Airbus - ein gelungenes Beispiel für beschäftigungsorientierte Industriepolitik?

Spätestens seit dem offiziellen Verkaufsstart des A3XX am 23.6.2000 ist der Airbus wieder in aller Munde. Am selben Tag wurde die Überführung des Konsortiums in eine eigenständige Aktiengesellschaft nach französischem Recht bekanntgegeben. Zusammen mit der Fusion drei der vier Airbus-Mutter-Unternehmen (Aerospatiale Matra,Casa und DASA) zum neuen europäischen Luft- und Raumfahrtunternehmen EADS und dem Börsengang am 1O.7.2llllll ist eine Entwicklung zum vorläufigen Abschluß gekommen, die in den 60er Jahren begann. Ziel war es damals gewesen, den Rückstand Europas gegenüber den USA im zivilen Großflugzeugbau aufzuholen. Es sollte die vermutete technologische Lücke geschlossen werden. Die Luftfahrtindustrie wurde als strategische Zukunftsbranche betrachtet: zum einen wegen der militärischen Relevanz, zum anderen wegen dem Rückstand gegenüber den USA. Nicht zuletzt erhoffte man sich die Schaffung von Arbeitsplätzen in einem zukunftsorientierten Bereich, ein Anliegen, das seit den 80er und 90er Jahren des vergangeneu Jahrhunderts auf Grund der verschärften Arbeitsmarktprobleme in Europa an Bedeutung hinzugewonnen hat. Aus diesen Grunden wurden erhebliche öffentliche Mittel in die Unterstützung der Entwicklung neuer Flugzeuge investiert. Das Airbus-Projekt wurde zu einem der größten Subventionsempfänger in Europa. Aus theoretischer Sicht wurde der Airbus zu einem klassischen Fall vertikaler (das heißt, sektoraler, auf einzelne Branchen bezogener) Industriepolitik, zu deren Rechtfertigung Elemente der Theorie der Strategischen Handelspolitik herangezogen wurden. Er eignet sich deshalb besonders gut für eine an industriepolitischen Fragestellungen interessierten Untersuchung. Aus dem Gesagten ergibt sich die Vergebensweise der vorliegenden Untersuchung. Im ersten Schritt ist die historische Entwicklung des Airbus nachzuzeichnen. Im zweiten Schritt wird die Praxis der theoretischen Überprüfung unterzogen: Durch welche Charakteristika ist die Produktion ziviler Großraumflugzeuge gekennzeichnet? Welche staatlichen Handlungsoptionen lassen sich daraus vor dem Hintergrund der Theorie der strategischen Handelspolitik ableiten? Welche Ergebnisse empirischer Studien liegen vor Danach sind die Beschäftigungswirkungen zu analysieren. Im letzten Abschnitt werden die Ergebnisse zusammengefasst. --

Preoperative prism adaptation test in normosensoric strabismus

In 19 patients with normosensoric esotropia, the squint angles measured with the alternate cover test were compared with those after prolonged prismatic correction of the squint angle and with those after prolonged occlusion of one eye. All patients showed an increase of the squint angle after prism adaptation. The angle was generally smaller after diagnostic occlusion of one eye than after prism adaptation. We assume that the increase in the squint angle after prism adaptation is caused by an anomalous sensorial relationship between the two eyes that was not detected with the usual psychophysical tests. Surgery tailored to the squint angle after prism adaptation seems advisable in patients with normosensoric esotropia

A hybrid multi-particle approach to range assessment-based treatment verification in particle therapy

Particle therapy (PT) used for cancer treatment can spare healthy tissue and reduce treatment toxicity. However, full exploitation of the dosimetric advantages of PT is not yet possible due to range uncertainties, warranting development of range-monitoring techniques. This study proposes a novel range-monitoring technique introducing the yet unexplored concept of simultaneous detection and imaging of fast neutrons and prompt-gamma rays produced in beam-tissue interactions. A quasimonolithic organic detector array is proposed, and its feasibility for detecting range shifts in the context of proton therapy is explored through Monte Carlo simulations of realistic patient models and detector resolution efects. The results indicate that range shifts of 1 mm can be detected at relatively low proton intensities (22.30(13) × 107 protons/spot) when spatial information obtained through imaging of both particle species are used simultaneously. Epigenetic Silencing of Spermatocyte-Specific and Neuronal Genes by SUMO Modification of the Transcription Factor Sp3

SUMO modification of transcription factors is linked to repression of transcription. The physiological significance of SUMO attachment to a particular transcriptional regulator, however, is largely unknown. We have employed the ubiquitously expressed murine transcription factor Sp3 to analyze the role of SUMOylation in vivo. We generated mice and mouse embryonic fibroblasts (MEFs) carrying a subtle point mutation in the SUMO attachment sequence of Sp3 (IKEE553D mutation). The E553D mutation impedes SUMOylation of Sp3 at K551 in vivo, without affecting Sp3 protein levels. Expression profiling revealed that spermatocyte-specific genes, such as Dmc1 and Dnahc8, and neuronal genes, including Paqr6, Rims3, and Robo3, are de-repressed in non-testicular and extra-neuronal mouse tissues and in mouse embryonic fibroblasts expressing the SUMOylation-deficient Sp3E553D mutant protein. Chromatin immunoprecipitation experiments show that transcriptional de-repression of these genes is accompanied by the loss of repressive heterochromatic marks such as H3K9 and H4K20 tri-methylation and impaired recruitment of repressive chromatin-modifying enzymes. Finally, analysis of the DNA methylation state of the Dmc1, Paqr6, and Rims3 promoters by bisulfite sequencing revealed that these genes are highly methylated in Sp3wt MEFs but are unmethylated in Sp3E553D MEFs linking SUMOylation of Sp3 to tissue-specific CpG methylation.
