The Problem of Legitimacy in the European Polity. Is Democratization the Answer?
The authors discuss potential sources of legitimacy of the EU, i. e. of the normative bindingness of its decisions. After rejecting the views that such legitimacy is either not needed, not feasible, or provided for already, they focus upon the corrosive impact of the EU upon democratic legitimacy within member states. Brussels-based 'governance' is essentially uncontested and can hardly provide for the legitimacy that results from the interplay between government and opposition within nation states. The problem boils down to achieving legitimacy in the absence of the political community of a 'demos'. The paper outlines a solution to this problem that relies on the apparently oxymoronic model of a 'republican empire' - a political community, that is, which is held together not by the bonds of some presumed sameness, but, to the contrary, by the shared contractual recognition of the dissimilarity of its constituent parts from which legitimacy can flow.democracy; legitimacy; diversity/homogeneity; governance; democratization

Gravity-induced birefringence within the framework of Poincare gauge theory
Gauge theories of gravity provide an elegant and promising extension of
general relativity. In this paper we show that the Poincar\'e gauge theory
exhibits gravity-induced birefringence under the assumption of a specific gauge
invariant nonminimal coupling between torsion and Maxwell's field. Furthermore
we give for the first time an explicit expression for the induced phaseshift
between two orthogonal polarization modes within the Poincar\'e framework.
Since such a phaseshift can lead to a depolarization of light emitted from an
extended source this effect is, in principle, observable. We use white dwarf
polarimetric data to constrain the essential coupling constant responsible for

A user/programmer manual for the computer program SOUSSA P 1.1 is presented. The program was designed to provide accurate and efficient evaluation of steady and unsteady loads on aircraft having arbitrary shapes and motions, including structural deformations. These design goals were in part achieved through the incorporation of the data handling capabilities of the SPAR finite element Structural Analysis computer program. As a further result, SOUSSA P possesses an extensive checkpoint/ restart facility. The programmer's portion of this manual includes overlay/subroutine hierarchy, logical flow of control, definition of SOUSSA P 1.1 FORTRAN variables, and definition of SOUSSA P 1.1 subroutines. Purpose of the SOUSSA P 1.1 modules, input data to the program, output of the program, hardware/software requirements, error detection and reporting capabilities, job control statements, a summary of the procedure for running the program and two test cases including input and output and listings are described in the user oriented portion of the manual
Quantitative assessment of prefrontal cortex in humans relative to nonhuman primates
Significance
A longstanding controversy in neuroscience pertains to differences in human prefrontal cortex (PFC) compared with other primate species; specifically, is human PFC disproportionately large? Distinctively human behavioral capacities related to higher cognition and affect presumably arose from evolutionary modifications since humans and great apes diverged from a common ancestor about 6–8 Mya. Accurate determination of regional differences in the amount of cortical gray and subcortical white matter content in humans, great apes, and Old World monkeys can further our understanding of the link between structure and function of the human brain. Using tissue volume analyses, we show a disproportionately large amount of gray and white matter corresponding to PFC in humans compared with nonhuman primates.</jats:p
In Vivo Quantitation of Adipose Tissue by Differential Absorptiometry Using Penetrating Isotopic Radiation
The physical principles for determining tissue lipid content In vivo by selective radiation attenuation have been studied and are compared to other methods of body composition analysis. Two penetrating photon beams, each monoenergetic but of differing energies, are simultaneously passed through the low Z components of tissue and the relative beam absorption measured. A mathematical function incorporating the unabsorbed and absorbed photon beam intensities is applied to determine experimentally the relative proportion of fat and lean in the tissue. \u27 Cd is used as the radioactive source of both xrays and gamma radiation. Results of experiments on low 2 phantom material and in vitro animal tissue indicate that the dual photon absorption principle provides accurate two-component quantitation. The fractional lipid content of in vitro mammalian tissue samples has been determined by dual beam photon absorption, with an error of less than 2%. In vivo values are reproducible to better than 2%. Skinfold thickness was measured simultaneously in vivo with adipose tissue content by dual beam absorptiometry. The experimental coefficient of correlation between these two measurements was .98
