Atmospheric extinction coefficients in the band for several major international observatories: Results from the BiSON telescopes, 1984 to 2016
Over 30 years of solar data have been acquired by the Birmingham Solar
Oscillations Network (BiSON), an international network of telescopes used to
study oscillations of the Sun. Five of the six BiSON telescopes are located at
major observatories. The observational sites are, in order of increasing
longitude: Mount Wilson (Hale) Observatory (MWO), California, USA; Las Campanas
Observatory (LCO), Chile; Observatorio del Teide, Iza\~{n}a, Tenerife, Canary
Islands; the South African Astronomical Observatory (SAAO), Sutherland, South
Africa; Carnarvon, Western Australia; and the Paul Wild Observatory, Narrabri,
New South Wales, Australia. The BiSON data may be used to measure atmospheric
extinction coefficients in the band (approximately 700-900 nm),
and presented here are the derived atmospheric extinction coefficients from

Italian and English local funding networks: Is there a winning formula?
This article contributes to the understanding of European Local Governance by exploring the European funding networks developed within local areas under Objective 2 of the Structural Funds. The article describes the EU funding networks (within the theoretical perspective of network theory) and examines the relationship between the presence of local EU funding networks and councils' success in accessing EU funds. This exploratory study focuses on the appearance of policy networks at the local government level in Italy and England and discusses their durability and implications for their future
Pre-freezing of multifractal exponents in Random Energy Models with logarithmically correlated potential
Boltzmann-Gibbs measures generated by logarithmically correlated random
potentials are multifractal. We investigate the abrupt change ("pre-freezing")
of multifractality exponents extracted from the averaged moments of the measure
- the so-called inverse participation ratios. The pre-freezing can be
identified with termination of the disorder-averaged multifractality spectrum.
Naive replica limit employed to study a one-dimensional variant of the model is
shown to break down at the pre-freezing point. Further insights are possible
when employing zero-dimensional and infinite-dimensional versions of the
problem. In particular, the latter version allows one to identify the pattern
of the replica symmetry breaking responsible for the pre-freezing phenomenon.Comment: This is published version, 11 pages, 1 figur
Survival through networks: the 'grip' of the administrative links in the Russian post-Soviet context

Based on an analysis of the post-Soviet transformation experience of four defence sector organizations in a Russian region where the defence sector occupies a substantial part of the local economy, this article develops a typology of network relationships: Grooved Inter-relationship Patterns (Gr’ip) networks and Fluid Inter-relationship Patterns (Fl’ip) networks. This typology can be applied to a range of transition/emerging market and low system trust contexts. Gr’ip networks, in this case, represent the persisting legacy of the Soviet command-administrative system. Fl’ip networks are here an attempt by the defence companies to link into the civilian supply chains of a developing market economy. This article argues that Gr’ip networks had and still have a crucial role to play in Russian enterprises’ survival and development
Thomas rotation and Thomas precession
Exact and simple calculation of Thomas rotation and Thomas precessions along
a circular world line is presented in an absolute (coordinate-free) formulation
of special relativity. Besides the simplicity of calculations the absolute
treatment of spacetime allows us to gain a deeper insight into the phenomena of
