    Incentive based stormwater management policies offer the prospect of reducing urban stormwater runoff while increasing developer profits. An incentive compatible Stormwater Banking Program (SBP) is presented that allows developers to build at higher residential densities in exchange for including low impact stormwater Best Management Practices (BMPs) in the development’s stormwater management infrastructure. Price endogeneity presents itself when the smaller residential lots created by building at a greater density sell for a lower price than the original, larger lots. Stormwater management authorities must be aware of this and the effects of the program participation fee structure in designing voluntary incentive based policies that meet runoff reduction objectives.Farm Management,

    A test for the search for life on extrasolar planets: Looking for the terrestrial vegetation signature in the Earthshine spectrum

    We report spectroscopic observations (400 to 800nm, R = approx 100) of Earthshine in June, July and October 2001 from which normalised Earth albedo spectra have been derived. The resulting spectra clearly show the blue colour of the Earth due to Rayleigh diffusion in its atmosphere. They also show the signatures of oxygen, ozone and water vapour. We tried to extract from these spectra the signature of Earth vegetation. A variable signal (4 to 10 +/-3%) around 700nm has been measured in the Earth albedo. It is interpreted as being due to the vegetation red edge, expected to be between 2 to 10% of the Earth albedo at 700nm, depending on models. We discuss the primary goal of the present observations: their application to the detection of vegetation-like biosignatures on extrasolar planets.Comment: 7 pages, 7 figures.     The Southern African Regional Science Initiative (SAFARI 2000) : wet season campaigns

    The Southern African Regional Science Initiative (SAFARI 2000) involved two wet season and one dry season field campaigns. This paper reports on the wet season campaigns. The first was conducted at five sites along the Kalahari Transect in Zambia (Kataba Forest) and Botswana (Pandamatenga, Maun, Okwa River Crossing, Tshane) during February 2000 and concentrated primarily on characterizing the land surface with respect to exchanges of matter and energy with the atmosphere. The second, conducted in February 2001, focused on fluxes of water, gases and energy between the canopy and the atmosphere at Maun, Botswana, and at Skukuza in the Kruger National Park, South Africa. Eddy covariance measurements at Skukuza and Maun were designed to collect a near-continuous record of the seasonality and inter-annual variability in savanna carbon, water and energy exchanges in representative savanna ecosystems. This paper gives brief descriptions of the sites, the measurements made, and the methods used. It highlights some preliminary results, particularly from the first campaign, and outlines the next stages of the SAFARI 2000 projec
