led by nonprofit PH and health organizations, promoted a clear and consistent message around informed decision making. The industry coalition, led by a state restaurant association, responded with cost and implementation arguments. Each coalition used various resources and strategies to advance desired outcomes. PH coalition leaders were particularly effective at using resources and employing advocacy strategies, which included engaging state legislators as coalition members, using public opinion polls and information, and leveraging media resources to garner support. Policy precedence and a local policy push emerged as important policymaking strategies. Areas for future research on the state health policymaking process are discussed

    Dynamical matrix of two-dimensional electron crystals

    In a quantizing magnetic field, the two-dimensional electron (2DEG) gas has a rich phase diagram with broken translational symmetry phases such as Wigner, bubble, and stripe crystals. In this paper, we derive a method to get the dynamical matrix of these crystals from a calculation of the density response function performed in the Generalized Random Phase Approximation (GRPA). We discuss the validity of our method by comparing the dynamical matrix calculated from the GRPA with that obtained from standard elasticity theory with the elastic coefficients obtained from a calculation of the deformation energy of the crystal.Comment: Revised version published in Phys.     Allee Effects May Slow the Spread of Parasites in a Coastal Marine Ecosystem

    Allee effects are thought to mediate the dynamics of population colonization, particularly for invasive species. However, Allee effects acting on parasites have rarely been considered in the analogous process of infectious disease establishment and spread. We studied the colonization of uninfected wild juvenile Pacific salmon populations by ectoparasitic salmon lice (Lepeophtheirus salmonis) over a 4-year period. In a data set of 68,376 fish, we observed 85 occurrences of precopular pair formation among 1,259 preadult female and 613 adult male lice. The probability of pair formation was dependent on the local abundance of lice, but this mate limitation is likely offset somewhat by mate-searching dispersal of males among host fish. A mathematical model of macroparasite population dynamics that incorporates the empirical results suggests a high likelihood of a demographic Allee effect, which can cause the colonizing parasite populations to die out. These results may provide the first empirical evidence for Allee effects in a macroparasite. Furthermore, the data give a rare detailed view of Allee effects in colonization dynamics and suggest that Allee effects may dampen the spread of parasites in a coastal marine ecosystem

    Anomalous isotopic predissociation in the F³Πu(v=1) state of O₂

    Using a tunable, narrow-bandwidth vacuum-ultraviolet source based on third-harmonic generation from excimer-pumped dye-laser radiation, the F³Πu←X³Σg-(1,0)photoabsorption cross sections of ¹⁶O₂ and ¹⁸O₂ have been recorded in high resolution. Rotational analyses have been performed and the resultant F(v=1) term values fitted to the ³Π Hamiltonian of Brown and Merer [J. Mol. Spectrosc. 74, 488 (1979)]. A large rotationless isotope effect is observed in the F(v=1)predissociation, wherein the Lorentzian linewidth component for ¹⁸O₂ is a factor of ∼50 smaller than the corresponding ¹⁶O₂linewidth. This effect, a consequence of the nonadiabatic rotationless predissociation mechanism, is described using a coupled-channel treatment of the strongly Rydberg-valence-mixed 3Πu states. Significant J, e/f-parity, and sublevel dependencies observed in the isotopic F(v=1) rotational widths are found to derive from an indirect predissociation mechanism involving an accidental degeneracy with the E³Σ−u(v=3) level, itself strongly predissociated by ³Σ−u Rydberg-valence interactions, together with L-uncoupling (rotational) interactions between the Rydberg components of the F and E states.     Time-dependent density functional study of the electronic potential energy curves and excitation spectrum of the oxygen molecule

    Orbital energies, ionization potentials, molecular constants, potential energy curves, and the excitation spectrum of O(2) are calculated using time-dependent density functional theory (TDDFT) with Tamm-Dancoff approximation (TDA). The calculated negative highest occupied molecular orbital energy (-epsilon(HOMO)) is compared with the energy difference ionization potential for five exchange correlation functionals consisting of the local density approximation (LDAxc), gradient corrected Becke exchange plus Perdew correlation (B(88X)+P(86C)), gradient regulated asymptotic correction (GRAC), statistical average of orbital potentials (SAOP), and van Leeuwen and Baerends asymptotically correct potential (LB94). The potential energy curves calculated using TDDFT with the TDA at internuclear distances from 1.0 to 1.8 A are divided into three groups according to the electron configurations. The 1pi(u) (4)1pi(g) (2) electron configuration gives rise to the X (3)Sigma(g) (-), a (1)Delta(g), and b (1)Sigma(g) (+) states; the 1pi(u) (3)1pi(g) (3) electron configuration gives rise to the c (1)Sigma(u) (-), C (3)Delta(u), and A (3)Sigma(u) (+) states; and the B (3)Sigma(u) (-), A (1)Delta(u), and f (1)Sigma(u) (+) states are determined by the mixing of two or more electron configurations. The excitation spectrum of the oxygen molecule, calculated with the aforementioned exchange correlation functionals, shows that the results are quite sensitive to the choice of functional. The LDAxc and the B(88X)+P(86C) functionals produce similar spectroscopic patterns with a single strongly absorbing band positioned at 19.82 and 19.72 eV, respectively, while the asymptotically corrected exchange correlation functionals of the SAOP and the LB94 varieties yield similar excitation spectra where the computed strongly absorbing band is located at 16.09 and 16.42 eV, respectively. However, all of the exchange correlation functionals yield only one strongly absorbing band (oscillator strength greater than 0.1) in the energy interval of 0-20 eV, which is assigned to a X (3)Sigma(g) (-) to (3)Sigma(u) (-) transition. Furthermore, the oxygen molecule has a rich spectrum in the energy range of 14-20 eV and no spin allowed absorption bands are predicted to be observed in the range of 0-6 eV

    Hydrocarbons identified in extracts from estuarine water accommodated no. 2 fuel oil by gas chromatography-mass spectrometry

    Results are presented on a computerized gas chromatograph-mass spectrometer analysis of methylene chloride and n-heptane extracts of a No. 2 fuel oil accommodated estuarine water sample. The analytical method is briefly described, and the limitations on the identifications are categorized. Some attempt was made to determine major and trace constituents in the water accommodate. Altogether 66 hydrocarbon compounds were identified specifically, and 75 compounds were partially identified. Seven compounds could be recognized as major constituents of the water accommodated oil and ten were present only as traces. The aromatic compounds found were alkyl benzenes, naphthalene, tetralin, indane, biphenyl, fluorene, anthracene, and some of their alkyl substituted isomers in the range of carbon numbers C7 to C15. Four n-alkanes, C10 to C13, were found along with four other assorted hydrocarbons
